Legal regulation of specially protected areas in Czech Republic and in the Russian Federation

The offered thesis focuses on the legal regulation of specially protected areas in the Czech Republic and the Russian Federation. The thesis' objective is to present an explicit overview of the two countries' national systems comprising protected areas from the legal point of view. The thesis includes an explanation of the basic concepts related to specially protected areas in terms of nature and landscape preservation. The author starts with a concise introduction to the issue's background, and then dwells upon constitutional principles for nature conservation, related legislation and a range of categories of specially protected areas in the two countries. The basic legislation concerning specially protected areas in the Czech Republic is the Nature and Landscape Protection Act, while in the Russian Federation that function is played by Specially Protected Natural Areas Act. The thesis includes an analysis of selected legal issues, namely issues related to legal proclamation and cancellation of the status of specially protected areas, special protection regime, state administration functions, implementation of ownership and other rights. Current state and future perspectives of Tatra National Park from the viewpoint of stakeholders

The main research objectives of this master thesis are the stakeholders and their opinions on the management of Tatra National Park in Slovakia. There are many stakeholders in the national park and each one has different interests. The objective is to find a compromise between the protection of the nature and the degree to which the national park would be used for human purposes. As a result, the area would also be managed in accordance with the national legislation and international guidelines (IUCN) category II and also provide human society with a variety of benefits. The goal of the thesis is to find out how this management will look like in practice. Qualitative interviews were used in order to obtain the opinions of the main stakeholders. Framework analysis has been applied to analyse all the interviews. Environmental ethics in practice - Research on ethical thinking and perceiving nature by the animal rescue stations staff

2 ABSTRACT The thesis deals with ethics-relevant thinking and attitudes of workers at animal rescue stations, with the way they perceive nature as a phenomenon, and aims at discovering the various reasons that lead to the workers' choice for their job. Animal rescue stations are an example of protection of nature via voluntary work; thus, discovering the attitudes of workers at these facilities might lead to better understanding of their motivations for this job. The theoretical part of the thesis consists of three chapters. The first chapter introduces concepts of environmental ethics focused on ethical behaviour of humans towards animals. The second chapter discusses the approach to nature, presented in the book Contested Natures by Phil Macnaghten and John Urry, together with that of environmental psychology. The last chapter is focused on animal rescue stations themselves and their activities. The practical part of the work presents a research on the topics above that took place at animal rescue stations and was done by interviewing their staff. The data acquired from these interviews are set in a theoretical framework, accordingly elaborated on and further categorized. Cílem projektu je dle zadávací dokumentace vyhodnotit stávající a navrhnout doplnění ekonomických nástrojů včetně možných zdrojů, využitelných k zabezpečení povinností vyplývajících ze směrnic č. 92/43/EEC a č. 79/409/EEC a na základě výsledků analýzy kvantifikovat náklady a navrhnout systém ekonomických nástrojů k zabezpečení povinností naplnit cíle obou směrnic. Kvalitativní a kvantitativní analýza potřeb v ochraně přírody a krajiny v České republice včetně povinností vyplývajících ze směrnic č. 92/43/EEC a č. 79/409/EEC a kvantifikace nákladů nezbytných k zabezpečení jejich plnění. Metodika kvantifikace nákladů ochrany přírody a krajiny. Metodický postup kvantifikace opatření v ochraně přírody. Kvantifikace potřeb v pilotních oblastech. Analýza stávajících systémů ekonomických nástrojů v ochraně přírody a krajiny v Rakousku, Velké Británii, Finsku, na Slovensku a v Německu.
