Selected aspects of regional public service television broadcasting in the Czech Republic and Denmark

Public service television broadcasting holds a key role in the European media landscape. Furthermore, when we step down from the national level and take a look into individual regions, its importance and unique position become even more apparent. Local media companies may get bundled by strong ties between editorial staff and local advertisers while the official city journals may tend to function more like a mayor's speaking trumpet than impartial newspapers. Public service television - independent of local politicians or advertisers - has an opportunity to serve as one of the few unbiased and economically stable information sources, letting the people know about what's happening in their neighborhood: At the town hall, county seat or anywhere else within their own region. The Czech TV fulfills this role since its foundation in 1992. Starting with only seven regional newsrooms, it now operates 14 of them with a couple of new studios being built right now as the Czech TV aims to start self-reliant regional broadcasting in near future. The election of the Director General of Czech Television in 2017 as a news topic

The thesis deals with the election of the Director General of Czech Television in 2017. The topic is viewed from the perspective of the media agenda of print and online media. The researched media was chosen by the key of the highest readership in the period from the beginning of January to the end of April 2017. The thesis is divided into two parts, theoretical and practical. The theoretical part deals with the specifics of the effects of media, which categorizes into three types. Furthermore, the theory mentions the concept agenda-setting, which belong to the long-term effects of the media, and which includes the examined media agenda. The theory also defines the concepts of public service and public service media, related terms and basic legal anchoring. The theoretical part also presents the Czech Television institution and its supervisory body, which elects the General Director, the Council of Czech Television. The practical part, through the analysis of news outputs that were published for the election in the defined period, using quantitative content analysis and qualitative analysis of the frameworks, shows how the choice was displayed in the media environment and what topics it raised. The project task is situated north-east of the centre of Brno at a plot aligned with the Vrbí street in near proximity of exits of a future city ring speedway. It is located in the midst of the traffic junction where international motorway meets international cycling route, Husovice train station and two tram end-stops. The project on the case study of hybrid building consisting of parking house and housing, shows exemplary solution for two key trends in contemporary urban planning: Transition towards automotive transport as public service and housing for “singles”.

Assessing the effectiveness of invested public resources to ensure the quality and availability of public cultural needs

Metodika je v prvním plánu určena správním orgánům v resortu kultury, které v rámci státní kulturní politiky zodpovídají za podporu rozvoje jednotlivých kulturních aktivit a organizací. Jde jednak o orgány státní správy a útvary krajských a městských samospráv, které jsou pověřeny praktickou realizací kulturní politiky, zpracovávají strategické rozvojové dokumenty a doporučení pro orgány místních samospráv na úrovni obcí (proto je jednou z významných částí dokumentu kapitola Zřizovatelé – poskytovatelé veřejné podpory). Metodika má dále sloužit potřebám klíčových veřejnoprávních a soukromých institucí činných v sektoru kultury – jak významných neziskových organizací, tak i soukromých subjektů – aukčních síní, galerií, divadelních souborů i hudebních těles. V druhém plánu má metodika sloužit vědeckým a výzkumným subjektům veřejnoprávního i soukromého charakteru, jak subjektům úzce zaměřeným na výzkum kultury tak i organizacím zaměřeným na řešení širších ekonomických souvislostí a dopadů kultury. Jde jak o výzkum kreativních odvětví, tak i o specifická vědecká zadání v jednotlivých ekonomických odvětvích (cestovní ruch, export kulturní produkce, mezinárodní kulturní spolupráce apod.).

Regionality in public-service television of selected 'European countries - comparative study

This diploma thesis focuses on history, position and activities of public service television broadcasters in selected European regions: South Moravia, Eastern Jutland, Andalusia and Scotland. In its theoretical section, we address the issue of the changing role of public service media in the era of technological convergence and new emerging opportunities in the environment of social media and other digital platforms. We also discuss the importance of regional television stations, studios and editorial offices from the viewpoint of both broadcasters and the citizens of particular regions. The empirical section consists of a comparative study focusing on the activities of Czech Television's studio in Brno, DR's production center in the Danish city of Aarhus, a regional station called TV2 Østjylland, RTVE's territorial center in Andalusia, a regional broadcaster RTVA and, last but not least, BBC Scotland. Based on interviews with key public service television managers in all four countries, we have mapped regional activities of these broadcasters from a number of perspectives: local and historical context; legislative and regulatory requirements; organizational and financial framework; broadcast content and interactive communication with the audience. Researches public service television viewer in the Czech republic with a focus on news channel ČT24

This master thesis focuses on the typology of researches that public service broadcaster Czech television uses to analyse audience feedback - measurement of ratings, contentment and public service. The thesis describes history of TV audience researches from beginnings to the present in Czechoslovakia and the Czech republic as well as abroad. It also mentions problems that the aspiration for perfection of measurement brings. This thesis also addresses the functioning of Czech TV's Research and analysis department and brings original research focused on the influence of survey results over the scheduling of ČT24 programme. The thesis further includes interviews with Renata Týmová, chief of Research and analysis department, and Zdeněk Šámal, manager of news and sports department.

Attitudes of the Czech Political Parties with Respect to Public Job

1 Due to the high public expenses connected with the classic welfare and other reasons, the European countries including the Czech Republic adopted certain measures falling within the workfare concept. One of them is the public service, which is construed as a help activity in favour of a municipality consisting in publicly beneficial services. The public service rule was enacted into Czech law in 2008 and has undergone several changes since that time. These changes resulted in the current legislation which became effective on 1 February 2017. According to the Advocacy Coalition Framework, it is possible within a policy subsystem to identify certain beliefs of the policy actors and their advocacy coalitions. This bachelor thesis aims to identify the beliefs of the political parties within the policy subsystem of public service in the Czech Republic with the focus on the policy core beliefs and to determine their advocacy coalitions in this subsystem.

Methodology for assessing social effectiveness of institutions executing public policies

The methodology certified by the Technological Agency of the Czech Republic (TAČR) is based on an original concept of social effectiveness of public administration reflecting modern trends in governance supporting the trustworthiness of the public service and emphasising the public interest, openness, participation, and integrity. The self-assessing methodology aimed at creating a self-learning organisation is developed for the internal needs of public administration. It has a modular character and encompasses such building blocks as strategic management and coordination, operational management and performance, external communication, ethics and integrity, and HR policy and social climate. It can be used at different organisational levels within the state administration and the self-government. It is user-friendly providing the user with an immediate feedback as well as a guidance in generating improvement actions. Simultaneously, the methodology is of inspiring nature, as it serves as a repository of good practices.

Rendition of public services within integrated transport systems

Resume Rendition of public services within integrated transport systems The purpose of my thesis is study of public transportation as a public service, which is provided in integrated transport systems. The thesis is composed of eight chapters and introduction. It introduces in with brief story to the subject of thesis and defines key terms for this thesis. First chapter does not focus on public transportation, but it looks at public service generally. It mentions important kinds of public service in western culture and deals with some of examples in the Czech Republic. Second chapter presents key terms. In first sub chapter term is public transportation. It includes historical development of public transportation and its current situation. Second sub chapter contains development of transit districts around the world and in the Czech Republic. Integrated transport system is also known as transport district or passenger transport executive. In Czech name "Integrovaný dopravní systém"is used, which stands for integrated transportation system.
