The Role of Media and Narratives in the Policy Process: Narrative Policy Framework Perspective

The public policy scholarship says that media interract with the policy process in multiple ways. First of all, they offer various policy preferences. At the same time, they attach meanings to different policy events. This matters when it comes to the audience and its perception of chosen public issues. The media might also become an active participant in the policy debate and transmit their policy beliefs and policy preferences within this debate. The Narrative Policy framework brings these findings together with focus on the important role of policy narratives in the policy process. This master's thesis focuses on the case of family policy measurement adaptation in the Czech republic. The focus lies particularly on the government bill that has increased the parental allowance in 2019. This change has provoked a significant interest of the public and of the media, which were making their statements. The aim of this paper is to explore the form and content of the policy narrative and to say whether the media accounts have actively participated in the policy debates to possibly influence the policy outcome.
Comparative study of the barriers of access to higher education to applicants from disadvantaged backgrounds in three different states of India: New Delhi, Madhya Pradesh and Chhattisgarh

This research focuses on the barriers and the state government policies (alongside government policies) in reducing the barriers in access to higher education for the applicant from disadvantaged groups. Based on empirical evidence I have analyzed the various policies or schemes, budget expenditure, the role of the private sector (expansion in the education sector) that benefits the applicant from the disadvantaged group in access to Higher Education. Also, it tries to analyze by comparing three states' government's policy implementation towards the people who are from socially and economically disadvantaged groups. The research depicts that the NCT of Delhi policies were more effective in reducing the barriers in higher education for the disadvantaged group than Madhya Pradesh and Chhattisgarh. Apart from this, more factors contribute to applicants of NCT of Delhi from the disadvantaged group's inaccessibility of higher education. Integrated education of children from socially disadvantaged families

This bachelor thesis deals with the topic of integrated education of children from socially disadvantaged families on the preschool level. This topic is currently very relevant due to recent changes in legislation and the increasing trend of inclusion of children with some type of learning disadvantage to the mainstream education. The topic of integration of socially disadvantaged children has a potential to be explored from the point of view of preschool facilities, which are participators in the issue. The main goal of this research is to identify how integration of socially disadvantaged children works in practice. This research also found out which specific methods kindergartens apply, how much does the process follow legislation and also how its employees evaluate the effectiveness of integration. The thesis also provided an overview of the tools used in integrated education through the theory of public policy instruments. The findings of this bachelor thesis came primarily from a case study of kindergarten Mozaika, which is located in Jihlava. The research goals were fulfilled thanks to experience of interviewed teachers. Findings from interviews were supplemented by data obtained from a research of literature, legislation and statistical data.
Process of Czech Audiovisual Legislation after 1989: Multiple Streams Framework Perspective

This diploma thesis deals with the process of creating an Audiovisual Act in the context of the transformation of audiovisual legislation in the Czech Republic after 1989. Although there was increasing pressure on change over time, as the original legislation did not reflect the epoch and was inadequate, this process lasted almost twenty years. The aim of the thesis is to understand the dynamics of the change in the process of creating audiovisual legislation, focusing on Act No. 496/2012 Coll. Next, identify the actors and factors that have had the greatest impact on policy change. To do so, this work uses and applies the theoretical framework of the Multiple Streams Framework, through which it sets the basic prerequisites for research. The methodological approach is a qualitative research and a research design of a single-case study. In terms of data collection, the text is based on six expert semi-structured interviews that form the base of primary research. Subsequent data are in the form of various documents, studies, press and annual reports, stenographies from the Chamber of Deputies, or, for example, the talk shows in which the process was discussed. Opportunity window during the process of enacting fares for students and seniors in Czech Republic

The diploma thesis deals with the mapping of the amendment to the law concerning the introduction of fare discounts for students and seniors with a focus on the fourth phase of the political cycle - implementation. The main goal of this work is based on the theoretical concept of the Multiple Stream Framework and aimed to identify the key reasons why the petitioners justified the adoption of the enactment of discounts in public transport. The main research questions focused on the opportunity window, the strategies used by the proposers to obtain support, the specific reasons for approving this amendment and its financial feasibility. The main goal was supplemented by a sub-goal, which was focused on the comparison of political and media discourse with the help of media analysis. The work is divided into three main parts - the first of them describes the nature of the Multiple Stream Framework and also describes the strategies that are used by actors to gain support for their proposal. The second part is focused on the methodology - it lists the set goals, sub-objectives, research questions and the method of data analysis. The third part contains research, which is divided into individual streams of theory, which are the stream of problems, the stream of politics and the stream of public policies....

The assumption is that different ethnic groups engage in different integration strategies. That is why it is important to study these individual groups and not just immigrants as a whole. The process of integration is essential for problem-free coexistence of people from different cultures. The correct adjustment of this process will become even more important since the mobility of people is still increasing. The work is based on the dimensional typology of social integration which distinguishes four dimensions: structural, cultural, interactive and identification dimension. The aim of the work was to describe the process of integration of Cubans into Czech society, to reveal and describe the obstacles which impede the successful process of integration and possibly discuss potential solutions.
