Pandemic Crisis Management: The Case Study of Childcare Facilities for Children under Five Years of Age
Pánská, Natálie ; Hejzlarová, Eva (advisor) ; Potůček, Martin (referee)
The master thesis is focused on crisis management during the covid-19 pandemic. Specifically, it focuses on childcare facilities for children under five years of age in the period from March 2020 to June 2021. The particular types of facilities are under the responsibility of three ministries. The aim of the work is to describe what the crisis management in this area looked like, how the interdepartmental cooperation looked like, and what impact it had on the facilities themselves and subsequently on the families. The diploma thesis is embedded in various concepts of crisis management, but also interdepartmental cooperation and strategic governance. As a part of elaboration of the topic, eight expert interviews were conducted, which are supplemented by an analysis of public policy documents (eg selected government pandemic measures, other government documents, methodologies, etc.). The analysis showed that the first phase of the pandemic was the most problematic, however some of the problems persisted in other phases. This is especially the case with crisis communication, which has failed at all levels. Throughout the pandemic, the government failed to develop a clear communication strategy. The pandemic measures were thus often unclear, and the explanations came with considerable delays. At the...
Ignorance is risk: Social media and insecurity as understood through a regime of agnotology
Colomb, Noé Louis André Annet Merlin ; Střítecký, Vít (advisor) ; Collins, Jonathan (referee)
Despite the ever-growing presence of social media platforms, few have studied their impact on security as a whole. While discussions on security issues that stem from social media often hold users responsible, this thesis argues that the platforms themselves and the way they are constructed create insecurity. This project aims, first and foremost, to establish the role of social media platforms in eroding ontological security and spreading agnotology. These two concepts play a central part in this project's explanation of the security threats emanating from social media platforms. To examine these threats, the thesis will make use of a dual methodology. Firstly, its research method involves a scale by scale analysis, referring to scales of security. The individual and international scales offer complimentary outlooks on social media's spreading of insecurity. The individual scale will lead us to discuss the links between social media, ontological security and how addiction creates a vicious circle for individual users, through the instrumentalization of secondary literature analysis. Through its study of the international scale, this thesis will highlight social media's role in creating and fostering alternative perspectives on truth and reality and how this, in turn, leads to real-world security...
The Divorce Rate in the Pandemic Year of 2020 in Czechia
Fidranský, Tomáš ; Slabá, Jitka (advisor) ; Kalibová, Květa (referee)
The Divorce rate in the pandemic year of 2020 in Czechia Abstract: The year 2020 was unprecedented in terms of changes in the functioning of both individuals and institutions. This thesis aims to evaluate the impact of anti-epidemic measures implemented to reduce the spread of the Covid-19 pandemic on the divorce rate. It mainly focuses on changes in intensity and structure of divorce rate during the periods of the state of emergency when courts could have been limited in their ability to function properly. Analysis of data from the Czech Statistical Office pointed to a decrease in the total divorce rate in the spring of 2020, at a time of the first pandemic wave. A similar and temporary drop in the divorce rate was already observed in Czechia at the end of the 1990s. The cause behind that decrease was a change in legislature, which made it more difficult for marriages with underage children to get a divorce. Therefore, the decrease in divorce rate intensity occurred only in the group of marriages with underage children. Compared to that, the decrease in 2020 happened almost identically between marriages with underage children present and marriages without underage children present. This divorce rate drop, seen in the spring of 2020, was not sufficiently compensated by the increased divorce rate in the...
Distance learning and the use of digital technologies in education
Kajtmanová, Alžběta ; Kursch, Martin (advisor) ; Krámský, David (referee)
This thesis focuses on the effect of the covid-19 pandemic on education at a selected primary school from the point of view of teachers during the first and second wave. It focuses on defining the concepts such as distance learning, e-learning, digital technologies and platforms. The work reflects how the Czech education system was affected from March 2020 to May 2021. The theoretical part focuses on the theoretical conception of terms that are associated with the pandemic and distance learning, but also with the concept of socialization and communication, which were greatly affected during the pandemic, especially when it comes to children. The research part was then carried out with the help of a semi-structured interview, which was conducted at a selected primary school in groups with four teachers. One of the most fundamental questions of the whole interview was the greatness of the pandemic`s effect on the pupils and the teachers of this particular primary school. KEYWORDS distance learning, digital technologies, pandemic covid-19, pupils, teachers, e-learning, social contact, first wave, second wave, socialization, digital literacy, digital platforms
Methods of control over states of emergency in the Czech Republic
Mainclová, Eliška ; Kudrna, Jan (advisor) ; Syllová, Jindřiška (referee)
What are the ways of controlling extraordinary legal states in the legal system of the Czech Republic? Is parliamentary control of states of emergency sufficient and effective? Are states of emergency in the Czech legal order reviewable at the judicial level? What is the meaning and purpose of control over states of emergency? These are the questions that the author of the diploma thesis addresses using the example of a coronavirus pandemic in 2020 and 2021 as a case study. She assumes that states of emergency can be controlled and argues why and to what extent she considers it necessary in the conditions of a democratic state governed by the rule of law, to which the Czech Republic subscribes. In the first part of the thesis, the author defines the concept of a state of emergency as it is understood in theory and presents the individual states of emergency de lege lata. In the second part, the author presents a systematics of possible means of control, including parliamentary and political control, judicial review, and international supervision; she concludes the overview of legal means of control with an important addition of informal control by experts, the media, and society. At the same time, she presents research questions or hypotheses and addresses what is the aim and purpose of control of...
Open Data and their use in Czech Data Journalism
Krawiecová, Nela ; Moravec, Václav (advisor) ; Macková, Veronika (referee)
The fundamental source of data journalism, which has established itself in the Czech media landscape in recent years, is the availability of usable data sets. However, academicians have so far neglected the topic of data openness and its importance in journalistic discourse. Simultaneously, data journalists are often the first to make data available to the public. An integral part of the thesis is mapping the historical development of data journalism, including the phenomenon of open government with a focus on Czech and European legislation and obtaining information with the help of the Freedom of Information Act. The aim of the thesis is, based on in-depth interviews with Czech data journalists, to identify the data sources which they frequently often use in their editorial routines, to evaluate the quality of these sources and to present the main limits that journalists encounter. In the conclusive part of the thesis the author transfers the focus to analysis of the availability of data sources provided by the Ministry of Health and the Institute of Health Information and Statistics during the COVID-19 pandemic in 2020 and 2021 and outlines the process of acquisition, cleaning, analysis, and visualization of information by journalists.
Changes in teachers' attitude towards the education process during the COVID-19 pandemic
Petrovická, Barbora ; Kucharská, Anna (advisor) ; Presslerová, Pavla (referee)
Our work is focused on the period of the global COVID-19 pandemic at its beginning, specifically in the spring and autumn of 2020. It particularly features the area of Czech educational system. We aim to reflect how the pandemic and the closely related distance education in schools affected teachers' attitude towards the education process and also their mental health. In the theoretical part we aspire to define basic terms, such as the teacher's personality, professional growth, motivation, stress, burn-out syndrome and mental hygiene. In addition, we offer an explanation of the process of distance education. The empirical part was realized via semi-structured interviews with teachers of theoretical subjects on vocational schools who were involved in the educational process during the time when it was forced to be led online. The most troublesome issues were the following: the teachers' inadequate technical skills and low self-confidence related to those, but also the minimal support from the schools' management regarding both the training in usage of on-line tools and the need of care of students', school employees' and parents' mental health. KEYWORDS personality, professional growth, motivation, mental hygiene, burn-out syndrome, COVID-19 pandemic, distance education
