Accountability in Higher Education in the Czech Republic

The diploma thesis "Accountability in tertiary education in the Czech Republic" is based on the concept of accountability, which is defined as a social relation between two actors, where one actor is obliged to justify his conduct and behavior to another. This diploma thesis has been mainly written on a theoretical base - the accountability concept, which will be applied in the Czech tertiary education. The main aim of the presented diploma thesis is to find out, whether the concept of accountability in the Czech Republic will contribute to the expansion of a professional knowledge in tertiary education system. The set aim further allows verification, if accountability as a concept might be beneficial for further research in this field. The objective of this diploma thesis will further describe how accountability is applied in the tertiary education and outline such a complex network of relations between actors. State-administrated secondary schooling leaving examinations (Maturita): stated objectives from the actors perspective

The bachelor's thesis deals with the area of education policy as a subset of public policy. It focuses on the issues associated with the Czech secondary school graduation examination (maturitní zkouška), presenting especially the current thinking in the area of graduation examination from the viewpoint of education policy actors. This thesis utilises the Advocacy Coalition Framework approach to identify belief consensuses within the graduation examination discourse across a segment of selected expert participants. For this purpose, the Q-methodology is applied as it is fundamentally able to reveal consensuses and thus identify the relevant coalitions. The chapter containing the outputs of Q factor analysis constitutes a crucial part of the thesis, clearly revealing two independent schools of thought in this area. Exploratory interviews were conducted during field research and their outputs significantly contributed to the description of the established factors and advocacy coalitions.
The Civil Service Act: Monitoring the Process of Making of the Act No. 234/2014 Coll., of the Civil Service

I devote major attention to the Act no. 234/2014 Coll., of the Civil Service, which was accepted despite the veto of the President on 1st October 2014. I briefly characterize the law and in the practical part I analyze and interpret the process of making of this law through a theoretical concept "Multiple Streams Approach". Within the theory I focus on the context of agenda setting to the issue and simultaneously I take into account the role of Policy Entrepreneurs in the legislative process of the Civil Service Act. After reading the reader will have an overview of the process of making the Civil Service Act. The reader will be also familiar with the shortcomings of this Act, for which it was criticized. The theoretical part is used for introducing to the issue. In the theoretical part I outline the historical development of the civil service in Czech Republic and I also briefly characterize the Civil Service Act. Subsequently the reader gets the knowledge about the content of "Multiple Streams Approach" in this part. The practical part of diploma work is enriched by attitudes and opinions of two political actors, who directly attended of discussing the law in Chamber of Deputies. It will be possible to compare the data received from expert survey with the results of the analysis process of making law.
Role of Self-help Organizations in Health and Social Care Services for People with Disabilities

This thesis is discussing about function and issues of self-help organizations which are helping people with disabilities from different points of view. The number of disabled people living at home care is rapidly increasing in recent years. A disabled member in the household brings many difficulties. In order to overcome them many of these families associate together and establish self-help organizations. The author of this thesis legislatively and institutionally anchored this issue, inform about its development and its current functioning. The current system is not without problems and causes significant barriers in running of the organizations and everyday life of its members. By using semi-structured interviews with the stakeholders (founder, contact person, advisor, disabled member and coordinator of the self-help organization) the author is identifying problem areas which are subsequently interpreted individually for each person involved as well as for the whole group and describes the main problems mentioned by more than one party. The author is resolving problems with establishment of the self-help organization, financing, attitude of the interested institutions and health care.
Legislative Process in the European Union: European Citizens' Initiative

This thesis is embedded in the theoretical approach of multilevel governance and presumption of the rational behaviour of actors. Using the method of process tracing it aims to uncover the legislative process in the European Union. It is a single case study and as a case was chosen the negotiation of the regulation of the citizens' initiative. Various actors were involved in the negotiations, this thesis focuses on the main one - European Commission, European Parliament, the Council, interest organisations and national parliaments. The thesis presumed, that all actors will try to push through their interests based on their rational choice. This presumption was verified, although the success rate of the players varied a lot. As the most successful should be considered the European Parliament, who defended the interests of the individuals and the Council, which apparently represented the interests of the governments of the member states (especially in the issues of lowering the bureaucratic burden). The interest organisations showed their positions clearly, however the Commission did not take their positions much into account while preparing the draft regulation. Regularization of Illegal Migration as a Policy-making Process

'Regularization of Illegal Migration as a Policy-making Process' deals with the social problem of having a high number of irregular migrants in the Czech Republic and regularization as a tool that could help reduce it. Regularization is seen as a political process theoretically described by using the Advocacy Coalition Framework. This thesis tries to find normative definitions of the two coalitions, which hold different beliefs and two different points of view rather than describe the problem. The work is partly designed as a case study in which the theory is applied to the issue of regularization in part there is also an explanation of regularization as well as the Advocacy Coalition Framework. The thesis defines the two coalitions within the subsystem - the for-regularization and anti-regularization coalitions. Each coalition has its deep core and policy core beliefs that determine the relationship to the topic as well as the relationship between the coalitions themselves. This work deals with films made in the 1940s - 1960s in Czechoslovakia and the USA. It is concerned with the historic events during this period of time. Moreover, it describes the political background in the USA and Czechoslovakia at that time in order to find out if it influenced the film industry. This thesis focuses on a brief description of film genres during the 1940s - 1960s. Furthermore, it mentions the most famous actors, actresses and directors who became symbols of their time and it also provides research in form of a questionnaire which shows if university students are interested in the films from this period of time. Is Leonardo DiCaprio good investment?

This thesis researches whether there is an effect of casting Leonardo DiCaprio or other star actors in a film on the revenue of the given film and what the effect is, respectively. The data consists of a sample of 905 films screened between 2005-2015 in the United States of America and Canada. The results estimated by the method of least squares indicate that star actors have a positive influence on revenue. The presence of a financialy successful actor means 12% increase in revenue. On the other hand, Oscar-awarded actors influence revenue to a lesser degree. The hypothesis about Leonardo DiCaprios influence could not be either confirmed or denied. Other factors researched were e.g. budget, ratings, whether there is a sequel or director, among others. The variable with the most positive influence is budget; the existence of a sequel is the second most decisive factor.

The thesis is about Madeleine Korbel Albright as an important person of international relations. It asks two questions - what was the position of MKA within Clinton's administrations and what was the impact of her live experiences on her attitudes in international relations. It is diveded in three parts - the first one is about the actors of american foreign policy, the prezident, Department of State and NSC, the second part is about the experiences of MKA and the last one is about her acting in american foreign policy.
