Attitudes of small municipalities to requests for information under Act No. 106/1999 Coll., On Free Access to Information.

This diploma thesis is focused on finding out the attitudes of small municipalities to requests for information under Act No. 106/1999 Coll., On Free Access to Information. The main aim of this work is to examine these attitudes and try to find the causes of negative attitudes. At the same time, it is also secondary ambition to 1) analyze the applicability of the right to information in the context of small municipalities and 2) try to suggest possible measures that could reduce the negative attitudes of mayors of small municipalities to the right to information. In the diploma thesis, the mayors of small municipalities are viewed from the perspective of the theory of street-level bureaucracy, whose actions have a real impact on the implementation of public policies. At the same time, policy failure is a marginal concept, which looks at the law on free access to information as an example of a failure of public policies.
Tuition fees in Chinese public higher education and their implications for equity of access

From the resumption of university entrance examination in 1977 to 1997, china's higher education has remained free of charge for 20 years. But in 1997, china changed its policy of higher education; students are required to pay for their university education. Since then, the tuition fee for university has undergone a rapid increase. By the year 2013, the tuition fee has increased up to 27 times that of 1997. The increase in university tuition has caused much concern from the public, and many people complained that it not fair for students from rural areas and people with low income. This thesis studies the educational inequality caused by the increase in university tuition and its impact on china's social and economic development. The author applies multiple case studies with the help of official database, the affordability of urban and rural residents to the higher education tuition, university enrollment plan, the financial aid system and government Appropriation over the time period of 2011-2015. The author found that the increased tuition has become a huge economic burden for students from low-income urban families, and thus result in the inequity of access opportunity for those students. Parents as an Educational Policy Stakeholder: Parental Strategies of Influencing the Children's Educational Career in Prague

Bakalářská práce "Rodiče jako aktér vzdělávací politiky: rodičovské strategie ovlivňování vzdělávací dráhy dětí v Praze" se zabývá strategiemi a rozhodnutími, které rodiče činí při výběru základních škol pro své děti. Jejím cílem je popsat a pochopit, jak rodiče ovlivňují vzdělávací dráhu svých dětí a co stojí v pozadí jejich voleb a rozhodnutí. Konkrétně se zaměřuje na rodiče v Praze. Práce nahlíží na rodiče jako na aktéry vzdělávací politiky a zkoumá, jaké jsou jejich možnosti vzdělávací politiku ovlivnit a jak těchto možností využívají. Práce popisuje současnou podobu a cíle povinné školní docházky, její zařazení do českého vzdělávacího systému a zachycuje, jaké v současné době existují odlišnosti mezi základními školami. Druhá část práce vychází z rozhovorů s matkami dětí, které jsou právě v první třídě a analyzuje jejich názory a postoje ke škole a strategie, které při výběru školy uplatňují. V závěru analýzu je navrženo rozdělení rodičů do dvou skupin, podle jejich názorů a postojů, strategií, které volí a možností, které mají při ovlivňování svých škol.
Young people on the labour market in relation to job centres activtiy in Central Bohemia

The main aims of the thesis is to explore the situation and awareness of youth on labour market, to evaluate existing political instruments and to suggest a recommendation for the most effective intrument to makte the situation better. I follow these aims by executing a secondary data analysis, an expert interviews with workers of IPS in Central Bohemia, Regional labour office in Příbram and VÚPSV, furthermore I follow these aims by my own survey within 5 chosen high schools in Central Bohemia. The thesis focuses on exploration of the issue from perspective of future graduates on labour market, as well as the perspective of IPS workers (as the main stakeholder), who actively works with unemployed youth or future graduates on daily basis. According to the research I concluded, that the most effective instrument for the chosen group is consultation, which is provided mainly by the IPS workers. There are various types of consultation in the region and therefore various levels of future graduates awareness. The consultation should by unified in every Central Bohemia region. Further education of civil servants

This diploma thesis deals with the area of further education of civil servants at the level of the central government and its aim is to critically evaluate further education at selected departments in connection with the introduction of Act No. 234/2014 Coll., which came into force on the 1st January 2015. The thesis describes how the Civil Service Act influences the further education of central government officials, it outlines the key issues that are related to the education of central government officials and shows what are the problems that central government officials encounter in the field of further education. The research project is the case study, which included public policy documents related to the topic of further education and data collected through in-depth interviews with ten officials of two selected departments and two representatives of the human resources department, was used. Based on the thematic analysis, key issues of further education of central government officials were identified: educational needs, meeting educational needs, sources of information retrieval, and a official exam. Problems encountered by central government officials in the field of further education are part of these issues.
Meaning of practice and achieving of working experiences during the tertiary education due to competitivness on labor market in focus on graduates

This thesis is focused on the topic of job opportunities for graduates after the graduation on the labor market in the Czech Republic and possible preparation for this issue during the studies too. The object of this work is the participation of students on their career paths in the future and the competitiveness of their human capital. The position of graduates in the history of the Czech Republic is various. This thesis describes the university degree during the history and present of the Czech Republic. We're talking about the time period of socialism, then the Velvet Revolution and the period of tertiary education in a democratic society. These periods are described using the academic sources, theories and opinions. The thesis focuses on the time horizon of ten years from 2006 to 2015 in the research study. By the research author examines the various strategies and attitudes of students confronted with this issue. Respondents of the target group of graduates are interviewed for their actions during the tertiary education. The world is changing. System to manage quality of educational work in Japan as an inspiration for the Czech Republic

Tato diplomová práce se zabývá tématem systému řízení kvality pedagogické práce v Japonsku jako inspirace pro ČR. Jako hodnotové východisko je použita teorie distribuovaného vedení. Pomocí několika mezinárodních výzkumů (OECD 2012, 2013, 2014) je prokázáno, že český kariérní systém učitelů není dobře strukturovaný. Naopak japonský kariérní systém je pevně a podrobně strukturován od úrovně státu do úrovně tříd v každé škole. Zejména interní výzkum učitelského sboru učitelů, kterému se učitelé na různé úrovni společně věnují ve škole (školní projekt se školním cílem), má za úkol zachovat a zlepšit kvalitu učitelů. Důležitou úlohu při zachování a zlepšení kvality učitelů má výzkum výuky (výzkum týkající se konkrétní výuky, který většinou probíhá v rámci výzkumu učitelského sboru učitelů). Výzkum klade na učitele vysoké nároky. Práce se zabývá především analýzou systému školských rad, který má důležitou roli při řízení kvality pedagogické práce v Japonsku. Dále se práce zaměřuje na vztah mezi správními institucemi zabývajícími se kariérním systémem učitelů, který ukazuje, jak je zvyšování kvality učitelů v souladu s teorií distribuovaného vedení. Long Night's Journey into Day: Implementation of Czech Policy on Higher Education Quality Assurance

This doctoral thesis takes up the theme of policy implementation in higher education. More specifically, the thesis aims to analyse the implementation of Czech system-level policy on higher education quality assurance in the period from 1990 until 2010. This policy is analysed through the implementation instruments: accreditation, the Higher Education Development Fund, the Development Programmes, and the platform for dissemination of examples of good practice. The conceptual framework guiding the enquiry combines insights from the policyaction continuum concept, the instrumental approach to policy implementation, including Vedung's typology of policy instruments, and Actor-Centred Institutionalism. The enquiry undertaken in the thesis attests to the theoretical and empirical obsoleteness of the Cerych and Sabatier framework, traditionally used in analysing higher education policy implementation. Furthermore, the enquiry identifies the stick-carrot-sermon instrument set-up as a distinct implementation style. As a result of the enquiry, several shortcomings are identified that limit the utilisation of the four implementation instruments, and recommendations are formulated on how to ameliorate them in policy practice.
