Foster care in private and public law

This diploma thesis deals with the institute of foster care. Foster care has been a widely discussed issue lately, in the field of family law. After years of theoretical considerations, discussions and preparations, a lot of significant changes have been made in this area, which have been incorporated into the new Civil Code and have been defined by the Amendment No. 401/2012 of the Coll., of the Act on Social-Legal Protection of children. The main objective of such changes is to professionalize foster care, and thus create an alternative to institutional care, to make foster care work in a more efficient way, to lower the risks of failure in daily practice, and to increase a notion of such form of substitute care in public. On the very top of general ideas and considerations remains especially the best interest and well being of a foster child. The emphasis is laid on the child's right to grow up in a background of a family and on help provided to a family with an endangered child. The diploma thesis is divided into seventeen chapters. First chapter gives an introduction to the issue of substitute care and talks about individual forms of such care. Problems of substitute family care in the Czech Republic

Theoretical part of this thesis deals with description of substitutional family care and its types. Importance of family care for child's development is emphasized at the beginning of the thesis. Further legislation of the substitutional family care and also terms of its mediation are described. The theoretical part deals with history of the substitutional family care in our country and also in other countries. Then some weaknesses of the substitutional family care and its system are mentioned. Second part of the thesis contains research with several chosen caseworkers who work in branch of the substitutional family care. Detection of respondents' opinions about education and personality predispositions for good practise of profession is the aim of the research.
Services provided to Foster Families

This bachelor thesis deals with the services provided to foster families in Prague and South Moravia. The theoretical part is devoted to general information about foster family care and its history. It also focuses on organizations that provide services to foster families. The practical part is elaborated from data obtained through qualitative research. The interviews were conducted with foster mothers from the capital city of Prague and the South Moravian Region, and based on these interviews, the experiences of foster mothers with the services provided to such families in the Czech Republic are analyzed. The research results show that organizations designed to help foster families provide these services, but in practice, they do not work as they should. It also shows that the preparation for foster care takes, on average, around three years.
The Process of Adopting a Stepchild throught the Eyes of the Stepparents in the Czech Republic

This thesis deals with the process of adopting a child through the eyes of step parents in the Czech Republic. In the theoretical part, with the help of external sources, it explains the current substitute family care with its conditions in the Czech Republic. More emphasis is put on the conditions of an adoption, legal release of a child, mediation of an adoption, and lastly the steps that lead to a child adoption in the Czech Republic. The practical part is written with the help of data acquired from a qualitative research with adoptive parents. Based on the adoptive parent interviews, it introduces their experience with the process of child adoption and explains the shortcomings which they encountered in the process. The results of the research imply that the average waiting period for a child is 25 months in the Czech Republic. One of the largest downsides for adoptive parents is that each Czech region acts on its own and a centralized adoption system is non-existent in our country. The bachelor's thesis deals with the issue of foster care for a temporary period in the Czech Republic. It is an alternative to long-term foster care, which has only been developing in recent years. Its pitfalls include breaking the emotional bond that a child has with a foster family, an insufficient number of foster families, and the associated insufficient motivation to perform a foster care for a temporary period or the inability of foster parents to work with a biological family. The bachelor's thesis "Reasons for leaving or discontinuing foster care for temporary period for fosters for temporary period in the Czech Republic" is divided into two parts - theoretical part and practical part. In the theoretical part there is a summarisation of the main information about substitute family care - its evolution, forms and division into institutional care and foster care. Further, the theoretical part is focused on foster care for temporary period. Specifically on its legislation, foster care for temporary period in chosen European countries, the process of introduction of foster care for temporary period to the Czech republic, kids in foster care for temporary period, and finally fosters for temporary period themselves. The practical part of this bachelor's thesis is focuesd on the reasons for leaving or discontinuing foster care for temporary period for fosters for temporary period in the Czech republic. DIPLOMOVÁ PRÁCE Pěstounská péče na přechodnou dobu Foster care for temporary period Pavla Blatná Abstract This master's thesis focuses on the topic of foster care for temporary period in the context of deinstitutionalization of facilities for children who cannot be part of their biological family. The aim of this work was to map out and describe the system of this form of foster care and to monitor whether there are children in Czech Republic placed into large care facilities who would benefit from another form of foster family care. The introductory part describes the development of paradigms and legislation related to foster care in the Czech Republic. The research part focuses on three areas of questions related to foster care for temporary period. They are questions of practical implications of deinstitutionalization, financial issues related to deinstitutionalization and finally deinstitutionalization as viewed from ethics and democracy perspectives, all related to the context of foster care for temporary period. Each topic is further elaborated with data from research interviews with four professionals of the foster care field.
Are assisted reproductive technologies a therapy of infertility?

This work "Is assisted reproduction a therapy for infertility?" deals with methods of assisted reproduction. The aim is not only to elucidate its techniques but also to open some difficult ethical questions. This work shows why we cannot regard assisted reproduction as a legitimite treatment for infertility and suggests alternative procedures. The first chapter is about the individual human life seen from the perspective of various sciences. The second chapter is about causes of infertility and about possibilities of its treatment. The third chapter deals with various methods of artificial reproduction. The following chapter is about ethical challenges related to these methods. The fifth chapter presents the standpoint of the magisterium of the Catholic Church. The final chapter tries to see fertility and parenthood from a larger perspective: the principal alternatives are substitute family care and spiritual parenthood. Preparation of Applicants for Adoption and Foster Care

The diploma thesis entitled " Applicants preparation for an adoption and foster care" consists of two parts, the first is a theoretical part and the second part is practical. The theoretical part contains of eleven chapters. Professional literature, articles, quire, webpages and more were used to develop the theoretical part. The theoretical part is focused on the concept of substitute family care, description of forms of substitute family care, description of the arranging process of substitute family care, preparation of applicants, topics of preparátory courses. The practical part contains of the results of quantitative research, which are shown using graphs. The graphs describe the detection of quantitative research using an anonymous open-ended questionnaire. The practical part of the diploma thesis answers the questions of what motivations applicants for substitute family care have, the questions of the process of substitute family care and, last but not least, the questions concerning the preparation of applicants. The discussion is a final chapter of this thesis.
