Informal carers in Czech social law

Informal carers in Czech social law Abstract Majority of long-term care for elderly persons is provided by informal carers, i.e. by relatives of other close persons. Despite informal care has significant value either for economy and society, it is omitted by the legislator over a long period. Therefore, the objective of this diploma thesis is to map the legislation affecting the situation of informal carers, to analyse it and to propose changes resulting from confronting the legislation with the actual situation of informal carers. This thesis is structured into six chapters. The purpose of first chapter is to present basic background which briefly describes the most important social and demographic phenomena accelerating the need to address legal status of informal carers and in perspective of which the relevant legislation should be analysed. In particular, such phenomena are population ageing, gender equality, financing of social welfare systems and the situation of informal carers on labour market. In the second chapter, given the topic of this thesis, the social law is defined and areas of law affecting informal carers the most are described in more detail, i.e. social welfare law and labour law. Family and social context of the diagnostic therapeutic process for people with aphasia

The subject of this bachelor's thesis, which deals with one of the sub-fields of special pedagogy - speech therapy - is the provision of speech therapy prevention in kindergartens in the district of Klatovy. The aim of the work is to examine the provision of this prevention in the Klatovy region. The paper is divided into three chapters, while the first two define the theoretical basis of the thesis. With the help of professional literature, the topics of communication, speech therapy intervention with an emphasis on speech therapy prevention, speech development, preschool age or the most frequent types of impaired communication skills occurring in preschool age are defined. The empirical part analyses the data of a qualitative research survey conducted in the form of interviews with teachers in kindergartens. The work explores the course of speech therapy prevention, the cooperation of kindergartens with professional external institutions regarding speech therapy prevention, the tools used as well as the pitfalls in providing prevention. Based on the research survey, attention was drawn to the insufficient cooperation of kindergartens and clinical speech therapists or special pedagogical centres. The graduation thesis looks at the interconnection of parts of the health and social systems in areas that are linked by palliative care. The palliative care patient, and with them the informal carer, uses different trajectories through the health and social systems, looking for moments that are empowering or, conversely, limiting in good practice in the delivery of palliative care. The theoretical part looks at the different areas of the health and social care system, which should work very closely together and be intertwined, but it turns out that even the separate disciplines have their shortcomings, making it even more difficult to link these systems together. The aim of the theoretical part is to introduce the different segments in the social and health fields, with a link to palliative care. The aim of the empirical part was to investigate, through qualitative research, the reasons for relatives or close friends of the patient (i.e., informal caregivers) to call the emergency medical services (EMS) for their loved ones who were terminally ill, to identify their needs. The thesis is theoretically oriented. The thesis centres on informal family care for the elderly. This thesis aims to show the family as an essential element of the care, to state the benefits and dangers of family care, and to reveal the state support system for the informal caregivers. In the first chapter defines the old age and ageing, the changes in the old age (physical, psychical, social, spiritual), and the personality of the old. The second chapter introduces the family as an element of the care, the benefits and dangers of the family care, and the state support system. The last chapter describes the social services, field social services for the elderly, care services, and personal assistance.
Dementia syndrome in clients as a specific phenomenon in the management of workers of the care service.

The diploma thesis deals with the impact of dementia syndrome in clients of social field service on workers in direct care. The thesis connects two theoretical levels, which are closely related to the topic. This is primarily the level of the disease itself with dementia syndrome and the circumstances associated with caring for a sick person. The second level deals with the topic of managing a team of workers in direct care, with a focus on field social services. The research in the sequential variant made it possible to emphasize the moments that are specific in the care of clients with dementia syndrome in the home environment. The intention was to name the stress moments that come with working with a given target group in the home environment. At the core of the pressures mentioned by the respondents, the stress resulting from the unpredictability of the situation was found as a common denominator. It is unpredictability, given the client's illness, in the conditions of the home environment, in which the client is used to making his own decisions, despite the worsened cognition. Mixed forms of elderly care and its impact on informal carers' mental health and social problems

The diploma thesis deals with mixed forms of elderly care in the Czech Republic. The aim is to identify the advantages and potential disadvantages of mixed forms of elderly care in connection with informal carers' mental health and social life. There are 2 groups of informal carers distinguished within the research - those, who get professional care help and those, who care alone or get just a little professional care help. Mixed methods design, which combines quantitative and qualitative research, was used to study the world of informal carers. The quantitative part is based on data from a research Podpora neformálních pečovatelů, which were selected by STEM/MARK agency in 2014. Qualitative research is based on 10 in-depth interviews with informal carers. Both pieces of research are integrated in a phase of data analysis by the explanation method. Informal carers' mental health problems and social problems and its intensity in connection to mixed forms of elderly care are formulated in the results. The thesis also presents factors, which influence mental health problems and social problems. The results showed that using professional care help simultaneously with informal elderly care has a positive impact on informal carers' mental health and social life. Legal aspects of care for dependent persons More than half a million people in the Czech Republic is directly affected by the issue of care for dependent persons. It concerns not only those who are relying on care due to a physical or mental disability, but also those who provide the necessary care. Regarding the providers, so-called informal carers constitute majority of them. They are often family members who provide care without any official formalization, contract, or registration. However, as a group, informal carers are repeatedly overlooked. While emphasising the rights, duties and needs of both dependent persons and carers, this paper aims to comprehensively evaluate the current legal framework regulating the care for dependent persons. Firstly, the system of care in the Czech Republic is generally described followed by the presentation of specific forms of care highlighting the position of informal carers. Secondly, the paper brings up an analysis of basic activities of daily living that are crucial for the assessment of dependence. Subsequently, the administrative procedure in which the assessment is undergone is closely depicted. Functionality of care allowance

My work offers a view of the care allowance as one of the sources of funding for social services, which over time has become a support for people with disabilities, which greatly helps sustain the limited number of social services - residential or field. Allowance realy gives recipients purchasing power pay part of the service / private assistance at their decision. I perceive the care allowance as an important state support for people dependent on the help of another person and I consider it a tool that should help to live a free life for people with disability. The allowance became very non-individualized (inflexible) - it is unable to respond to changes or adapt to the needs of its beneficiaries. Act on Social Services is strict in the individual approach, setting, way of working with people in the framework of social services, but in the care allowance practice does not apply this. The granting and payment of contributions is not individualized, each of them must be assigned / be classifiable in four levels. Ruthless whether it needs it and it uses the level of support it need. The care allowance system does not have one problem, but several that they do a lot. This is nothing without which the system should not function, it's something that could be better.
