management of state-funded institution

This thesis is focused on mapping control processes in a state-funded institution. In the theoretical part, concepts related to the issues of cities and state-funded institution are explained. Smart Administration strategy is discussed as well as principles of processes, process management and modeling necessary for understanding the practical part of this thesis. The practical part contains research on the state of process management in cities with 5000 to 20000 citizens in relation to state-funded institution. It was discovered that surveyed cities are not very interested in the topic and lack process management completely in most cases, despite the possibility of EU subsidies for these projects. Based on the survey, a process map was created from which certain processes were selected, described and modeled. This blue-print should help employees of municipalities to orientate in performed processes and make them more efficient. ATTIS software, developed by ATTN Consulting, s.r.o., was used for modeling processes in this thesis

The theme of this thesis are languages used in Spain, their position at the state level and in the European Union. The aim is to determine what is the knowledge and use of these languages among the inhabitants of the Autonomous Communities and how is the legislation that provides the status of languages in the state observed. Another aim is to describe the position of languages which Spain gained in the European Union. The thesis is divided into four chapters. The first chapter is introductory and contains basic information about Spain and the characteristics of languages. The second chapter deals with the analysis of the legislation that provides language policy in each Autonomous Community. The third chapter examines the knowledge and use of languages and on the basis of these results is trying to show how language legislation influences extending of languages and how is observed. The fourth chapter describes the process how were the Spanish languages gradually pushed through at the EU level and what Spain has reached till the present time.
ICT in public administration

This thesis focuses on the Czech e-government, or on several important projects that arose within him. The reader will learn what e-government is, what its benefits are and why it is good to improve its quality. The first part focuses on the analysis of individual projects of the Czech e-government and the Estonian e-government. The benefit of this section is to compare the state of e-services between the Czech Republic and Estonia and subsequent recommendations to improve the situation of e-government, whether in specific projects or awareness of e-government services. The second part focuses on the analysis methodology for measuring the effectiveness of public administration, including examples of its use. The aim of this section is to provide a critical look at the methodology of measurement and evaluation of specific e-services, including proposal for its improvement. The conclusion is devoted to an overall summary of the most important knowledge, which is resulting from this thesis.
Innovation of public administration information system

This thesis focuses on the analysis of public administration information system of Příbram and its innovation. This work is divided into two parts. In the first part I evaluate the current state of information system of Příbram. The benefit of this is pointing out the weaknesses and shortcomings of the information system. In the second part I focus on design innovation solutions to information system. The aim of this section is to suggest two alternative solutions and recommend one option. Budgets of Chosen Regions During Years 2003 and 2010

This thesis deals with budgets of regions and their connections to regional indicators. In the first part of the thesis there is described the fiscal federalism, fiscal decentralisation and general discussion about regions, their origin, funding and more. In the second part there are described chosen regions, which were used in the analysis. The main part of this thesis concerns the analysis of the relation between regional budget and chosen regional indicators by the usage of method of correlation coefficient.
Transparent public administration - Using IT to reduce corruption and increase efficiency

The thesis present usage of information technologies in public sector and is focused on e-procurement. The aim is to inform about possible solutions which increase transparency and efficiency of public tenders. It begins with theoretic aspects of public sector, corrupt conduct, assumptions and barriers of implementing information technologies in the public sector. E-procurement is mentioned together with the European and national approach and both are compared. Furthermore, special tools and systems, which are available in the Czech Republic at all levels of public administration, are described. Finally, the closing part illustrates the usage of e-procurement tools in the environment of particular public authority.
Public Administration Decision-Making on non-motorized transport

This thesis discusses the ways in which various public authorities are able to influence the development of non-motorized transport, especially cycling. It describes each level of a public administration and its competencies in this matter, ways of financing and methods of decision making, as well as the theory of managerial decision making. Furthermore, this paper defines the basic terms of non-motorized transport and analyzes all types of roads and their administrators. Above all, this work aims to enlighten the reader about the different means of non-motorized transport such as walking and bicycle, compare its advantages and disadvantages, analyze key obstacles the users have to face if they are not provided with their personal space in the urban road network, and to propose possible solutions. The main purpose of this paper is to show the hidden effectiveness of non-motorized transport specifically in the individual urban transportation and to apprise the reader of the modern systems, which contribute to the development of this ecological form of transport.
Code of ethics of employees in public administration - international recommendations and the Czech republic

This thesis deals with the ethics code of civil servants, particularly in the Czech republic Government Resolution of 21 March 2001 No. 270 + P Code of Ethics for employees in public administration and the Code of Ethics of officials and public employee May 2012. Comparison made seeks to answer the question to what extent the international recommendations of the Organization for Economic Cooperation and Development and the Council of Europe were introduced into the Czech Code of Ethics. The first chapter focuses on the theoretical concept itself of corruption. In the second chapter is further described anti-corruption Ethics Code as an instrument of personal character, and recommendations for its content from the OECD and the Council of Europe. The third chapter is a comparison of the fulfillment of international recommendations in the Code of ethics of civil servants. Analysis of the Human Resource Management Effectiveness in the Area of Public Administration Focused on the Development and Education of Employees

The thesis called "Analysis of the Human Resource Management Effectiveness in the Area of Public Administration Focused on the Development and Education of Employees" deals with procedures of human resources first at the general level and then continues by introducing and evaluating their characteristics in the area of public administration. The attention is mainly paid to education of employees and descriptions of individual methods and procedures. Additionally, applicability in public administration where strict legislation is enforced is studied. My thesis is a synthesis of both theoretical knowledge and its concrete application at the Ministry of Transport of the Czech Republic. All human resources activities are evaluated as the research in isolated areas would not be objective. At the end of the thesis, individual aspects of human resources and human resources activities in the area of public administration resulting from practical findings received from the Ministry of Transport are critically evaluated and certain recommendations which could lead into increase in effectiveness of the human resource management in the area of public relations are set.
Public relations in public sector: Communication of Prague 3

Master thesis describes public relations, the key communication tools and also devotes space to the media in the Czech Republic. It analyzes in detail the communication of public sector institutions, its specific features and limitations. There are detailed differences between state and local government and debated the communication of politics at the end of the first part. The practical part analyzes the current setting of the communication strategy of the city area Prague 3. It deals with using particular communication tools and their practical application. The next chapter contains PR expert's advices concerning effective public institution communication strategy. The final part evaluates, on the basis of media audit, the overall strategy of city area Prague 3 and passes on the recommendations for a better setup and efficient operation.
