Tato práce se zabývá etickým kodexem zaměstnanců veřejné správy, konkrétněji Usnesením vlády České republiky ze dne 21. března 2001 č. 270 + P ke Kodexu etiky zaměstnanců ve veřejné správě a Etickým kodexem úředníků a zaměstnanců veřejné správy z května roku 2012 a snaží se metodou komparace odpovědět na otázku, do jaké míry naplňují mezinárodní doporučení Organizace pro hospodářskou spolupráci a rozvoj a Rady Evropy. První kapitola je teoreticky zaměřena na samotný pojem korupce. Ve druhé kapitole je blíže popsán etický kodex jako protikorupční nástroj osobního charakteru a doporučení k jeho obsahu od OECD a Rady Evropy. Třetí kapitola je komparací naplnění mezinárodních doporučení v Kodexu etiky zaměstnanců veřejné správy. This thesis deals with the ethics code of civil servants, particularly in the Czech republic Government Resolution of 21 March 2001 No. 270 + P Code of Ethics for employees in public administration and the Code of Ethics of officials and public employee May 2012. Comparison made seeks to answer the question to what extent the international recommendations of the Organization for Economic Cooperation and Development and the Council of Europe were introduced into the Czech Code of Ethics. The first chapter focuses on the theoretical concept itself of corruption. In the second chapter is further described anti-corruption Ethics Code as an instrument of personal character, and recommendations for its content from the OECD and the Council of Europe. The third chapter is a comparison of the fulfillment of international recommendations in the Code of ethics of civil servants.
