Strenghtening European Commission's external actorness through internationalisation of SMEs: An institutional analysis of Competitiveness and Innovation Framework Programme (CIP), 2002-2009

European Union faced several external challenges in the beginning of the 21st century. Its enlargement to 24 member states led to a state of dissimilar and not well interconnected economies in need of a new model of external competitiveness. Finding the model and, more importantly, delivering it on community level, was a new task of the European Commission, especially after re-launch of the Lisbon strategy in 2005. Yet, there was another challenge for EU that was not so easy to address by the Commission: the relative weakening of EU's external economic action comparing to new increasingly assertive policies of other international players, especially BRICs. Was it possible for the Commission focus only on supporting EU competitiveness without any external action, as was expected by articles of the Treaty of Nice? As the thesis argues, indeed there was an external action of the Commission before the Lisbon treaty, through its public support of SME internationalization within the Competitiveness and Innovation Framework Programme (CIP). The impacts of the policy entrepreneurship of the European Commission in the field of energy on the gas markets of Bulgaria, the Czech Republic and Lithuania

The goal of this thesis is to explain the current dynamical development of the energy policy of the EU with the focus on the gas sector. Furthermore, this work examines what role in that process plays the European Commission. Lastly, it seeks to ascertain whether the EU's energy policy has a real impact on the development of the gas markets of Bulgaria, Czech Republic and Lithuania. The first two questions are answered with the aid of John W. Kingdon's Multiple stream theory. The conclusion has it that the key role in the creation of the EU's energy policy was taken up by the European Commission, which can be described as the Kingdon's policy entrepreneur. As a true entrepreneur the Commission attempted to build the way for the creation of the single EU gas market, which would be based on sufficient cross-border infrastructure and diversified gas imports. Such a conclusion is supported by the Commission's activities leading to the adoption of important energy legislation, as the third energy package, and essential funds as were European Energy Programme for Recovery and the Connecting Europe Facility. Legal aspects of on-site inspection of the Office for the Protection of Competition and the European Commission

The Master's thesis describes and analyses the legislation of the on-site inspections conducted by the Czech Office for the Protection of Competition and the European Commission. The competition authorities may investigate business and other premises in order to find evidence proving the violation of competition rules. The on- site inspection or so called dawn raid is a main investigative and the most effective tool of the competition authorities in proceedings concerning the possible breach of competition law. The main aim of this thesis is to provide a detailed description of the relevant legislation and case law, to highlight any legal issues connected with on-site inspections and offer solutions of these issues, and finally to examine guarantees of the fundamental rights of the undertakings during the inspection. The thesis consists of eight chapters. Chapter One and Two are introductory and describe basic terms connected with the competition law. In Chapter Three the thesis deals with the scope of relevant Czech and EU legislation. Chapter Four is concerned with the guarantees of fundamental rights within on-site inspections. (in English) The thesis "Information Policy of European Union in Bangemann's activities period in comparison with USA" is devoted to the Information policy issue applied by the European Union and the United States of America. The thesis structure is defined at the earliest; afterwards the basic terms are followed. The thesis describes the European Union history, which provides context needed to be able to understand the European Union Information policy. The description and evaluation of the European Information policy in Bangemann's activities period in comparison with USA in the same time period and the possibility of mutual utilization of pros of the Information policy of both countries is the aim of this thesis. The following part is occupied with the comparison of EU and USA Information policy at the beginning of 21st century.
Legal issues of establishing European political parties

The goal of this diploma thesis is to define the European political parties. The thesis has been divided into five chapters, which are further subdivided. The reason why I have chosen this topic is quite simple - to analyse the current status of the European political parties and introduce them to wider audience not to be confused anymore with political groups in the European Parliament. In the first chapter the thesis brings a brief definition of the legal constitution of political groups in the European Parliament. For many years there has been confusion between the concept of a European political party and political group, so the thesis defines the political groups and its position in the European Parliament in order to create a basis for their differentiation from the European political parties. The second chapter is devoted to create a definition of the European political party and to bring the legal regulation of the European political parties. The European Commission is one of the main institutions of the European Union. It represents and upholds the interests of the EU as a whole and manages the day-to-day business of implementing EU policies. However, to limit the role of the European Commission to that of an executive body would be misleading. Its role in the EU institutional system is much broader than that. Legislative Process in the European Union: European Citizens' Initiative

This thesis is embedded in the theoretical approach of multilevel governance and presumption of the rational behaviour of actors. Using the method of process tracing it aims to uncover the legislative process in the European Union. It is a single case study and as a case was chosen the negotiation of the regulation of the citizens' initiative. Various actors were involved in the negotiations, this thesis focuses on the main one - European Commission, European Parliament, the Council, interest organisations and national parliaments. The thesis presumed, that all actors will try to push through their interests based on their rational choice. This presumption was verified, although the success rate of the players varied a lot. As the most successful should be considered the European Parliament, who defended the interests of the individuals and the Council, which apparently represented the interests of the governments of the member states (especially in the issues of lowering the bureaucratic burden). The interest organisations showed their positions clearly, however the Commission did not take their positions much into account while preparing the draft regulation. Evaluation of Macroeconomic forecasting accuracy

This thesis deals with real GDP growth forecasting. It includes comparison of predictive performance of OECD, IMF, European Commission, and Ministry of Finance of the Czech Republic in period between 2000 and 2010. Forecast errors for Central European countries are analyzed and compared to forecast errors for G7 countries, which has never been done before. Organizations are benchmarked based on summary statistics, comparison with nave forecast, and directional and sign accuracy. Results of the analysis show that forecasts for expansion period are more accurate than forecasts for recession period. Furthermore, hypothesis that forecasts for G7 countries are on average more accurate than forecasts for Central European countries is not confirmed. This is particularly interesting for the Ministry of Finance of the Czech Republic, which did not outperform other organizations in forecasts for the Czech Republic and apparently has no comparative advantage in predicting economic development of the Czech Republic.
Influence of the European Commission on the Adoption of the Public Service Law in the Czech Republic

The master's thesis focuses on the role of the European Commission in the adoption of the Public Service Law (zákon č. 234/2014 Sb., o státní službě) in the Czech Republic. Its goal is to identify particular European Commission's tools of influence and their utilisation in the analysed case. The case study puts stress not only on hard methods (such as ex ante conditionality), but also on soft forms of influence (e.g. socialisation or persuasion). The Commission's tools were sorted according to Frank Schimmelfennig and Ulrich Sedelmeier's typology: 1) External-Incentive-Model; 2) Social-Learning- Model and 3) Lesson-Drawing-Model. The thesis combines two methodological approaches - process tracing and discursive analysis of relevant Czech actors. Data were collected using semi-structured interviews and publically accessible documents.
Comparation of the EU and US approach towards mergers and acquisitions

This study aims to compare the EU and US approach towards mergers and acquisitions, both from a theoretical point of view (the historical development and regulation) and the practical one(comparing certain cases), identify their similarities and differences, explain it and evaluate. To achieve the goal, the method of comparison was used (especially control procedures and assessing relevant markets). It was also assisted by case studies (specific decisions of the competition authorities), thus that the merger of GE / Honeywell and acquisitions, Oracle / Sun Microsystems. The work is divided into four chapters. The first chapter approaches the topic in terms of their development and legislation. The next two chapters introduce the merger control in both systems. The last chapter deals with cooperation between the competition authorities of the EU and the US. Chapter also compares the specific cases in which both teams have decided differently.
