Usage and preservation of copyright in libraries providing public library and information services

Knihovny v moderním světě zaujímají významnou pozici. Postupně se tyto kulturní a paměťové instituce stávají důležitou součástí moderní společnosti, zvláště s přihlédnutím k plnění úkolů souvisejících s nástupem informační éry. Změna uspořádání knihoven, rozšíření jejich funkcí a nástup automatizace čin nosti knihoven, včetně jejich knihovních i informačních služeb, umožňuje po skytovat klientům těchto institucí kvantitativně i kvalitativně lepší a především rychlejší uspokojení jejich informačních požadavků. Jde o proces, který zahrnu je, nejen Evropu, ale v podstatě celý svět. Pochopitelně jeho součástí je i systém knihoven v České republice. Nástup elektronizace dokumentů, především v podobě digitalizace, podstatně mění i podobu fondů dokumentů knihoven. Ta ké se uplatňuje i zvýšenou měrou intemizace, připojování knihoven, v rámci ná rodního programu, k rychlostnímu internetu. Zmíněné změny, kterých bude v důsledku různých technických, informačních a uživatelských trendů, přibývat přináší mnoho nových otázek a řadu problémů. Mnohé z nich souvisí s právní problematikou. Právo zaujímá v knihovnictví i v činnosti samotných subjektů knihoven významnou pozici. Providing online access to cultural heritage in context of selected issues of information politics.

Theses is devoted to some selected issues of cultural heritage online domain within context of information politics in which it takes a place. After dealing with terminology, including cultural heritage definition based on anthropological concept of culture and segmentation of cultural heritage according to UNESCO activities, the second chapter presents cultural heritage digitization and bringing online activities of European Union as a part of European information politics since 90s of 20th Century (important projects out of Europe are mentioned). Regarding to these politics the chapter focuses on participation of Czech Republic on putting European cultural heritage online. The third chapter is focused on college and university education in digitization and bringing cultural heritage online in USA and Europe, with a special focus on Slovac and Czech Republic. The fourth chapter sums up general characteristics of cultural heritage information systems and introduces some possible ways of their use in education and as information sources in libraries. The last chapter presents outputs of project devoted to development of digital library specialized on bringing online data obtained by research in private libraries.
Information Systems Quality Measurement and Evaluation

This dissertation thesis includes a concept of an information system evaluation based on the criteria provided with respect to the philosophical, historical and cultural context and using contemporary methodologies well proven in industrial quality assurance systems. The reasoning and proper foundations are made with the sampling methodology through the selected sources interpretation. A comprehensive and an integral approach apply paradigms inspired with for example Aristotle, Giordano Bruno, Confucius and also with the contemporary authorities in philosophy and arts (Belohradsky), information science (Wiener, Shannon, Nielsen), management (Ducker), economy (Stieglitz), psychology and sociology (Kohoutek, Koukolik), quality assurance systems and software and information technology quality assurance systems based on the CSN, EN, ISO and IEC standards. The essence and the nature of information are put to the relation with a value in its social, economic and ethic sense. Based on the information systems quality model designed on such basis, using the statistic methodologies and the seven year data retention pool, the managerial information systems quality evaluation is given with respect to the related processes in the electric generation facilities environment.
Public Library Services for Language and Cultural Minorities

(in English): In some libraries, intercultural services are already a regular part of operations. In the Czech environment they appear only sporadically, as confirmed by a questionnaire survey examining library services for people with specific needs. In the survey have participated 625 libraries and it turned out that only 6 % of them offer targeted services to foreigners, migrants or national minorities. Another 30 % of libraries are marginally involved in these groups. A survey of the use of Czech libraries by migrants have tried to discover the view from the other side. It consisted of a questionnaire survey with 122 respondents, and semi-structured interviews with eight respondents. The results showed that most respondents do not regularly use the services of Czech libraries. If migrants use the library, they evaluate their offer positively. Best rated were events in the library, which received an average rating of 1.12 on a scale of one to four. Furthermore, the reasons of non-use of Czech libraries were investigated - the most frequent reason was an other way of obtaining literature. Research Group Collaboration Using Information and Communication Technology: Situation in Selected Groups in the Czech Republic

Dissertation Mgr. Ilona Trtíková Research Group Collaboration Using Information and Communication Technology: Situation in Selected Groups in the Czech Republic Abstract The dissertation deals with collaboration within research groups and with their environment using information and communication technology. A qualitative probe research was conducted to see how the collaboration works, at what levels, what kind of information and data is shared with the use of what software tools and services. An overview of available types of collaboration software was made. Semi-structured interviews were conducted in selected research groups on the basis of which the patterns and tools for collaboration were established. The grounded theory method was chosen to process the data collected from interviews and analyses. The result of the thesis is the research cycle with marked activities in which cooperation is taking place in the studied groups. This documents the state of usage of information and communication technology in research collaboration. It was found that information and communication technology does have an impact on research work in the whole scientific cycle in the studied research groups. Abstract This doctoral thesis investigates information science, public policy, and law, via established system theory, to uncover how information education, and particularly information literacy, can be better developed in the Czech Republic. The theoretical focus is on concepts of information literacy, information education, and information competencies. This is complemented with case studies, investigating existing policies through grounded theory. The novel contributions to knowledge arising from this research are: (1) a new three-wave staged model of the evolution of literacies; (2) a promising methodology for creating and implementing effective literacy policies respecting these three waves; (3) three specific proposals, grounded in constitutional rights and obligations, for overcoming the lack of political and public interest in further developing information literacy at a national level. The proposal points out problematic areas within the libraries' operation and prepares suggestions to the program goals of the information policy of the libraries of EU Institutions. The first part is devoted to the EU information policy in general and presents the development of the information society in the context of the European Union. The next section describes the information services of the EU Institutions.
