Czech political parties and their policy-related expertise in field of eGovernment

E-government belongs to one of the fastest evolving part of public administration in the whole world. Political parties should have enough quantity of information and materials to make E-government enough efective and friendly for end users - citizens. These kind of informations parties have from expert committees, which are representing policy-related expertise. This paper is focused on czech political parties and their policy-related expertise in field of eGovernment. The paper is based on case study, which explore five political parties: ČSSD, KDU-ČSL, KSČM, ODS and TOP 09. The paper describes creation of expert committees, who are the members of committees, what kind of information they work with and how are the outputs of their work used.
The expert knowledge of czech political parties and issue of mandatory spendings from 2006 to present

The thesis Expert Knowledge of the Political Parties Aimed at Mandatory Spendings from 2006 to present is focused on mechanisms of generating expertisis, which are disposed by particular political parties dealing with amount of the manadatory spendings. Thesis captures election terms characterized by Czech membership in The European Union connected with the obligation of the following Maastricht criteria, then the results of the worldwide economical crisis, that took shape also in czech economics. The teoretical part characterizes the budgeting policy with the accent on progression and structure of the mandatory spendings in particular election terms, deals with the organizational theory of political parties and with the policy advisory systems, that forms capacities in the decision-making process of the state budget. The objective of the empirical part is to find out how policy advisory systems effect the decision making process of budgeting by political parties (ODS, ČSSD, TOP 09 and ANO 2011). The research is realised by interviews with the Members of Parliament (members of the particular political parties). The Expertise of Political Parties on the Example of Presidental Elections in the Czech Republic

The Diploma Thesis is based on the Case study of the direct election of the President of the Czech Republic. Due to this Case study it examines expertise of the Czech political parties. Is there any expertise in political parties represented in the Parliament of the Czech Republic? Why analytical capacities have (or not have) influence on policy decisions? In theoretical concept including democracy, policy work, expert capacities, elections etc. the Thesis examines the relationship between the expertise of political parties and enactment of the direct presidential elections.
Policy capacities of Czech political parties in the field of financing of political parties

Political parties are fundamental to the functioning of a democratic state. Through them all citizens of the country are being influenced. To work properly, however, the political parties need to gather various sources. Currently, the main source are financial contributions, namely from the state but also from private entities. Financing of political parties, in the form in which it is now, became due to various political corruption scandals subject of discussion. Over time, there has been a transformation of the social climate and calls for changes of the existing rules for financing of political parties have appeared. This bachelor thesis deals with the expert capacities of political parties focusing on their financing. Specifically, expert capacities of Czech political parties ČSSD, Strana Zelených and ANO 2011 are being examined. Nevertheless, the project Rekonstrukce státu is also included, as it is one of the actors influencing this field. This paper deals with how propositions about the issue of financing are being developped within political parties. Who influences shaping those propositions? And how this issue has historically developped?
Expert policy networks of the Civic Democratic Party in relation to the phenomenon of population ageing

Political parties are usually described as political actors. In this approach, their power struggle and conflict of ideas and ideologies are stressed. However, political parties are also part of policy making process. They have an impact on appointment of executive and legislative offices which are essential for policy making. Moreover, constituents expect elected representatives to be able to solve policy issues. This thesis aims to understand how Czech political parties gather expertise knowledge for policy making. Sources of expertise of political parties are viewed through the lens of policy network analysis. Therefore, the main focus is on who is involved in development of party programs; what the role of different actors is; and what the linkages among them are. The thesis is designed as a case study focused on the Civic Democratic Party (ODS). Specifically, it is focused on development of a part of its medium- term political program Vize 2020 related to the issue of ageing society. Expert knowledge of polical parties in field of education policy

Political parties are no more simply mediators between the civic society and state. It is also expected, that they are capable to product such solutions, that are based on expert knowledge and could be applied responsibly. The educational policy is one of the traditional parts of public policy, which requires complex and long-term solutions. The sources of expertise of political parties play a key role in form of knowledge and information required for such responsible decisions. Many remits same as financing of primary and secondary education were delegated from state control to regional administration due to administrational reform. The increase of power assumes expansion of expertise of political parties on regional level. The paper is focused on sources of expert knowledge of political parties (ČSSD, KSČM, TOP 09) in Prague. It describes mechanisms of generating expert knowledge for educational policy, mostly the character and nature of work of regional expert commissions. Who are the members of these commissions? What is their source of being experts? What kinds of information they work with? How is their work applied in a practice? These are the main questions of this study.

Advisory Bodies and Expertise in the Czech Politics - Epistemic Communities and the Influence on the Reforms of Higher Education and Pension System Master thesis Bc. Kateřina Merklová The Master thesis Advisory Bodies and Expertise in the Czech Politics - Epistemic Communities and the Influence on the Reforms of Higher Education and Pension System concerns with the relation between politics and expertise. So-called epistemic community represents the knowledge interpreter that we consider an independent actor in the political process. In the theoretical part of the text, we have explained the original definition of the concept as well as its critics and case studies that cover various contexts. Following most of the authors, we have applied a looser definition of the concept and deconstructed its rigid criteria. The empirical part of the thesis presents a case study (N=4) based on comparative methods that analyzes variable influence of four particular epistemic communities (the authors of the White Paper on Tertiary Education, Bezdek's Committee, Bezdek's Committee II, and the National Economic Council) on policy-making process and its sources.
