Politico-administrative relations and politicization in ministries of Czech Republic

This diploma thesis explores the topic of politico-administrative relationships and professional literature. The first part of thesis is based on the theory of politico-administrative relationships using the models created by Aberbach, Rockman, and Putnam (1981) and focuses on the development of the relationships in time. The following part introduces the phenomenon of politicization and several important typologies that specify it and show the multilayer nature of this term - it uses the knowledge of the following authors: Peters (2013), Eichbaum and Shaw (2008) and Hustedt and Salomonsen (2014). In the next part, the thesis focuses on the Czech context of this issues, briefly summarizes Civil Service Act. And introduces its own qualitative research conducted on the sample of ministerial officials. The research reveals 4 essential issues which characterise the politico-administrative relationship and politicization in the Czech Republic. These issues are third parties in in politico-administrative relationship, the position of state secretary, issue of influenzability of personal structure of ministry and positive politicization. White collar revisited - Millsean theory on impact of bureaucratization on social and economic development of western societies

The first part of this thesis sums up ideas, which the author had published in his essays. These ideas are mostly focused on the relationship between the class structure of current western societies and economic policy preferred by the governments. The next part is dedicated to Charles Wright Mills, his sociological method, his contribution to sociology of 50th as well as his heritage for current sociological thinking. Three idea streams, which can be used for supplementing Mills' point of view, are explained: public choice economy (mainly its version of Gordon Tullock), new class theory and theory of business innovation. New typology of business innovation is developed in this part. The core of this thesis consist in discussion of Mills' propositions about the growth of bureaucratic organizations, birth of white collars as a massive social class and its impact on social structure, economic development and political development of western societies. Mills conclusions are looked on in the light of socioeconomic development during 60 years since the first publishing of White collar. Integration of Migrants into the Czech Society

The aim of my diploma work is to study the subject of integration of foreigners into the Czech society. For that purpose I intend to use research questionnaires and to compare my results with results of other researches conducted by NGOs. Secondary aim is to map legal status of foreigners in the Czech Republic, historical reasons for migration and its development, and the composition of migrating population in Europe. Furthermore, I will focus on access to health and social insurance and to the health care system as well as on education and work opportunities which foreigners have in the Czech Republic.

Act No. 108/2006 Coll., on social services and bureaucratization of the activities of NGOs This thesis deals with the Social Services Act (No. 108/2006 Coll.) in the context of the bureaucratization of the activities of nongovernmental organizations (NGOs) that are providers of social services. The first order of business is to answer the question whether the law contains elements of the bureaucracy, which the law establishes in the activities of social services providers. A second related objective is to determine whether NGO consider the elements of bureaucracy contained in the Act on Social Services as the main obstacles for the way they operate and whether in connection with their introduction observe within their organization typical dysfunctions associated with the process of bureaucratization. Theoretical background and set of research tools are based on R.H. Hall's research in the field of dimensional analysis of elements present in the structure of bureaucratic organizations. The Developments of the Rentier State Model in Saudi Arabia

Saudi Arabia, along with other Gulf oil monarchies, represents an original politico- economic system. Huge revenues in the form of oil rent, flowing to the Treasury since the oil boom in the early 70's, have fundamentally changed the socio-economic structure, which was in literature termed the rentier state. The origin, development and description of typical characteristics of rentier state are the main topic of this thesis. The first section discusses the theoretical foundations and approaches to the issue. The second chapter provides a historical background in order to position the study in the context of previous political, economic and ideological development. In an analysis of the formation of state structures, the work deals with the relationships between members of the ruling house of Saud, between the government and social elites, with functioning of clientelist structures and interactions within the bureaucratic apparatus. Based on the study of these relationships the thesis marks out particularities of the Saudi politico-economic system that distinguish it from the classical concept of rentier state model. Democratic legitimacy of politics: competence to suffrage and logic of election

The aim of this study is to analyze legitimacy of policy. Its fulfillment should emerge from detailed inquiry of the essential sense of social institutions. The work is divided into three chapters therefore. The first chapter deals with law as a basic system of order of social relations. It explains its fundamental social goal (reducing transaction costs of social action) and its influence on the development of civilization. It discusses in detail the property rights as a fundament of any real legal system - both at the legal level and economic level (i.e. how the system of property rights coordinates social activities and allocates scarce resources, how it creates the elite, and when there is a fault efficiency of this process). The second chapter deals with the social obligations which are necessary condition for preservation of law. These obligations are labeled as taxes (as opposed to tributes that basis is not in the obligation to maintain the legal system and are only ransom inherently). Particular attention is paid to the fair distribution of these obligations (tax justice) and also to the impact of taxation on the development of civilization. This theses, called "Chances and restrains in social worker's profession in Ústí region" is dealing with social worker's profession in self-government context. It's setting off social workers from non-profit organizations. During beginning it's talking about theoretical basis, inevitably bound with social work's field, with focusing on social worker as part of assisting profession. It is, in particular, about opportunities or on the contrary about restrains/limits/barriers, which affects this field of specific self- governing area - Štětí city. Concretely it is about participants, which have here influence on life of local people/potential clients. All under surveillance of superior agency - higher self-government area - social work's methodologists of Ústí region. Research part of this thesis is based on semi-structured interview of previously mentioned participants, which gives overlook how each and every one of them sees limitations in practical social work's overlooks. Debureaucratization of public administration by using eGovernment

The subject of this master thesis is the use of e-government by citizens and public administration and its impact on debureaucratization of environment. The thesis will initially focus on the characteristics of bureaucracy, de-bureaucratization and the characteristics and evolution of e-government. The first half of the practical part is devoted to e-government and debureaucratization of the citizen view, its analysis and perspective. Part of this issue is a survey which aims to understand how citizens perceive the Czech e-government. The second half is devoted to e-government and debureaucratization of public administration perspective, focusing on the size of the bureaucratic apparatus including an evaluation of the Czech e-government at the European level. The conclusion is based on lessons learned assesses the extent to which e-government fulfills its debureaucratic role.
