Analyses of public higher education funding in Czech Republic- implementation of changes

Diploma thesis "Analyses of public higher education funding in Czech Republic- implementation of changes" deals with setting the rules and principles of higher education institutions funding in Czech Republic and analyzes the situation in funding after year 2006. The thesis outlines its view on the universities budget and its function by clarifying the function of public budgets and it clarifies the constitution of higher education as a mixed good with externalities. Funding of higher institutions is a tool in the hands of the state, which helps to influence the higher education politics.For better understanding the current situation, the thesis is using the description of evolution in higher education funding after year 1989. Another important aspect is the international context, therefore , the thesis peeks into the setting up the system of higher education funding in chosen states and implements detected knowledge into the wider context. Using case study research design the thesis makes clear the evolution in funding after year 2006 and formulates the implication for public policy.
Stakeholders' attitudes towards policy of cost- sharing in Czech higher education institutions

The topic of my diploma thesis is a policy of cost- sharing in the Czech higer education system. Discussion of the cost- sharing policy implementation in the Czech higer education system has taken place for almost twenty years. Yet no form of tutition fees at higer education institutions was introduced. The cost- sharing seems to be a controversial element in the effort to reform the system of Czech higher education financing. The Czech higher education system needs a reform. There are many problems: worsening financial situation of higher education institution, a low efficiency of the system, inequitable access to higher education etc. Policy making is a complex process, which comprise of many factors. In this process, stakeholders plays a very important role. Stakeholders are those, who are interested in the policy or those who are influenced by it. In my thesis I want to clarify a dispute about the policy of cost- sharing in the Czech higher education. To reach this goal, I try to describe the attitudes of higher education policy stakeholders to the cost- sharing in the period of 1992- 2012.
Cyberbullying at basic schools

This thesis focuses on the theme of cyberbullying at selected basic schools in the Czech Republic. The conceptual basis rests upon Lawrence Kohlberg theory of moral development and theory of social pathology. Through the desk research of the relevant Czech and international research, and through experts interviewing, the aims of the thesis are mainly exploratory, i.e. to explore the nowadays situation in (incl. effects and prevention/fighting of) cyberbullying at sample basic schools in the Czech Republic.
The teaching of foreign languages and the process of preparation of teachers of foreign languages in the period 1990-2012

This work focuses on changes in teaching foreign languages and on new requirements for education and training of foreign language teachers after 1989, including a brief survey of the history of foreign language teaching and the development of teacher training. It observes changes in the area of learning objectives, changes in the teacher - pupil relationship, changes in work methods. It deals with a new approach to the selection and use of teaching materials and the inclusion of new technologies in teaching. It discusses the implementation of both the Common European Framework of Reference for Languages and the European Language Portfolio. The work presents in the form of interviews also personal experience with teaching foreign languages and possible ways to achieve the required qualification.
Comparison of regional differences in long-term plans for the development of education in Jihomoravsky and Moravskoslezsky region

The diploma thesis deals with the comparison of regional differences in long-term plans of education development in these regions. The theoretical part begins with the definition of key terms related to education policy, then with the legislative framework for the creation of long-term plans and links these documents to national and European strategic documents in education. In the research part are analyzed both documents, their logical interconnection and relation to national strategic documents and outputs of each part. The main part is focused on the comparison of both documents and their influence on the development of education in the given region. The conclusion of the thesis summarizes the form, outputs and differences of both documents both in relation to national strategic documents in education. There are used methods of quantitative and qualitative content analysis, theoretical-empirical method, document analysis. Teachers as actors of education policy: A conceptualization of actors in public policy and an application of selected approaches on the example of teachers

The doctoral thesis has primarily a theoretical character and outcomes. The focus of interest is formed by a detailed investigation of the actor concept in key theoretical approaches to contemporary public policy; the results are subsequently applied on the example of education policy, particularly on teachers as a specific actor category. The goals of this thesis are: 1) to describe how the words "actor", "agent" and "stakeholder" (which all translate as "aktér" in the Czech language) are used in public policy articles; 2) to introduce and compare selected public policy approaches working with actors; 3) to model how these approaches are used in the case of teachers (as actors) and the policy of tracking; 4) to create a comprehensive conceptual framework for the public policy research on actors. The analytical part of the doctoral thesis is based on a summative content analysis of public policy texts published in four extensive handbooks of public policy.
Vision of educational policy in electoral programs of political parties

This diploma thesis aims to describe the development of educational policy in the Czech Republic since the turn of the 20th and 21st centuries to 2017 and at the same time to compare the vision of educational policy in electoral programs of political groupings, which in 2017 won more than 5% of votes and thus exceeded the limit set by law for joining the Chamber of Deputies. The theoretical part focuses on the description of the development of educational policy from 1999 to 2017, in which it takes into account the political situation in the country and its impact on education policy. With the help of analysis and interviews, the research part seeks to compare the visions of the educational policy of political parties currently represented in the Chamber of Deputies. Experts in Educational Policy in the Czech republic

This bachelor thesis deals with the issue of experts in educational policy in the Czech Republic. It focuses on regular discussion meetings about the topics of educational policy which are called "kulaté stoly" (round tables). They are organized by the non-profit organization SKAV. The topic of the bachelor thesis is quite unexplored and the bachelor thesis takes the first look into this issue. It focuses on various categories of experts who express their opinions about different topic of educational policy. The main aim of this thesis is to identify who are these experts, from which organizations and professions they are and how often they appear at the discussion meetings. Besides these discussion meetings, in this bachelor thesis, members of expert groups which participate in creating the strategic documents (Bílá kniha, Strategy of educational policy till 2020 and Strategy of educational policy till 2030) are analyzed. In the first part of the thesis, the theoretical and factual background of the topic is presened. In the second part of the thesis, the round tables are analyzed, experts who are invited to discussion meetings are categorized and the experts with the highest amount of attendances are identified.
