State-administrated secondary schooling leaving examinations (Maturita): stated objectives from the actors perspective

The bachelor's thesis deals with the area of education policy as a subset of public policy. It focuses on the issues associated with the Czech secondary school graduation examination (maturitní zkouška), presenting especially the current thinking in the area of graduation examination from the viewpoint of education policy actors. This thesis utilises the Advocacy Coalition Framework approach to identify belief consensuses within the graduation examination discourse across a segment of selected expert participants. For this purpose, the Q-methodology is applied as it is fundamentally able to reveal consensuses and thus identify the relevant coalitions. The chapter containing the outputs of Q factor analysis constitutes a crucial part of the thesis, clearly revealing two independent schools of thought in this area. Exploratory interviews were conducted during field research and their outputs significantly contributed to the description of the established factors and advocacy coalitions.
Teachers as actors of education policy: A conceptualization of actors in public policy and an application of selected approaches on the example of teachers

The doctoral thesis has primarily a theoretical character and outcomes. The focus of interest is formed by a detailed investigation of the actor concept in key theoretical approaches to contemporary public policy; the results are subsequently applied on the example of education policy, particularly on teachers as a specific actor category. The goals of this thesis are: 1) to describe how the words "actor", "agent" and "stakeholder" (which all translate as "aktér" in the Czech language) are used in public policy articles; 2) to introduce and compare selected public policy approaches working with actors; 3) to model how these approaches are used in the case of teachers (as actors) and the policy of tracking; 4) to create a comprehensive conceptual framework for the public policy research on actors. The analytical part of the doctoral thesis is based on a summative content analysis of public policy texts published in four extensive handbooks of public policy.
Contemporary Perspectives of International Organisations on the Concept of Lifelong Learning - A Comparison of UNESCO and OECD

This diploma thesis presents the concept of lifelong learning as an ambitious political project born in the field of international organisations at the beginning of the 1970s which now reaches far beyond the borders of national states and education policy. The sphere of education still remains the responsibility of national governments, however, even here strong globalising tendencies have occurred since the 1990s, as a result of which the national policy is more and more being influenced by supranational institutions. Although the concept of lifelong learning now serves as a common framework, it has been interpreted differently during its evolution and a consensus on what it exactly means and how it should be put into practice still does not exist. Based on analysis of key documents, this thesis aims to compare the view of lifelong learning held by the international organisation UNESCO with that of OECD, as two distinctive perspectives on this issue. The comparison draws on Rubenson's model (2004), which examines lifelong learning through three key categories representing the main actors of social life - the state, the market and civil society. Thesis reviews the development of educational systems Czech and Slovak Republic after the division of Czechoslovakia in 1993. The common historical background in educational policy is the starting point for monitoring the development of these educational systems. The work aims to map and compare the development of educational systems of Czech and Slovak Republic. Describes historical events that have influenced their present form, and the issue is mapping of several aspects. Thesis is mapping these aspects in terms shaping the structure of educational systems, management and financing of education and educational policy. Also is mapping the important legislative steps and published educational documents. The comparative part thesis equates the education systems of both countries. It aims to find the answer how far apart to move away these two educational systems over the last quarter century and is describing the defining characteristics of the current differences. This comparison is carried for a period of ten years, and as a basis of this serves studies from 2004, 2009, 2014. The organization of primary and lower secondary education in Europe: Comparative analysis of the Czech Republic and Finland in terms of equity.

This thesis is a comparative study, which compare two selected countries, Finland and the Czech Republic in the organization of basic education. The benchmark of equity has been chosen as a comparative criterion. This criterion was further divided into single indicators. The key indicator in this respect was the selectivity of educational systems. For this reason, the thesis presents especially the form and the extent of differentiation of students by each level of basic education in both chosen counties and try to find the number of children who are educated in them. The results of comparative analysis showed that five educational programs with different degree of quality exist in the Czech Republic, while there are only two types of schools in Finland. Finland has used the differentiation of pupils in schools, even in clases in much smaller scale in comparison with the Czech Republic. In Finland, there are no classes with extended teaching of some subjects. The next difference between selected countries is about the age when the students start to be selectived. The students are not differentionated before 16-years in Finland. Migration, language and integration (Comparison of the Netherlands and Flanders in the 1970s and 1980s)

This bachelor thesis deals with the Dutch and Flemish policies towards immigrants in the 1970s and 1980s and the role attributed to language in them. It examines the arguments and concepts by which both the policies were motivated and legitimated and evaluates critically their usual periodization. It points out the risk of a wrong reading of the Dutch "tweesporenbeleid" of the 1970s as based on multiculturalism instead of expectation of return of the immigrants into their home country. It concentrates on the Minderhedennota of 1981/83 as the main turning point leading to the interpretation of the allochton-issue as socio-economic problem and examines the public debate on the basis of documents of the Dutch parliament. The acquisition of Dutch as second language, it states, always played a crucial role in the policies. Since the 1980s, more attention was paid to evaluation of school curricula in terms of non-discrimination of non-native speakers. In the Flemish case, less systematical approaches were stated. Drop-out of novice teachers

This bachelor thesis deals with the issue of so-called drop-out of teachers from schools or the early departure of teachers from their profession. It focuses specifically on novice teachers, which means teachers in the early years of their careers. This is a very current issue, because the lack of quality teachers is a problem not only in the Czech Republic but also abroad. The thesis focuses on former elementary and secondary school teachers in the Czech Republic. The primary goal of the thesis is to identify and understand the reasons for the drop-out of novice teachers. In addition, the thesis also deals with the course of the teacher's education and practice and the possibilities of preventing the early departure of novice teachers. The first part of the thesis contains the theoretical and factual basis of the studied problem and the results of previous studies of the topic are also presented here. The second part of the thesis is formed by the analysis of eight half-structured interviews with former teachers. Their narratives are briefly introduced here. Analyses of public higher education funding in Czech Republic- implementation of changes

Diploma thesis "Analyses of public higher education funding in Czech Republic- implementation of changes" deals with setting the rules and principles of higher education institutions funding in Czech Republic and analyzes the situation in funding after year 2006. The thesis outlines its view on the universities budget and its function by clarifying the function of public budgets and it clarifies the constitution of higher education as a mixed good with externalities. Funding of higher institutions is a tool in the hands of the state, which helps to influence the higher education politics.For better understanding the current situation, the thesis is using the description of evolution in higher education funding after year 1989. Another important aspect is the international context, therefore , the thesis peeks into the setting up the system of higher education funding in chosen states and implements detected knowledge into the wider context. Using case study research design the thesis makes clear the evolution in funding after year 2006 and formulates the implication for public policy.
Audit of the education system of the Czech Republic and its critical analysis

The dissertation deals with the critical analysis of the audit of the education system of the Czech Republic, issued in 2014 by EDUin non-profit organization. The theoretical part de- scribes basic characteristics of the education system in the context of the level of the Czech education phenomenon. The aim of the dissertation is to analyse the bases and sources which were used to elaborate the audit of the education system and to make comparison with stra- tegic and other relevant documents. The aim will be achieved on the basis of the results of research, the relevance of the audit, presented by EDUin organization, will be confirmed or disproved. The interview with the authors of the audit and the analysis of documents are research methods and techniques. The interview with authors of the audit brings the answers to the questions of the research survey: "What is the audit of the education system and why did EDUin organization issue the audit?"The authors feature motivational impulses, which encouraged them to issue the audit, and clarify the main aims of the audit.
