Possibilities of Response to Contagious Diseases in EU law: critical assessment and recommendations in the light of the COVID-19 pandemics

The present report, the principal output of the TAČR project No TL04000052, critically analyses the possibilities for an EU response to contagious diseases, as they stem from existing EU law and, also, from the new legislative drafts, in particular those related to the European Health Union project. On the grounds of this analysis, further steps are recommended that would be appropriate in the light of the experience of the Covid-19 pandemic, in particular in the area of the division of competences between the EU and the Member States, in the area of early warning and response, in the area of building strategic autonomy, in the area of movement of people at the EU's internal and external borders and in the area of movement of goods.
Position of the Senate in the Constitutional System of the Czech Republic

The bachelor thesis deals with the issue of the Senate's position as one of the chambers of the Parliament of the Czech Republic. The basic question pervading the whole thesis is whether the Senate in the Czech Republic has legitimate position. This question is considered in several connotations, both in comparison with second chambers of other countries and their functions, and in terms of the position of the Czech Senate in its partial powers. The thesis is presented with a brief overview of the evolution of legislative bodies in the period from the First Republic to the early nineties when the formation of the current form of bicameral parliament took place. Other chapters focus on its subsequent development which is marked by the period when the Senate was not established and its functions ensured the Chamber of Deputies. Furthermore, the thesis is focused on issues related to constitutional and legal embodiment of the Senate, the question of the extent and effectiveness of the use of its powers and the thesis deals with critical views too. The conclusion summarizes the results that came from the analysis, answers the research question and determines the possible subsequent development. The Head of State in the constitutional system of the Czech Republic: de iure and de facto

Diploma thesis "The Head of State in the constitutional system of the Czech Republic: de iure and de facto" discourses both provisions, which integrate the institution of the president of the republic in constitution, and the virtual implementation of this uppermost authority in the state. At the beginning, the thesis deals with the historical dimension of the issue. It speaks of the general development and history of the office in Czech lands. Hereupon a depiction of the theoretical extent of this office follows. A large verge is devoted to the placement and the powers of the president in the constitution. The pragmatic part of the thesis consists of two case studies. The first one deals with the presidency of Václav Havel. The second one deals with the execution of the office by Václav Klaus. An extra attention is paid to the analysis of the accordance between the theoretical and pragmatic pursuance of the office of president of the Czech Republic.
Web application: Basic knowledge of mathematics at secondary school

The presented work is intended to serve as a teaching material in particular for pupils of the first year of secondary school, focusing on the basic knowledge of mathematics. The first part of the thesis is devoted to an analysis of existing web page, which corresponds to the theme of the diploma thesis. The evaluation takes into account the expertise as well as the scope of use of interactive elements. In the next part, the created teaching material in a form of web page is presented. It deals with the subject matter of powers, roots, polynomials and rational expressions. In accordance with current trend, the emphasis is put on both visualisation of curriculum (charts, use of graphics) and interactivity. All exercises to practise involve solution, therefore users are allowed to gain immediate feedback and thus to study individually. Web page is free available.
Direct presidential election in Czech Republic

- Direct presidential election in the Czech Republic: reasons, conditions, consequences This diploma thesis is concerned with different aspects of implementation of the direct presidential election in the Czech Republic. It is aimed to discover the actual reasons for passing the Constitutional Act No. 71/2012 Coll., which introduces this institute into the Czech constitutional system. For the purpose of doing so, the thesis is divided into three parts. The first one presents and evaluates particular arguments (historical, political, constitutional, legal etc.), which were used by the proponents of this institute on one hand and by its opponents on the other. The content of the second part is the most extensive as it follows up the comparison of bills attempting to implement the direct presidential election into the Constitutional Act since 2001 up to the present. Therefore this part contains thirteen bills in total, including the one, which later becomes the Act No. 71/2012 Coll. Individual bills are compared and contrasted. The pertinent political and social circumstances accompanying their origin are also briefly mentioned. Comparison of referendums on devolution in Wales

The bachelor thesis "Comparison of Referendums on Devolution in Wales" deals with the process of political devolution in Great Britain, or rather in Wales with emphasis on two referendums on this question, which took place in 1979 and 1997. The main topic of this work is an establishing of a relationship between central British and regional Welsh government that culminated in the origin of National Assembly for Wales in 1998. In the first referendum Welsh people expressed a negative attitude to devolution and in the second one they changed their mind about it and voted for devolution. The main goal of this work is to explain basic facts that caused the difference between the results of referendums. This comparative work determines criteria and through the analysis of them it gains characteristics of both referendums in which people voted on founding of the National Assembly for Wales. In its major part, the work deals with the comparison of referendums on the basis of their descriptions. The attention is put also on the development of political situation in Wales, which preceded declaration of the first referendum. The Middle Eastern alliances: Analysis of relations and further development of the region

Examining any topic in the Middle East requires a general knowledge because of the region's complexity and dynamics. Important characteristics is the link of Islam and politics, because this relation shaped political establishment of states. The strategic location and rich natural resources of this part of the world were tempting also for the global superpowers whose engagement divided the Middle Eastern states, particularly during the Cold War. An analysis of the factors and events that led to the formation of alliances and rivalries in the Middle East is the goal of this work. Research will focus on alliances of Iran and its Shia allies on the one hand and Saudi Arabia with the rest of Sunni monarchies on the other. Unlike other alliances mentioned in the work, these two blocks have long term character. They are also specific because of sectarian differences, their stance towards the United States and Israel and shared responses to emerging threats. The purpose of this thesis is to compare mayoral legislation status and his authority in the Czech Republic and Schleswig - Holstein. Although the main subject of the thesis is legislation status of the mayor each legislation chapter begins with a description of the autonomy constitutional right, municipality organization, and relationship of municipal authorities according to current legislation. The aim of the diploma thesis is to define the status of the mayor and his authority in the rule of law of the Czech Republic and Schleswig - Holstein and then use a comparative method to analyze the legislation differences and identical features. There are several parts of the thesis. In the first part is described legislation status of the mayor and his authority in the Czech Republic. The first chapter deals generally with a municipal and the second chapter is focused on the mayors authority, status, creation of mandate, responsibility and mainly on his competence.
