The State Land Office

As a subject of this thesis I have chosen the newly formed State Land Office. The aim of this work is to give a complex analysis of its formation, organization, working and activity conferred by law with an emphasis on takeover of activities from the Land Fund of Czech Republic and also transformation of activity and function of State Land Office in response to the new act no. 185/2016 Coll. which amends act no. 503/2012 Coll., concerning State land office and also Land act no. 229/1991 Coll. The main body of this thesis represents a description of: contractual transfers of the agricultural land which is part of the agricultural land fund, and transfers of the other land; restitution of property confiscated by the state to natural persons and churches and religious societies in the decisive period from February 25, 1948, to January 1, 1990; evaluation of differences in the settlement of restitution claims of natural persons and churches with the state; privatization of the state property; elementary and complex land consolidation; The thesis is divided into seven chapters. State Land Office Abstract This thesis is dedicated to the State Land Office of the Czech Republic, which was established on the basis of Act No. 503/2012 Coll. As an administrative office with a broad scope, it is impossible to deal with all the aspects of the State Land Office in detail and thus provide a thorough analysis within this thesis. Therefore, the aim of this thesis is to provide a general introduction of the State Land Office - its establishment, place within the system of state administration, organisational structure and its main scope. This thesis is divided into six parts. The first part is dedicated to a general characteristic of the State Land Office. First of all, the transformation of the Land Fund of the Czech Republic and the establishment of the State Land Office of the Czech Republic is briefly described, following its placement within the system of public administration, respectively government of the Czech Republic. A large segment of the first part of the thesis then follows a detailed description of the organisational structure of the State Land Office. Legal aspects of land consolidation

Since the second half of the 19th century the land consolidation has been carried out as an administrative proceeding in the territory of the Czech Republic. As a result of a gradual development, the scope of land consolidation is becoming broader and goals of the proceeding are becoming more and more ambitious. What issues can be solved using land consolidation and which instruments are used to accomplish that? How do public and private interests affect the land consolidation and parties to the proceeding? What is, or rather what should be the course of the land consolidation proceedings? Are measures adopted in the proceeding actually being implemented in the landscape? Submitted master's thesis draws attention to substantive and procedural aspects of the matter, relevant case law, as well as statistical data and other evidence regarding concluded land consolidation. The first part of the thesis deals with historical development of land consolidation, focusing on the 19th and 20th century. This chapter aims to allow for a better understanding of the basis of the effective legal regulation, which adopts some former concepts, while firmly abandoning others. Analysis of Motivation System of State Land Office Employees

The goal of my diploma thesis is to analyze and summarize general knowledge of work motivation and its application in the environment of the State Land Office (hereinafter SLO). A part of the goal is also my own suggestion of precaution and recommendation, how to improve satisfaction of employees and the ability of the middle and the higher management to motivate subordinate employees. To fulfil the goal a method of quantitative research has been used, in which we work with all the SLO employees. Evaluation of the data in relation to the set hypothesis was done in form of calculating averages of respondents answers and at the same time comparison of satisfaction and importance of work satisfaction factors. The diploma thesis has come to conclusion, that the SLO employees are satisfied with some of the other work satisfaction factors, than those which are important for them. A part of the conclusion was also a discovery, that the employees have many suggestions and impulses to make changes, which should take place within the framework of the SLO. Results of the questionnaire contributed to launching of a new SLO project, which deals with improvement of work satisfaction of the SLO employees.
Land reform during the first Czechoslovak Republic

This thesis represents my attempt to summarise everything important about land reform taking place during the First Czechoslovak Republic. Land reform was a giant project lasting almost twenty years, whose consequences we can still feel today, be it either results of the reform or restitutional trials that are held to this day. Its enduring importance along with my interest in the era of First Czechoslovak Republic are among the main reasons why I have chosen this topic. Throughout writing, I've put emphasis on legal aspects of the reform where possible. The thesis is composed of nine chapters. Chapter one analyses the economic situation of land owners before the beginning of the land reform. The land owners are divided into categories by amount of owned land and these categories are compared from various points of view. Chapter Two is the most extensive one and it is entirely adressed to legislation of the land reform. The chapter is subdivided into three parts. Part One is also divided into several subdivisions, each of them explaining demands of each individual political party or movement. Part Two describes the story behind introducing the legal acts. The First Land Reform on the Estate Křivoklát

The Master's thesis aims to describe the time during the period of the first republic in the area of Křivoklátsko, concerning the land reform from the historiographic point of view, the mechanism of land reform, and its institutional and legal specification. The thesis outlines the atmosphere in the newly established Czechoslovak Republic and its relations to the former aristocracy. Moreover, it focuses on defending mechanisms of the aristocrats at that time, and it analyses the function of the Federation of the Czechoslovak landowners together with the Federation of the German landowners with help of the specific example of the aristocratic family of the Fürstenbergs, who were the last private owners of the Křivoklát castle. The paper deals with the land reform in relation to the land fond, mine properties, shareholding within the Buštěhrad railway, and real estates. It endeavours to map emerging remaining small estates in the Křivoklát estate, and determine the social status of the new owners. However, it is compromised with a number of processes, on one hand natural ones, on the other hand those ones caused by human activity. The last mentioned group is regulated by laws which should protect it.
The role of OGRPA with a focus on agricultural property

This thesis defines the position of the Office of Government Representation in Property Affairs within state organizations, organizational units and state-owned enterprises and the special role assigned to each entity that is not included in the duties of any other government department or organization. At the same time, the thesis deals with the specifics of the handling of agricultural state property. The work is divided into two parts. The theoretical part defines and analyzes the key concepts and existing regulations for the management of state assets within the scope of the Act no. 219/2000 Coll., on the property of the Czech Republic and the state's representation in legal relations. The practical part is about the process of evaluating the management of state property from acquisition to final implementation focusing on the specifics of agricultural property. The conclusion of this thesis presents perceptions, knowledge and general issues in the processed work and related to the topic. The thesis represents personal opinion resulting from my own experience and may differ from the general standards and practices.
The issue of management of properties at selected government departments

The Bachelor´s Thesis deals with the issue of the usage of the immovable property owned by the state from the point of view of the organizations which are competent for the management of the property. The theoretical part of the thesis is focused on characterizing the development of the landed property ownership in the Czech Republic and on defining the term immovable property (focusing on possession and use relationship to a piece of land). Further, the thesis contains description of the development in the landed property ownership in the Czech Republic before and after the year 1989. Then, the possession and use relationships towards a piece of land are defined as well as various prices of rentals/ ground rent (specialized in setting the price usual at the spot an in the time). The practical part is devoted to defining the immovable property of the state and who is competent to manage the property on behalf of the State Land Office; and to comparing statistical data. The data compared are: the price of rentals/ ground rent which is used by the District Land Office for the Hradec Králové District and the prices in towns and municipalities in the Hradec Králové District (division made according to the former Counties). The literary search of the legal regulations and other literature is used in the theoretical part; the quantitative method of evaluating questionnaires is used in the practical part. The aim of the questionnaires is to find out the price of the rentals/ ground rent which is usual at the spot and in the time for renting a piece of land in the Hradec Králové District. This price is further applied when setting the price of rentals/ ground rents in the newly signed contracts of the District Land Office in the Hradec Králové District.
