COMPARISON OF MARKET PRICES OF FLATS WITH PRICES SET BY COMPARISON METHOD ACCORDING TO VALUATION REGULATIONS WITH FOCUS ON REVIEW OF PARTICULAR QUALITATIVE PARAMETERS

PhD thesis solves problems of mutual comparison of real estate market prices with prices found out in a comparison way according to price regulations. The thesis is focused on real estates of type housing units, flats which are found within the area of former district city Havlíčkův Brod. From time point of view, years 2009 - 2014 were solved. Within this period, first of all data collection was under way followed by grouping information on separate trading in housing units, flats. Obtained market prices were consequently confronted with prices found out in a comparison way according to relevant price regulations. Obtained results were analyzed, this analysis was focused on chosen marks and their qualitative zones at separate indexes. Upon achieved results and newly gained knowledge, partial modifications or corrections in price regulations are proposed. Another output of this thesis is a proposal for introducing new coeficients. These make provision for difference of market and found out prices of housing units, flats in area of former district city Havlíčkův Brod in years 2009, 2010, 2011, 2012, 2013 and 2014. Thanks to this, common price is possible to estimate retrospectively with the help of price regulations. At the very conclusion of the thesis, these coeficients were applied in different former district city in Vysočina Region, in concrete terms in Žďár nad Sázavou. In this way, possible use of these newly proposed coeficients was introduced in other former district cities as well which is, nevertheless, necessary to be verified in practice or subject to other research.
Valuing a Distressed Company

The doctoral thesis deals with bankruptcy and its possible solution from the point of view of expert activities. Valuation of the company in distress may be required at different stages of the business life cycle. While sometimes the valuation is requested directly by the shareholders or the managing partners facing bankruptcy (or preventing crisis) sometimes assessment is requested in insolvency proceedings by the insolvency administrator. Whether it is the intention to find out it is more beneficial for creditors to reorganise or liquidate the assets, in all these cases it is the work of experts in the insolvency proceedings who play a decisive role. The practical part of the thesis, therefore, focuses on the selection of appropriate methodologies which can be used at any given moment of crisis management.
Assessment of the influence of material composition of new buildings on their market price and the price of existing properties in the locality

The submitted thesis focuses on establishing the extent of influence of material composition of selected segment of real estates (units) on their market price and price of the existing properties in the locality, including reasoning and experimental validation of market value (or market price) assessment methodology of the given property. It is indisputable that there are many subjective opinions and views of each individual assessor (of expert opinion) entering into the process of property assessment. Therefore it is necessary to “standardise” or rather unify, if possible, at least some input data in a way most likely preventing disproportions that are still a part of expert practise nowadays. The influence of material composition on the value (price) of the property, as for the relation to unit size, its locality and also its age and technical condition, is within this thesis verified first of all in computational phase of the assessment of the specific unit, when it in principle shows possible inaccuracy in assessing the final price of property, which should be avoided by a proper expert assessment. Practical impact and use of the influence of material composition is applied within the comparative method as one of several assessment methods that can be employed in establishing (assessment) of market value of the property.
OPTIMIZATION OF ANALYTICAL METHOD FOR CALCULATING THE WEAR OF BUILDINGS

The dissertation focuses on the problems associated with determining the amount of wear (finding the remaining technical values) that are being addressed. It deals with an overview of the different methods used. The basic premise of the thesis is a comprehensive overview of the calculation procedure and the methods used. This area of wear does not except the price regulation precisely defined procedure, nor are they addressed the circumstances in which that would be the method to be used. Various possible methods or inaccuracies may result in questioning the expert opinions as at trial. In conclusion of this dissertation is shown how the calculation procedure should wear for what purpose should be used and it is also proposed several alternatives.
ANALYSIS AND DEFINITION OF DECISION PROBLEMS OF EXPERT IN REAL ESTATE VALUATION

The thesis deals with the decision-making of the expert in real estate valuation. Due to the complexity of the process and the difficulties of valuation it can be assumed that the decision will be an arduous process. It is obvious that the choice of an expert is crucial to the result of the valuation process. This topic is currently relatively little explored, and therefore the work will deal with the analysis and formulation of decision problems expert in real estate valuation. The thesis analyses the current status of forensic engineering and decision-making regarding to real estate valuation. The general decision-making process, divided into seven steps, is adapted to the requirements of expert decision-making in real estate valuation. As in the managerial decision-making process, property valuation is also divided into three levels. These three levels considered the described fundamental decision problems that lead to the formulation of the expert decision-making principles in real estate valuation. For better understanding the extensiveness of the decision-making process in the valuation of real estate the author created a decision tree respectively schemes whose functionality has been verified at the end of the thesis, exemplified with the help of a specific case study of the determined price in real estate valuation.
Comparasion of property market prices with prices discovered in a comparative way according to estimate regulations

This thesis deals with a comparison of the market prices of Brno family houses. The compared prices are estimated using the comparative way based on the price regulations and using the comparative method. A new coefficient for the comparative method is proposed in the thesis. This coefficient takes into account the influence of the distance of the estimate property from the city centre in the connection with the position. One of the main reasons to introduce this coefficient was to obtain the best result when estimating the price, the result which is the closest to the required market price. The use of the coefficient of the global position may lead to better results of the price estimate, especially in bigger cities where this influence is revealed the most.
COMPARISON OF APARTMENT MARKET PRICES WITH PRICES DETERMINED BY CURRENT VALUATION REGULATIONS COMPARISON METHOD

This dissertation thesis determines market prices of apartments in various cadastral areas of Brno city, based on market research. These are compared with the prices identified by current valuation rules. The differences are subsequently analyzed. Based on the knowledge gained, a new approach to the process of property valuation is suggested.
Special influences affecting the price of real estate

The subject matter of this dissertation thesis is a proposal for a method of valuation of special effects that with impact on real estate prices. It deals with proposed procedures for valuation of intangible assets, and definitions of such property. Special effects are in particular name, historical value, design, quality of layout, security aspects, accessibility, conflictful groups of inhabitants in or near the property, and location. The value of special effects can be calculated as the difference between usual value and the material value of such property without coefficients of merchantability. For appraisal by official price, the thesis suggests to amend certain provisions and sections of the Act on Property Valuation No. 151/1997 Coll., and the implementing regulation of this Act, as amended. Part of the methodology is a general proposal for a method how to divide the assets into tangible and intangible part. As concerns the concrete procedure when calculating real estate prices, the thesis specifies procedure for special effects valuation. A form of cumulative matrix comprising all such effects has been drafted. Prices in single methodologies for assets valuation has to be adjusted by reasonable quantity of impact. For real estate on the territory of the Czech Republic will be used also coefficients of merchantability Kp in accordance with the price regulation considering their development in historical statistics.
Comparison of Market Prices of Family Houses with Prices set by Comparison Method According to Valuation Regulations

In the doctoral thesis is an analysis of comparative method for family houses according to the valuation regulations. The analysis focuses on individual characteristics and qualitative zones and their impact on set price. The analysis is made by specially created database of offer prices of family houses and by comparing with the cost method according to the valuation regulations. Based on the results of the analysis is designed a new form of characters and qualitative zones. The thesis is concluded by summarizing and discussion of results and their contribution.
RENTS AND THE LAND PRICE RELATIONSHIP BASED ON THE PRICE MAP

The dissertation is focused on current issues in the connection with the rental price of land and construction land maps, which are addressed to practice. It deals with an overview of the development of rental and price charts in the Czech Republic and abroad. The basic precondition of the dissertation is the existence of data dealing with the relationship between rents and the usual (market, global) price of land in the price map in the Czech Republic. This area, the relationship of rents and land prices, has not yet been fully explored. The unavailability of this data can result in questioning the expert opinions for example in court proceedings. The conclusions of the dissertation illustrate, how interdependent ground rent with the price specified in price map constructions of land. The percentage of the relation I have determined to both individual cities (Prague, Brno, Olomouc), and all the Czech Republic as a whole.
