Applying the Competence Model in the Public Business Academy

The thesis deals with the use of competences and competency model as an effective tool of personnel management of the organization. Competency - based / HR / Management (CBM) is an actively used model primarily in the commercial sphere. However, in recent years, more and more government organizations have also approached this governance model. The theoretical and empirical part of the thesis deals with the issue of acquiring and using various types of competencies, compiling a competency model and their subsequent application in personnel management. The definition of basic terms and principles of competency management is based on the study of professional literature and binding documents that link the principles of competence management to the lifelong learning strategy and learning organization models. The empirical part first deals with the actual use of competencies and competency models in the conditions of public business academies in Prague and Central Bohemia. It describes the current state of use of human resources management by competency of the director of public business academies in the region. Markéta Fraibišová Abstract This diploma thesis deals with education of specialists of the Labour Office of the Czech Republic in the capital city of Prague. The Labour Office of the Czech Republic, as an administrative authority with nationwide competence, has its own educational system, which includes both regular and project staff. Employee education program is driven by direct leaders who identify learning needs, assign employees to training events and evaluate learning outcomes. The aim of this diploma thesis is to propose a modification of the educational system for specialists of the Czech Labour Office in the capital city of Prague. The theoretical part of the diploma thesis is focused on adult education, education management and training of public administration employees. The practical part of the diploma thesis is based on questionnaire survey, interview and internal documents analysis. Support for elementary school teachers' self-education and professional development from organizations directed by the MEYS

The aim of this thesis is to identify forms and areas of support for teachers in the self-education originating from other selected organizations directly managed by MEYS, and evaluate usability of support for the professional development of elementary school teachers. The theoretical part of the thesis deals with self-education as an important process that participates in the professional development of teachers. It also deals with methods of education, sources of information and the possibilities of self-management of self-education from the perspective self-educated person as well as external subjects. In the practical part, the thesis focuses on quantitative survey research focusing on MEYS for supported development of teachers - by the National Institute for Education and the National Institute for Further Education. For the purpose of identifying the available forms and areas of support for teachers in self-education, especially the support of elementary school teachers, a content analysis of the institutions documents was performed. Headmaster's function in the concept of preprimary education

The diploma thesis deals with the director's function in pre-primary education. The aim of the diplom thesis is to analyze and evaluate processes and management in the concept of preschool education, emphasizing the role of the headmaster of the kindergarten as the governing body responsible for the quality of educational processes. The preschool headmaster works closely with other pedagogical staff and deputy directors whose functions are also mentioned, here. The pedagogical staff are indispensable in the educational process of the school. The concept of pre-primary education is characterized in the theoretical part by its legislation. It focuses on the work activities of pedagogical staff - teachers, deputy director and director. It introduces the functions of the kindergarten, represents individual activities in kindergarten mode and mentions the obligatory documentation, which is necessary for the functioning of preschool organization. It explains the management within the studied field and describes the individual management processes and functions. Planning of teaching staff in preschool

The goal of this bachelor thesis is to ascertain how kindergartens approach the planning of teaching staff. The theoretical part deals with basic principles of staff planning and methods and resources used in recruitment of employees and defines the notions of "teaching staff" and "kindergarten". The empirical part relies on survey data and its analysis. We research the problem of teaching staff planning in kindergartens. The exact methods are ascertained by analysing the following three topics: the current state of affairs in staffing sufficiency, the forms of teaching staff planning in use, and the sources of teaching staff used by kindergartens. We have ascertained that kindergartens are insufficiently staffed and, not infrequently, kindergartens are staffed with teaching staff who do not possess the legally required qualifications. Two fifths of kindergartens have a medium-term plan covering the needs for teaching staff, and the same number of kindergartens have a medium-term staffing plan for teaching assistants. This thesis explores the most common reasons for planned staffing requirements and ascertains how kindergartens deal with these situations and also how they approach overstaffing.
