Problems of further training in public administration in Czech Republic

Diploma thesis "Problems of further training in public administration in the Czech Republic" deals with the problems of civil servants training, particular attention is paid to the training system in the municipal authorities. The thesis gives a brief overview of the evolution of public administration reform, within the educational policy for public administration emerged. The current system of further training, its components, legislation and interested stakeholders are described in detail. The practical part is devoted to research of civil servants training in municipal authorities, which aims to identify the problem areas. The survey results pointed to 9 problems which are lack of funding, the problem of return on investment in education, low or inappropriately oriented motivation of public servants to further education, the quality of some educational institutions, respectively lectors, difficult evaluation of the results and effects of education, ineffective rule of mandatory 18 training days for 3 years, proficiency test, position of management authorities to education and low effectiveness of e-learning education. At the end of the paper options for solving these problems are outlined.

Common property of spouses in case of business activities of one of the spouses

This thesis deals with the common property of spouses in case of business activities of one of the spouses. First chapter defines marriage and other related issues. Second chapter is the analysis of legal regulations of property relations between spouses since the days of Rome up to the present day, which influenced up-to-date legal regulations. Third chapter deals with the forms of ownership in marriage. Last chapter is about the most important issue of the thesis - common property of spouses and business activities. This chapter deals especially with the object of common property of spouses and with the possibilities of its modification.

Centralization, road leading to increasing efficiency of health service in the transformed hospitals in Ústí region

In my thesis deals with the transformation of hospitals in the Usti region of the allowance organizations to branch plants, related to KZ a.s.. This transformation and centralization is related to the five regional hospitals, namely Hospital Decin, Hospital Chomutov, Hospital Most, Hospital Teplice and finally, the largest hospital in the Usti region Masaryk Hospital Ústí nad Labem. In the theoretical section identifies and analyzes possible ways to transform hospitals. The practical part describes changes in the legal and organizational structure of the five regional hospitals from their earliest beginnings to the present day. Based on the SWOT analysis and financial analysis of annual reports from the period before and after transformation and centralization analyze the use of synergy effects, which were created in the process of transformation and the rise and who are/should be a guarantee of efficient use of scarce resources. The main output of my work is to evaluate the transformation in terms of growth potential for increasing efficiency and design of certain roads leading to even greater use of synergies.

Support of theatres in the capital city of Prague

Prague, the capital of the Czech Republic, is specific in many respects. Concerning cultural life, the characteristic features are to be found primarily in the way cultural activities are supported and publically financed. So called "transformation" of Prague theaters suggests that "The Grant System of the City of Prague" is closely linked with the ownership structure of theaters. The particular way the theaters, i.e. providers of the public service, are supported changes the way individual theater are run. The goal of the Master Thesis is to assess financial support of theaters in the City of Prague with respect to different ownership structures and to point out to potential links between the actual support of culture and the current priorities in this area in the City of Prague as well as in the Czech Republic as a whole. The starting point is with the description of the current governance of the Prague's cultural life, its organization and linkages. A particular attention is paid to the comparison of various ownership structures in the sphere of culture and to the Grant System of the City of Prague. A separate chapter is devoted to the overview of requirements and rules for the provision of public financial support with selected theaters. Consequently, the present-day system of governance and support of cultural activities in Prague is evaluated together with selected ownership structures of theaters.

Modes of termination of employment

In my graduation theses I focused on the ways to terminate the employment relationship.I enforced chracteristics of each way of the termination and legal possibilites for using it.I mentioned the differences between present - day legal regulations end previous legal regulations. I engaged in specific changes of termination of the employment relationship brought by the present Labour Code in the area of legal regulations, as in the part concerning applicable legal regulations, so in the part defining individual ways of termination of the employment relationship. In the conclusion of this graduation theses I would like to focus on the Labour Code especially with the view of what improvements or on the contrary impairment has brought in the area of legal regulations in termination of the employment relationship on the part of employers and employees. Next I would like to mention several conceptual changes in the Labour Code, which are being prepared by ministry of labour and social affairs. In content of this I would like to introduce some of my de lege ferenda considerations. The Labour Code of 2006 was accepted embarrassedly since its release. Consumer protection in financial services under European law

The Consumer Protection in Financial Services under European Law As a subject of my thesis, I chose the theme of consumer protection in financial services under European law. I have chosen this theme deliberately as I do meet with the issue of consumer protection in the area of finance every day at the working level, because I work in Consumer Protection Department of the Czech National Bank (hereinafter referred as to "ČNB"). The independent consumer protection department has practically launched its activity in the August 2008 as a result of the transfer of necessary powers made under an amendment of Act No. 6/1993 Coll., on the Czech National Bank and Act No. 634/1992 Coll., on Consumer Protection. Under these new powers the ČNB accepts suggestions, complaints and other consumer submissions concerning financial entities which are subject to the ČNB supervision. My aim was to include consumer protection in financial services, in the way it is undertaken in the European Union, to the context of supervision rules, which are performed by our national supervisor. The system of payment development in context of attachment the Czech Republic to the European Union

The diploma thesis is focused on the analysis of the system of payment in the Czech Republic and in the whole European Union. The theoretical part defines system of payment generally, its organization, the telecommunication network SWIFT and also describes the electronic payments. The following chapter deals with the legislation of this area in our country. There have been made a lot of changes untill these days because of the strong effort to harmonize legal form of payment system with the regulations of European Union. The next part of this study is dedicated to individual payment system especially the CERTIS which is the unique but highly efficient system in the Czech Republic. The practical part obtained the comparison of the payment system which are using in the European Union. For better lucidity the systems are devided into the wholesale payments and the retail payments. The trends and the prognosis of the interbank payment system development are identified in the conclusion of this study.

Case Study of Jenerálka Allotment Site

The thesis deals with the phenomenon of allotment gardening and allotment sites. These days, numerous sites have to face the threat of extinction, which may be caused by insufficient evaluation of their role in the city environment. The aim of the research of allotment sites is to point out their social, economic and particularly environmental benefits for the city. The first part of the thesis concerns the origin, development and current state of allotment gardening in Europe and Czech lands (particularly in cities). Allotment gardening is then examined in the context of sustainable development, with regard to its environmental, social, economic as well as legal and political aspects. The second part of the thesis describes the case study in Jenerálka, allotment site in Prague. The study investigates the development, current state of the site and its position within the city. In addition, it analyses the role of the site both in the lives of gardeners and for Prague.

Quality assessment of products - Environmentally Friendly Products

In my thesis I would like to show how to reduce negative impact on the environment that is caused by for example corporations. I insist on the system of ecolabelling in the Czech Republic. But I also pay attention to others voluntary instruments of environmental policy (to concrete the situation I will mention the most important legal standards about environmental legislation, that enable at least a bit of protection of the environment). The basic quiestion and goal of my thesis is to find out, in which aspects the "common" products has changed their character, what is their development that we could call them these days "environmentally friendly" products, where is their "friendship". Other important thing is to tell which groups of products I will judge: paper, environmentaly friendly cars, detergents.
