The system of organization of public administration as a condition for the development of water management

The bachelor thesis deals with water resource management and is divided into two parts. The first part describes generally the significance of water itself and of water resource management, the respective legislative including. Water protection as an integral part of water resource management complex is mentioned as well. The organisation of state administration in water resource management is explained in details, including the legislative that is connected with water resource management in the Czech Republic and European Union. In the second part, activities of public administration are described as well as water resource management investments. For comparison, public administration organisation in water resource management in Israel is described.
Analysis of crisis communication of the state administration (state) towards the population in times of crisis situation

The diploma thesis deals with the topic of analysis of crisis communication of the state administration (state) towards the population during the crisis situation, which proved to be relevant from today's coronavirus crisis point of view. The analysis was based on a questionnaire survey, which was attended by 162 respondents. The questions were answered mainly by people aged 21 to 65, mostly with a university degree, living in municipalities of various sizes. Within the questionnaire, the respondents' satisfaction with the communication of the state administration towards the public was ascertained regarding the communication channels used, the type of information provided about the emergency, its comprehensibility and credibility. The evaluation of the research revealed that the Internet was mostly used by respondents to obtain information about emergencies, especially news portals and social networks, as well as traditional television and radio broadcasting. Most respondents stated that they could quickly find important information about the crisis situation and that it was understandable to them. It was also found that most respondents were able to distinguish the true message from misinformation and also tried to verify important messages from multiple sources. To do so, they mainly used public radio, television and its news internet portal, because they were considered the most trustworthy. Respondents to the questionnaire also stated that they obtained the information mostly from ministries and municipalities. The research resulted in several recommendations for the state administration. The state should consider creating a special mobile platform that would inform residents about emergencies and measures to manage them. It should also ensure the rapid, comprehensible provision of important, consistent information using all new and traditional communication platforms.
Heritage conservation of the remains of human activity in the forest

The main objectives of the methodology include: 1. setting the issue in the legislative environment; 2. introducing the processes of disturbance of objects in the forest environment; 3. characterization of modern methods of identification of objects in forests; 4. introducing the practical procedure of identification of objects of human activities in forests; 5. proposing procedures for ensuring the preservation and presentation of anthropogenic remains of human activities in forests for state administration and local government. The methodology was developed in cooperation between experts in the humanities and natural sciences. It seeks to apply and combine procedures of different disciplines. The methodology is recommended to be used with methodology Methods and procedures for the protection of anthropogenic objects of historical human economic activity in forests (Kadavý et al. 2022). The two methodologies are complementary to each other.

Limits of efficiency and sustainability of the functioning of the municipalities in Czechia - example of ORP Litomyšl and Chrudim

The subject of the research of the master's thesis is the boundary of the effective and sustainable functioning of small municipalities in the Czech Republic, specifically in the ORP (municipalities with extended powers) Litomyšl and Chrudim. In the Czech Republic, the issue of sustainability and efficiency of small municipalities is a long-term problem that still has not been resolved. Civic amenities are also relevant. Due to the low population size of the municipalities, they often do not reach the corresponding standard. The first part of the thesis presents the institutional context of the development of public administration and self- government in the Czech lands, the Czech Republic and Czechoslovakia. The second part describes theoretical concepts, indices, measures describing the efficiency of municipal governments. The third part of describes the method of selecting the territory, the description of the data and the composition of the set of indicators, which are developed in the analytical part. The analytical part determines the approximate population size from which the municipality is able to ensure basic standards of services for its citizens and at the same time function sustainably. Comparison of the organization systems of state monuments care in the Czech Republic, Poland and Slovakia

The Czech Republic is a country of a great number of historical sights. To protect them, the system of state preservation care has been established, the part of which are the Czech Ministry of culture, the Regional Councils' and Municipalities' with extended scope of authority Branches of Historical Sights Care and the National Historical Sights Institute. Nevertheless, the problem is that despite existing extensive system of state historical sights care there are cases of protection failure and progressive devastation and extinction of many cultural sights. The similar failures occur in Poland and Slovakia as well. The objective of this diploma thesis is to find out whether the present system of the sights care in the Czech Republic and comparable systems in the neighbouring countries - Poland and Slovakia secure the sufficient care of the cultural heritage, or if there are alternatives in organization of this area of the state administration. Comparison of the Organisation of Local Administration in the Czech Republic and the Republic of Montenegro The thesis Comparison of the organisation of local administration in the Czech Republic and the Republic of Montenegro deals with the basic principles of the organisation of local administration in the above mentioned states both in the form of valid legislation and its practical implementation. A large space is devoted to the constitutional foundations defining the scope of powers of local self-governments and the degree of their decision making autonomy and to two basic laws which determine essential institutes and aspects of the local self-governments administrative activity - the Czech Law on Municipalities and the Montenegrin Law on Local Self-Government. Major part of the thesis is descriptive and it is analysing and comparing the valid legislation. Good Governance in Theory and Practice

This master's thesis offers comprehensive perspective of good governance concept in a theoretical level as well as from a practical point of view with emphasis on the Czech Republic. The objective of the thesis is to investigate the theoretical background of the good governance concept and its basic principles, focused on dealing with the concept in the Czech Republic. The work also provides the assessment of the critical points associated with the good governance concept implementation and attempts to provide the possible solutions to eliminate these points. Thirteen research interviews were conducted with the public administration staff members and the leading experts in the field to analyze the current state of good governance in the Czech Republic. Thematic analysis was utilized for this purpose and results have shown that good governance is not broadly applied yet. Besides the apparent issues such as problems with human resources, communication, politicization of public administration, departmentalism or absence of long-term vision, the key obstacle to implementation of the good governance concept in the Czech Republic seems to be low level of cultural and social standards.

Dealing with homelessness in the capital city of Prague - is current social service system enough to satisfy homeless people?

The bachelor's thesis deals with the issue of people without a regular dwelling in terms of social service administration in Prague. The theoretical part of the thesis consists of a general description of homelessness and explanation of the current model of provided services. It also mentions non-governmental organizations providing social care for the homeless in Prague and describes the help from the state administration. The next part explores 2 conceptions focused on tackling homelessness and discusses how they are currently met. It was also necessary to mention foreign experience of solving this problem. Interdisciplinary cooperation is an important chapter because homeless care is not only based on the provision of outpatient services, such as food, hygiene, clothing, or on the provision of residential services. Cooperation with other actors such as physicians (psychiatrists, dentists, gynecologists) is also necessary for the services to be provided comprehensively and to be able to respond to all the needs of the homeless. Personnel "Purge" at Central Authorities in Czechoslovak Republic after 1945

This diploma thesis attends to personnel "purge" in the field of public administration in Czechoslovakia after World War II in a broader context. "The purge" of civil servants is presented in the context of the overall development of the Czechoslovak Republic in the period 1945 -1948 and with the general requests of the postwar "purge". The attention is paid to the status of civil servants, particularly in the Protectorate of Bohemia and Moravia and in the postwar period. The next part of this thesis is focused on the activity of the purgatory commissions, which operated on the basis of the Decree of the President. In the selected ministries is performed the analysis and the comparison of the model cases of "purge" of the civil servants.
