Advisory Bodies and Expertise in the Czech Politics - Epistemic Communities and the Influence on the Reforms of Higher Education and Pension System Master thesis Bc. Kateřina Merklová The Master thesis Advisory Bodies and Expertise in the Czech Politics - Epistemic Communities and the Influence on the Reforms of Higher Education and Pension System concerns with the relation between politics and expertise. So-called epistemic community represents the knowledge interpreter that we consider an independent actor in the political process. In the theoretical part of the text, we have explained the original definition of the concept as well as its critics and case studies that cover various contexts. Following most of the authors, we have applied a looser definition of the concept and deconstructed its rigid criteria. The empirical part of the thesis presents a case study (N=4) based on comparative methods that analyzes variable influence of four particular epistemic communities (the authors of the White Paper on Tertiary Education, Bezdek's Committee, Bezdek's Committee II, and the National Economic Council) on policy-making process and its sources. The role of lobbyist in public policy versus the media image of his activities

The title of this study is "The role of lobbyist in public policy versus the media image of his activities". The thesis focuses on the supposed conflict between the theory of public policy, that confirms the legitimacy of the lobbyist as a person, who can persuade or influence the decision-makers in favour of an interest group and the reports which Czech society recieves through media about the lobbying, that are mostly negative. The qualitative content analysis was chosen for the research and the source of the news is the magor respectable daily in Czech republic Mladá fronta Dnes. The results of the content analysis are compared with the theory and commented by a policymaker, a political scientist and by a journalist.
Mental Health Care i the Czech Republic: Problems and solutions

Problems of mental health care in the Czech republic have been defined in the early nineties. Yet after nineteen years of progress in this area, these problems are still major topics in mental health care policy documents. Main purpose of diploma paper is therefore to analyse mental health care problems and at the same time also might-be solutions. Mental health care problems definitions as conceptualized in mental helth care policy documents are found to be plausible. Though the amount of supportive data is sufficent, there are differences in decisiveness of some arguments. Available solutions are brought up and described in various manners in order to show their own logic, rules and after all their usability. Final conclusions consider the roles and responsiblities of various policy actors.

Quantum and tempo of population ageing process in the twelve countries of the former Soviet Union: Challenges, opportunities and public policies Abstract Population ageing is an omnipresent phenomenon which brings along unprecedented challenges to socio-economic development, especially to employment, social security and public health sectors. The broad goal of this doctoral thesis was to demonstrate that it is time to recognize the importance of population ageing and its dynamics even in the countries with relatively young population structures and to take urgent action through implementation of corresponding policy interventions in order to mitigate and eliminate the upcoming negative consequences and utilize potential opportunities. Research on population ageing in both more and less developed countries is abundant. However, amidst numerous studies, countries of the former Soviet Union remain largely overlooked. Besides, the quantum and tempo of population ageing have not been adequately addressed in the existing literature worldwide. Roma on the pillory - punishment of the Roma in the course of 20. century through the eyes of the public policies

The submitted diploma thesis focuses on the discursive analysis of period documents, drawn from archives, laws, parliamentary debates, other expert texts and researches. The aim of the diploma thesis is to find an answer to the question of how public policies approached to crime and punishment of Roma during the 20th century in the Czechoslovakia, later in the Czech Republic (from 1918 to 2000). The diploma thesis seeks to reveal how public policies approached the Roma as a minority in general, what information they based their decisions on their punishment, what measures they proposed for their re-education and assimilation, and how the public was informed through the periodical and therefore how it was formed public opinion about this minority. The analytical part of the work is based on the basic ideas of important sociologists, including Anthony Giddens, Erving Goffman, Pierre Bourdieu and Michel Foucault. (ENG) Refusal to recognize and enforce arbitral award under Article V, paragraph 2 (b) of the Convention on the Recognition and Enforcement of Foreign Arbitral Awards of 1958 Public policy exception is a deeply rooted instrument used in international documents governing the recognition and enforcement of foreign dispute resolution decisions. It was included in the New York Convention on Recognition and Enforcement of Foreign Arbitral Awards of 1958 since its very first draft, which actually aimed to reform the system of recognition and enforcement of foreign arbitral awards at the time governed by Geneva Protocol and Geneva Convention. Article V section 2 b) of the New York Convention which embodies the public policy exception is quite commonly described as the weakest and the most problematic part of the Convention. In the thesis at hand, the author analyses this provision and conducts a research to find out whether and why the provision is problematic in the practice of the courts. In the first part of the thesis, the author describes the legislative process of the scrutinized provision. The Role of Media and Narratives in the Policy Process: Narrative Policy Framework Perspective

The public policy scholarship says that media interract with the policy process in multiple ways. First of all, they offer various policy preferences. At the same time, they attach meanings to different policy events. This matters when it comes to the audience and its perception of chosen public issues. The media might also become an active participant in the policy debate and transmit their policy beliefs and policy preferences within this debate. The Narrative Policy framework brings these findings together with focus on the important role of policy narratives in the policy process. This master's thesis focuses on the case of family policy measurement adaptation in the Czech republic. The focus lies particularly on the government bill that has increased the parental allowance in 2019. This change has provoked a significant interest of the public and of the media, which were making their statements. The aim of this paper is to explore the form and content of the policy narrative and to say whether the media accounts have actively participated in the policy debates to possibly influence the policy outcome.
Support of youth civic engagement in the Czech Republic: National Youth Strategy for years 2014-2020

The main topic of this thesis is the support of youth participation in the Czech Republic and related national youth policy, as defined in the National Youth Strategy for the years 2014- 2020. The aim of this thesis is to analyze and evaluate the process of creation, implementation and evaluation of this Strategy. Furthermore, the fulfillment of the strategic goal SC8, which focuses on the support of active involvement of young people, is evaluated. The thesis also includes an analysis of key actors, an informalized analysis of discourses related to youth policy and international comparison. Aims of the Strategy 2014-2020 were fulfilled through several implementation tools. The main tools were state grant programs for work with children and youth for NGOs, subsidy programs at the regional level, the Erasmus + program and cooperation with the NN LAG Czech Republic. The analysis of the Strategy evaluation process showed that the real process differed in some respects from the original plan. Monitoring of the fulfillment of strategic goals of the Strategy 2014-2020 should be provided by thematic groups, which, however, disintegrated during the validity of the Strategy. Trans people as a target population of Czech public policy

The master thesis is focused on policy design identification in relation to trans people in the Czech Republic in the time period 2012 - 2020. The work uses the theory of Social Construction of Target Population (TSKCP) written by authors Schneider and Ingram. The goal of this paper is to describe three main elements of TSKCP: content of public policy, political power of the target population and its social construction. Based on this, the paper aims to classify the target group of trans people according to the typology of the theory used. For the purpose of this paper, five interviews with respondents were conducted and especially statements of experts as well as analysis of public policy documents are the key parts for answering the research question. Next, analysis of more than seventy online articles related to the examined population within the given time frame was conducted, thanks to which the question of how trans people are constructed in the Czech internet media was answered. There were two main kategories as an outcome of this analysis, including a more detailed explanation. The work also brings in its results the identification of benefits and burdens that arise for the examined target population from the legislative setting.
