Snižování byrokratické zátěže podnikání v EU

Dostává se Vám do rukou publikace Evropských hodnot, o.s., jejímž ústředním tématem je snižování administrativní zátěže v Evropské unii. Ač zní možná na první pohled technicky až technokraticky, skrývá v sobě problematika snižování administrativní zátěže konkrétní úspory pro evropské podniky, vyčíslované v řádech desítek až stovek miliónů eur. Věříme, že zejména v době hospodářské krize, zvláště citlivé na náklady, které jsou na evropské podnikatele právními předpisy uvalovány, je toto téma nanejvýš aktuální. Lze jistě namítnout, že jsou oblasti, které trápí objektivně evropské podniky více, neboť jim přinášejí nepoměrně vyšší náklady než informační povinnosti z nadbytečného „papírování“. Téma snižování administrativní zátěže je však důležité nejen z hlediska konkrétních dopadů, vyčíslených v kvantifikovatelných úsporách pro evropskou ekonomiku. S tímto téma- tem je spojena i obecnější problematika modernizace státní správy, jejíž rolí je jednoznačně vymezit a všemi dostupnými prostředky vymáhat dodržo- vání pravidel na trhu, ovšem pouze v míře nezbytně nutné. Tedy takové,do které je intervence státní správy a regulace v obecnějším smyslu přínosná pro rozvoj ekonomiky a uvolnění jejich hybných sil. Státní správa na evropské i národní úrovni jako otevřený a kvalifikovaný partner podnikatelů i neziskových organizací je i vizí Evropských hodnot. Mezi naše prioritní dlouhodobé závazky patří liberální a konkurenceschopná evropská ekonomika a s ní spojený regulační rámec, který dlouhodobou prosperitu Evropě umožní. Není proto náhodou, že jsme si za jednu z oblastí našeho zájmu, které jsme věnovali veřejnou diskusi, v rámci programu Evropský klub, vybrali právě problematiku snižování administrativní zátěže. Publikace, kterou jste před několika chvílemi otevřeli, má za cíl při- blížit Vám výsledky této veřejné debaty, pořádané v září 2009 v prostorách CERGE-EI. Na tuto diskusi navazuje i rozhovor se zástupcem Evropské komise Manuelem Santiago dos Santosem, který Vám přinášíme na dalších stránkách, stejně jako článek místopředsedkyně Evropských hodnot Aleny Falathové uveřejněný v deníku Mladá fronta E15, který se stal mediálním partnerem Evropského klubu. Tato publikace, ale ani uspořádání zářijového Evropského klubu na téma Snižování administrativní zátěže v EU, by nebyly možné bez laskavé pomoci našich partnerů – informační kanceláře Evropského parlamentu, Odboru informování o evropských záležitostech Úřadu vlády ČR, společ- nosti Fujitsu Technology Solutions s.r.o., nadace Konrad Adenauer Stiftung, Evropského hnutí v ČR a společnosti Donath-Burson-Marsteller.

New Public Management

This thesis deals with the reform theory of public administration called New Public Management, which is based on tools used in the private sector. The theoretical part provides a critical view of rational bureaucracy and seeks to highlight the benefits of using modern methods of management in the public sector. The practical part, mainly focused on the implementation of the New Public Management tools in the practice of public administration in the Czech Republic, is based on the results of empirical research.The survey results indicate use of particular methods of measuring the quality of public administration in the Czech Republic.
Risks of trading and doing business in Black Africa

Its aim is to provide not only a comprehensive overview of the risks that may complicate market entry and business itself, but also methods of minimizing or overcoming them and specific examples.
Personnel management in public administration

My thesis is focused on the personnel management in public administration at local self-government units, which currently gains importance due to the ongoing reform. Human resources form the basis for quality and efficient work of offices. The aim of thesis is to analyze and evaluate personnel management in selected offices of Prague including recommendations for its improvement. The theoretical part, mainly focused on role of official in public administration and activities of personnel management, in addition to scientific literature is based mainly on Act No. 312/2002 Coll., on Officials of local self-government units. The practical part is based on the results of empirical research on which the current evaluation is made and provided recommendations.
Does Rate of Corruption Depend on Composition of Czech Government

This thesis is concerned with rate of corruption in relation to the composition of the Czech gorvenment during 2001 and 2010. The test broadly confirms the hypothesis, that governments with different ideology are liable to different scales of corruption. Data set in thesis is closely connected with bureaucracy and public sector. With help of Eurobarometer data, index of transparency of Public Procurement and Concessions and start-up conditions correlates left-wing government with corruption the most. The weakest correlation with corruption shows center-right-wing government. Test doesn't take into account differences of moral values of adherents to a various political parties, but only the differences in their policies.
Theory of bureaucracy - the comparison of providing security public and private sector

The goal of this study is to show the difference between state police and private security agencies, which are hired by individuals or smaller organizations to protect their property and safety. In the theoretical part, I will present basic knowledge of economists focusing on the topic of bureaucracy (Mises, Niskanen, Parkinson, Weber). In addition along with bureaucracy's expansion in various sectors of government services, such as public safety. In the analytical part, I will compare the activities of police, as a national provider of public good of safety, with the possible actions of others groups, such as the private security agencies. These agencies presenting the private sector acting based on supply and demand. I will try to answer the question on whether the public police is efficient compared to security agencies based on reports about behavior police, the incentives to improve their activities with strategic plans for the future and gains and expenditures data of the state budget. Or are the police overwhelmed with unnecessary paperwork? This paperwork might make it difficult for public police to observance its fundamental duties. The goal of this study is to find out at what level provides police service to the public, and then compare it with private security forces, emerging as the business sector in the Czech Republic since 1990.
State corporation as a source of political capital

This thesis deals with the question whether a state public enterprise is the source of political capital in the conception of the theory of rent-seeking on the example of the Czechoslovak state spa. The theoretical part explains the concept of political capital and the concept of rent-seeking theory from the view of Public Choice Theory. The analytical part is concerned with the fate of state spas in Czechoslovakia. The probe into the historical period of the First Republic is examined what happens to these spas, what is their place in the state budget, what is their fulfillment of stated objectives and which characters of rent-seeking in the form of political capital are observed at this state company. Based on this analysis it is concluded that the state spa enterprise is practical example of the theory of rent seeking and the source of political capital.
Analysis of bureaucracy in the Czech Republic in the example of Česká správa sociálního zabezpečení

This thesis is applying of the growth of bureaucracy in the Czech Republic. The principle of the thesis is analyzing of hypothesis. When the number of civil servants grows, that number of clients grows up too, or not. And in which proportion. Initial institution, which is analysed, is Česká správa sociálního zabezpečení. The thesis is divided into two parts. First part is occupying of definition a description of bureaucracy and the most important theoretic concepts according with specialized literature. Second part is focused on construction of econometric model, which involves with hypothesis. There are allowed for factors, which are influencing number of civil servants. Finally there are mentioned a predictions of number of civil servants.
Reflections on the crisis of authority in terms of philosophy of education.

The thesis analyzes the crisis of authority in education. The first part deals with an analysis of the contemporary concept of authority; the definition of dimensions, legitimacy, power, bureaucracy, charisma, obedience to authority, authoritarianism, and the definition of the crisis of authority in society. The second part evaluates the knowledge, defines crisis of authority in education, analyses the roots of this crisis, and offers a solution. The final part deals with the definition of animation as a third dimension of education and defines its potential benefits in the issue of crisis of autority.
