Participation and Representation of Roma in the Czech Republic, Especially in Social Inclusion

Diploma thesis deals with the participation and representation of Roma in the Czech Republic mainly in social inclusion. Generally in the Czech Republic the principles of the participation are underused during the development and implementation of public policies. A certain change occurs at the local level. In some towns there are gradually promoted models of the participation and representation of the population of excluded localities. This thesis deals by the methods of case study, summative evaluation and observation with implementation of certain local good practice: the system of the caretaking in the town Kadaň - Prunéřov, which primarily addresses the issue of housing in the socially excluded locality, but with the full participation of its people, including the creation of a natural representation, leading to the improvement of social skills of people, their self-confidence and willingness to engage in solving their unsatisfactory situation. Gaining Independence of Clients of Facilities of Alternative Education Care in International Comparison

Gaining independence of clients in the system of the alternative education care is the cardinal topic of the work. Within the framework of the international comparison, the author analyses and makes a survey of the problems accompanying this process. The work does not contain only the conclusions the author came to based on the research in chosen countries (Czech Republic and Poland) but also presents suitable recommendations how the problem of gaining independence of clients of the alternative education care can be solved. The introductory part is applied to theoretical solutions, the international comparisons and examples of a good practice abroad. The author follows opinions of different experts in causalities of the problem from the influence of the biological family through socialization of the clients of the education care to the very problems of the institutional care. He presents these opinions subsequently in the context. In the methodological and research parts the author tries to answer the cardinal question: "What is way the clients of the alternative education care are prepared in order to gain independence?" Homelessness and real possibilities of returning to the labour market

This bachelor thesis aims on determination of contemporary and potential future possibilities of return of target group - homeless people on labour market as the way of their social integration to the society with the focus on Prague, and own formulation of measures for further dealing with this issue. Data obtained from available literature, academic articles, public policy documents, web sites and expert interviews are used for analyses. Outputs of conducted analyses show that contemporary possibilities of returning to labour market for target group of homeless people are very limited, especially in terms of number of employment offers suited for this target group. It was revealed, that this way of integration is not treated with adequate attention, which is needed for improvement of current situation. Recommendations for dealing with this issue were formed based on performed analysis, between which I count emphasis on individual approach to homeless people as a specific target group and creation of direct measures for the development of their employment by supporting social entrepreneurship, creation of better starting conditions for new projects and implementation of reliefs for employers from private sector.
Socially excluded locality and its perception by municipality politicans

The Diploma thesis focuses on the topic of Socially excluded locality and its perception by municipal politicians. The topic is researched in three specific municipalities within a region and on the approach of local municipal politicians towards the issue of social exclusion, while the close proximity of the municipalities also allows to monitor the diversity of particular municipality's approaches on the issue of social exclusion. In the thesis the concept of social exclusion is defined and also described historically both in global and European context. The concept of social exclusion is closely related to the topic of socially excluded locality and the adoption of socially vulnerable people by the majority, therefore the second chapter of the thesis is devoted to this topic. Another theme prepared on the basis of the professional literature focuses on description of the specific situation in the Czech Republic, possibilities and scope of national and municipal politicians' activity. Social Housing in the Czech Republic - The Story of one Law

Diploma thesis "Social Housing in the Czech republic - a story of one law" deals with an issue of attempting to adopt a law of social housing in the Czech Republic. The thesis is based on historical institutionalism approach that identifies institutions as the essential factors on development of an enviroment where the formulations of design of the social housing policy come from. The analytical part follows a pattern of social constructivism and applies the features of discoursive analysis. The conclusions drawn from the analysis indicate that there are two dominant discoursive frames which influence the public policy debates on how to deal with the problem of non-existence of social housing in the Czech Republic. One discoursive frame points out the liberal perspective which is based broadly speaking on economical calculus and importance of individual deservedness. The second - social - frame promotes the principles of social cohesion and solidarity with the most vulnerable groups in society. These perspectives influence the shapes of suggested policy arrangements that are presented as a solution of an inaccesability of housing for specific groups in society and most likely determine possible controversions in the future.

The Diploma thesis focuses on the issues of social exclusion and people threatened by social exclusion phenomenon. In the thesis I address the process of social inclusion, which is related to socially excluded localities based on particular characteristics and local problems. A separate chapter is devoted to the method of community work that is focused on the effective response to the needs of socially excluded people. Furthermore I emphasize the work of the Agency for Social Inclusion, a major instrument of the Government of the Czech Republic, providing support to municipalities in the process of social integration. The relationship of the majority towards the socially excluded is also discussed within the thesis. Many studies consider the municipality and its government to represent the key role in the process of social inclusion of people endangered by social exclusion. However in the reality there are big differences among the municipalities with regard to the operation and support of socially excluded people. Social departments of some municipalities are acting proactively, others are not. The main difference lies in the self-government approach. Development of Czech social inclusion policies

The thesis "Development of Czech social inclusion policies" looks at what factors influenced the development of social inclusion policy, focusing primarily on socially excluded Roma since 1989. In the period after 1989 Czech public and social policy was under influence of many factor including both external ones, resulting from the efforts of the Czech Republic to join the European Union, or later from the membership itself, as well as internal ones, arising from the need to ensure the functioning of the system in a rapidly changing socio-economic conditions. When mapping the development of the policy attention is paid particular to the impacts of the process of European integration and institutional changes that are reflected in the implementation of social inclusion policies. Furthermore, the text seeks to uncover the causes and effects of changes in development of examined policy. Those identifying factors that may be considered essential for the development of Czech social inclusion policies, went from thematic analysis of interviews with experts. Data obtained from respondents are then often supplemented by more detailed information from literature and public policy documents. Life changes and opportunities for social services clients in the deinstitutionalization process

The bachelor thesis deals with the de-institutionalization of residential social services, their transformation for care provided in natural community (or the social services provided to the community way). Specifically, it focuses on the direct impact of these changes on the lives of the clients of social services in acquiring new competencies for everyday life. It also describes the general procedures and resources for the preparation of social services and clients to this change. In the practical part describes the changes in the lives of specific clients of social services and determines whether to important changes in their lives no longer occurs during training or after moving outside the institution.
