The topic of this thesis is to analyse the competence boundaries of social workers in state administration. The theoretical part is focused to establish the definition of state administration and the latter part of the theoretical part is aimed at social work and social workers in said administration. The main goal of the thesis is to to study the competence boundaries of social workers and their methodswhile facing the limits of their competences. The practical part of the thesis was executed by a qualitative research strategy, to be exact by questioning and semi-structured interviews. The informants were chosen based on their work in the state administration in different institutions and with varied experiences. It is clear from the results that each social worker has a different view on their competence boundaries, although all of them respect and folow a common framework stated by the law. If a social worker finds themselves into situations in which they are facing their competence boundaries, they have described strategies which they apply in practice. Those strategies include indentification of areas in which they feel a lack of their experience and expert knowledge, searching for fitting methods on how to find expert help. This approach allows them to solve situations which overstep their competences more effectively, yet ensure quality care and support for clients.

SASKOVÁ, Sabina

In the introductory chapter, the concepts of inclusive education, the division of inclusive education into preschool, and basic and support measures are defined. The terms pupil with special educational needs, types of education for these pupils, and the counseling system in the Czech Republic are defined in the second chapter of the theoretical part. The last chapter of the theoretical part is devoted to the teacher, his personality, and competencies in the education of children and pupils with special educational needs. The practical part tries to fulfill the research goal, which is to find out and describe, from the point of view of kindergarten and primary school teachers, their professional competence towards the education of children and pupils with special educational needs. To achieve the research objective, a mixed type of research was chosen. Quantitative research was conducted in the form of a questionnaire survey, in which a total of 112 elementary and kindergarten teachers participated. The data obtained from the questionnaire survey were analyzed and sorted by first-level procedures and are subsequently presented in graphs. To increase the quality of the research, one semi-structured interview was conducted with a primary school teacher who has experience in educating pupils with special educational needs. From the results of the research, we can conclude that pedagogues approach the education of children and pupils with special educational needs mostly positively. However, there are deficiencies in the education and training of teachers to accept these children in their classes. The vast majority of educators use self-study to feel competent enough. However, exactly 77.5% of the teachers who participated in the research rate their work very positively and were satisfied with their pedagogical skills in the education of children and pupils with special educational needs. This bachelor's thesis can also be used to optimize educational programs for primary and kindergarten teachers in the education of children and pupils with special educational needs.
