Primary school choice - an important mechanism influencing equity in education Jaroslava Simonová Abstract This dissertation describes the process of school choice in primary education and the factors influencing it. Using a qualitative grounded theory design, the work builds on data from 41 interviews with parents from diverse socio-economic backgrounds. Parents' decision-making about school choice is shaped primarily by the organizational needs of parents and their inner need to be a "good parent". When being interviewed, parents report a number of criteria, which, according to them, are important in school choice. However, for many of them they fail to obtain relevant and reliable information. Therefore, they may eventually make a decision based on criteria other than those referred to as important, although they are rarely aware of this shift and the change in criteria. There are three unavoidable criteria in decision-making: availability, reputation and the emotions that parents experienced at school during their visit. Problems of further training in public administration in Czech Republic

Diploma thesis "Problems of further training in public administration in the Czech Republic" deals with the problems of civil servants training, particular attention is paid to the training system in the municipal authorities. The thesis gives a brief overview of the evolution of public administration reform, within the educational policy for public administration emerged. The current system of further training, its components, legislation and interested stakeholders are described in detail. The practical part is devoted to research of civil servants training in municipal authorities, which aims to identify the problem areas. The survey results pointed to 9 problems which are lack of funding, the problem of return on investment in education, low or inappropriately oriented motivation of public servants to further education, the quality of some educational institutions, respectively lectors, difficult evaluation of the results and effects of education, ineffective rule of mandatory 18 training days for 3 years, proficiency test, position of management authorities to education and low effectiveness of e-learning education. At the end of the paper options for solving these problems are outlined.
Stakeholders attitudes toward education policy management

In this diploma thesis I focus on the issue of leading processes in the sphere of secondary education in the Czech Republic. In a narrower sense, I deal with the process of key models of the governance concept in a specific framework of educational policy from the stakeholders' perspective. The main outline of the work was created before the project Strategy 2030+ was launched and works as a certain retrospective of players approaches before that time. The basis of the work lies on my own primary qualitative data analysis arising from interviews with nineteen key actors. The aim of the research is a certain insight into the perspectives of actors with the intention of revealing the state and future possibilities of Czech secondary education in the field of multilevel governance. For this purpose, I have chosen the path of critical perspectives, which follows the exposed places of the mentioned subsystem. Following this objective, I try to define potential relationships among revealed facts. This work also has two remarkable outputs. The first is a theory of weak link that I created to anchor some difficult-to- explain outputs, and the second is documenting the process of creating an analytical filter for Atlas.ti software.
Introduction of Compulsory Pre-school Education in the Czech Republic.

This diploma thesis is focused on the implementation of a specific measure within the educational policy in the Czech Republic. The aim of the work is to describe the introduction of regulation in the form of compulsory pre-school education in terms of setting the agenda and its subsequent enforcement. Furthermore, the aim of the work is to explain the introduction of regulation with respect to the arguments of individual actors. There is a wide range of actors who comment on the issue, these actors form a coalition that shares their beliefs. It is important to mention that the topic of integrating socially disadvantaged children into society is a much- discussed and sensitive topic also at the international level. Another goal of the work is to capture and describe the discussions concerning the functioning of regulation after its introduction, in connection with stakeholders or published research. The thesis "The Evaluation of University Education Quality: The Comparison of the Czech Republic and Kazakhstan" disputes about quality evaluation system in university education area in the Czech Republic and Kazakhstan. During the elaboration of this thesis several analyses were made: the qualitative analysis of the documents from the area of education quality assurance; analysis of the internal and external evaluation of university education quality and the analysis of actors. In conclusion are presented the recommendations for governmental level of decision making process and the university network.

The study "Preschool education. The unequally chance to the uniform quality and accessibility of preschool education and the consequences which result from" analyze the conditions of preschool education in terms of education policy and legislation in the Czech republic. The study deal with aspects, which contribute to the inequality in this area. Within the analisis, the six main reasons for the preschool education were identified. In the concrete: Problem of regional inaccessibility of preschool institution, the discrepancy between payment in the preschool institutions, the quality of pedagogue and the nubmer of children, who care for, the problem of curriculum and the quality of preschool institutions. The lack of information on the area of preschool education is also problem. Firstly, the area of preschool education should be more identified to its solution.
The Ways and Means of The Communal Family Policy in Prague

Author deals with possibility of making communal family policy in Prague. Author shows the drafts, how such kind of policy can be developped. The first part of this study offers analysis of conteporary stage in the several levels - stakeholders analysis, where the key stakehlders, their attitudes, reciprocial relations and ways of communication are marked out. Another part of analysis is the comparison analysis - the specific characteristics of the city districts are analysed, as well as the characteristisc of the regions and the Capital of the Slovák Republic, Bratislava. The secondary data are ušed as well as the primary data derived from the author's research. The second part of the study deals with the designs of the communal family policy in Prague and the description of the policy tools, according to the findings another methods are ušed - e.g. construction of the problems and goals trees and the future scenarios. There are many supplements in the study, mainly the tabs, schemes and other materials in the appendix.
In service teacher training in the kontext of lifelong learning

This thesis is focused on present Czech system of in-service training of the teachers of elementary schools in context of lifelong learning and international strategies and documents. It outlines strategic documents relevant to lifelong learning, pedagogical workers and their education, respectively their parts and lays the question, how much the present legislative and organizational framework contributes to their fulfilment. The thesis is devoted to analysis of current system of in-service training - its legislative framework, institutional and organizational structure. It is interested in views and functioning of different participants: institution of resort system of in-service training and organization of civil sector, but mainly in realization of in-service training in schools and in views of teachers themselves - e.g. participants to which the issue relates the most. Variability of approach to in-service training is illustrated on several examples. Based on analysis of legal norms, studies of documents and professional literature and dialogues with the main participants SWOT analysis was made and main problems of current state were identified. Mental Health Care i the Czech Republic: Problems and solutions

Problems of mental health care in the Czech republic have been defined in the early nineties. Yet after nineteen years of progress in this area, these problems are still major topics in mental health care policy documents. Main purpose of diploma paper is therefore to analyse mental health care problems and at the same time also might-be solutions. Mental health care problems definitions as conceptualized in mental helth care policy documents are found to be plausible. Though the amount of supportive data is sufficent, there are differences in decisiveness of some arguments. Available solutions are brought up and described in various manners in order to show their own logic, rules and after all their usability. Final conclusions consider the roles and responsiblities of various policy actors.
