Migration policy and its role in implementation of population development strategy of the Republic of Kazakhstan Abstract This work addresses the issues of migration policy and its role in population development of Kazakhstan. Migration and demographic development of the Republic of Kazakhstan had become prominent subjects of strategic policy under the new geopolitical reality and socio-economic development since the early 1990s. The intensive outflow of population during this period resulted in change of different quantitative as well as qualitative population characteristics. At the same time, the ethno-demographic disproportions maintained in the previous decades speeded up the "nation-building" process which was represented namely by policy on ethnic return migration. Thus, under these circumstances migration and demographic policies were placed among the priority issues of national security of the RK. In this contexts, the analysis presented in the submitted disseartion displays the effect of migration flows on demographic, socio- economic and ethnic composition of population. Classification of rural municipalities by developmental potential

The issue of rural areas in the Czech Republic concerns about 5,800 municipalities, what is 93 % of all municipalities in the CR. These municipalities cover more than three-quarters of the CR territory where live over 3 million inhabitants, more than one third of the total population of the CR. Although there is consensus that the countryside faces a lot of problems which affect the lives of many people on a large territory, the adequate attention to this topic is still not given by official authorities. This confirms the facts that the CR has not adopted a clear definition of rural areas yet and the rural policy is not a priority of programs of political parties. But the urgency of solving problems in recent years stepped up. Quantity of scientific teams that focus on countryside problems increased. They are defined different typologies of rural areas, are seeking methods for dissolve disparities among different areas, there are efforts to measure the development potential of municipalities. Citizen participation in shaping local politics in Beroun district municipalities

The subject of the thesis is the citizen participation in municipal policy of two municipalities of district Beroun. The thesis is focused especially on what is political climate in municipalities, how local government representatives evaluate participation rate of their citizens and if is possible to find this participation in specific analyzed processes of municipality. The thesis is based on two primary theoretical concepts which are public policy as a cycle and participation. There is used several types of input data from non-standardized qualitative interviews over documents in the form of municipal newsletters and petitions to the contents of discussion forums of municipalities which are used to answer the research questions. The results of the survey show that despite the pessimistic views of local government representatives on degree of citizens initiative and willingness to participate is this initiative and participation present both in auxiliary form and in the form of a protest in both municipalities.
Public budgets as a tool of control of public policies

Diploma thesis "Public budget as a tool of control of public policies" discusses the relationship of public and budgetary policy and the possibility of using public budgets as a tool to control public policy with using budgeting methods, respectively systems of allocation of public resources. The aim of the thesis is to identify how the use of the means of public budget, whether it is used as a tool to control public policy and how it is in this area the legislative framework. Another objective is to identify real (political) work in practice and whether it corresponds to the present legislative framework. The diploma thesis focuses primarily on the state budget as the most important budget from the budget system of Czech Republic. These phenomena I examined on the basis of document analysis, analysis of the theoretical journal of the Ministry of Defence Military Perspectives and on the basis of interviews with the staff of Economic Section of the Ministry of Defence. Participation of Sokolov Inhabitants in the Municipal Civil Administration

The thesis "Participation of Sokolov Inhabitants in the Municipal Civil Administration" deals with participation and political culture in the town and gives us results to what measure both participial political culture and collective social capital influence the participation of inhabitants. There was a relationship of participation, trust, bridging social capital and a participatory political culture demonstrated by relational analysis in this thesis. There are formulated recommendations for local government based on gained knowledge. These recommendations state how to use the participation of inhabitants in city government more effectively.
Public policy of sects and new religious movements in the Czech Republic - Stakeholders analysis.

This work addresses the issue of sects and new religious movements from the perspective of public policy of Czech Republic, namely its relevant people involved in the field of policy making. In the first part we learn more about the definitions of the term sect, new religious movements and public policy from the terminological development to the definition within the scope of work. It also includes legal definitions, how does the Czech Republic operate with them. The second part is focused on the characteristics of pulic policy - places, people involved, tools and process - as and indispensable part of creation. Emphasis is placed on the analysis of people involved who are involved in this work and arrange for its subsequent implementation. Each person involved is described in terms of the characteristics of the issue, of its function in public policy, of the evaluation of the existing work and of the interest, influence and position they have in this issue.
Evaluation as a part of the public policy process

The diploma thesis "Evaluation as part of the public policy process" deals with the evaluation as an essential part of the public policy cycle. Its aim is to verify whether the evaluation takes place in practice, as defined in public policy theories and evaluate approach to evaluation at the level of the Operational Programme Human Resources and Employment. Properly should it be evaluation of the impacts, 3E principles should be observed and the results of evaluations should take into account in other cases. While processing I used the method of analysis of secondary data and methods of in-depth interviews. The conclusion is that the evaluation of projects supported at the level of the OP HRE is not proceeding at all, exists in part at the program level.
Family Policy in the Programmatic of the Chosen Czech Political Parties

The main premise of this thesis is that political parties are policy actors and that they have an influence on the family policy in the Czech Republic. This paper analyzes political programs of ČSSD, KDU-ČSL and ODS. The qualitative approach to research of party documents was employed. The conclusion is that the core idea of family policy is the relationship of each party to the term "family" (which social meaning it bears) and to the state. This idea has an influence on setting the themes of family policy in the programmatic and on proposing family policy tools. The relationship between "family" and "state" is the space where the ideas of political parties meet. However, there are some themes in which it is possible to find partial or full parity. We can see in these themes some outside conditions, which have an influence on setting themes and tools. In some cases they can move the core idea of family policy in the programmatic of the chosen political parties.
Potential of Social Capital for Rural Development

The topic of this thesis seems to be very actual and demanded. The active role of all the participants confirms it. It was proved the countryside has to solve a lot of serious problems. The mayors are those, who have to carry this burdens and responsibility for solutions. Nevertheless they don't have enough resources especially financial, personal and social to effectively solve the problems. Thus they are more under pressure of actual problems than on the place of strategic planning. Meeting this disappointing conditions there are some problems at some villages satisfactorily solved. The big role is assigned to active inhabitants, which have their own inner motivation not connected to any material reward. Building relationships with them and proclaiming proud that they are inhabitants of "our" village is one of the ways how to build social capital. The important is not to depress these people by huge bureaucracy. The LAGs should be a good organization for covering activity of such people. They can add some material resources and also strategic dimension to these activities. But the LAGs contribution to the municipalities' development was not unambiguously proved. There are not too big results of the LAGs in Czech Republic because of very short LAGs history over here. The actual policy at this area doesn't...
