Jednou z nejdůležitějších charakteristik tohoto systému na určitém území je míra zapojení různých skupin poskytovatelů sociálních služeb přímo do poskytování sociálních služeb na daném území. V této souvislosti je stěžejní především rozlišení mezi veřejnoprávními a soukromoprávními organizacemi (tj. v prvním případě organizační složky státu, obce, státem, kraji nebo obcemi zřizované organizace, ve druhém případě tržní subjekty, fyzické osoby - podnikatelé nebo organizace občanského sektoru). Současné uspořádání systému sociálních služeb předpokládá, že obě tyto skupiny organizací mají mít při poskytování sociálních služeb - přinejmenším teoreticky - stejné možnosti. Cílem této práce je především vyhodnotit míru zapojení institucí veřejné správy (stát, obce, kraje) do poskytování sociálních služeb, pozornost je přirozeně věnována i službám poskytovaným... The extent of provision of social services by organisation representing different institutional sectors should be considered as key characteristics of this system. Two main groups of organisations should be distinguished in this regard primarily - public and private organisations. However both these broad categories consist of different subjects: state, regional or municipal organisations in the first case and for-profit organisations, entrepreneurs, social enterprises or non-profit organisations in the second.
