Structural limits of the support system of employment for people with disabilities

The thesis focuses on what are the structural limits of the system of support for employment of persons with disabilities. To answer the research question, great attention is first devoted to getting acquainted with individual actors in this issue. This substantial part of the thesis is followed by a presentation of the theoretical anchor of the thesis, which is New public management and game theory. Subsequently, the thesis presents a wide range of data on which it is based. A significant part of these data are purposefully collected primary data, the analysis of which provides a unique insight into the labour market for persons with disabilities. The benefit of the thesis also lies in the combination of a large number of other data sources, which are collected in the Czech Republic, but whose summary interpretation has so far been lacking. Individual analytical parts of the thesis then answer the research sub-questions. In the final discussion, the results reflect the theoretical bases used. The main conclusion of the thesis is that the current system setting puts obstacles for a wider level of integration of people with disabilities into the labour market. Community Interpreting at Labour Offices - Case Study

The present thesis focuses on the use of community interpreting in public services, with particular focus on Labour Offices. It builds upon the project Development of Labour Office counselling for foreigners carried out by the Fund of Further Education between November 2013 and November 2015. Pilot testing of community interpreting at selected branch offices of the Labour Office of the Czech Republic took place in the framework of the project. The theoretical part presents a brief overview of community interpreting and the specifics of its use in communication with public authorities. Then follows a panorama of the situation of community interpreting in selected countries of the European Union. The aim of this panorama is to describe how Labour Offices in these states work with people with limited knowledge of the country's official language. The empirical part analyses outcomes of in-depth interviews with Labour Office employees carried out for the purpose of a project evaluation study. Apart from that, we analyse outcomes of a survey conducted among interpreters who took part in the project. The results of both analyses helped create a comprehensive overview of the project. The situation of low-educated mothers on the labor market after the parental leave

This thesis focuses on the low employment of low-educated mothers after maternity leave, which accumulate disadvantages in the form of motherhood and lack of education. I assume that low-educated mothers face special challenges that other groups of mothers do not. These issues cause barriers to returning to the labor market and are the cause of high unemployment of these mothers. In this work I conducted qualitative research - interviews with mothers and street-level bureaucrats. I found that the main problem is that mothers work in the secondary labor market, which are often found working in shifts. Shift work does not allow them to balance work life with institutional childcare. These mothers have low human capital, resulting in difficult negotiations with employers - so often unable to enforce their claims and rights and become unemployed. In this thesis I have identified external and internal causes of unemployment among low-educated mothers and their impacts. I also found out that the labour office is providing quality services differently because of insufficient resources.
Candidate selection methods and its targeting within Active Employment Policy

1 Abstract Bachelor's thesis "Candidate selection methods and its targeting within Active Employment Policy" focuses on applicant selection methods and criteria, usage of early assessment methods, factors influencing effects and goals of the Active Employment Policy (AEP) and evaluation of the methods and criteria, which are being used at labour offices in Prague. Theoretical section focuses on explaining several crucial terms, which are directly related to selection methods and the AEP focus. At first, a concept of AEP is introduced, followed by a section explaining individual tools. Succeeding part describes factors effecting AEP goals and factors effecting the outcome of individual measures, which are consequential to AEP programs targeting. Last section is dedicated to the methods of early assessment of high-risk groups. Analytical section contains interview analyses, which were conducted with employees of labour offices in Prague. The results are divided into five chapters according to the survey question focus area. The outcome of the survey signifies that a personal approach to each applicant is being preferred. Another crucial factor is applicant's motivation.
Administration of labour policy in the relation to people with disabilities in the Czech Republic

The thesis "Administration of labour policy in the relation to people with disabilities in the Czech Republic" presents the actual usage of labour policy instruments in supporting employment of people with disabilities in practice. It analyses limitations of the handicapped which are caused by physical and mental disabilities, their right to work and labour policy instruments providing employment support to people with disabilities and practical usage of these instruments based on the statistical information in the theoretical part. Research is focused on finding out whether and in which aspects do the needs of people with disabilities while looking for a job and the needs of employers coinside with the support provided by labour offices in Benešov and Česká Lípa districts."
Violation of the Employment Act

Violation of the Employment Act Abstract The purpose and aim of this dissertation work was compactly and coherently to describe the individual types of violations of legal regulations in relation to their consequences for individual entities against whom the negative impacts are directed. The work, based on the current legal regulation of employment, divides the violations of obligations into individual areas, which can be further broken down by entities violating obligations and (by) the seriousness of individual violations. The issue of violation of the Employment Act includes two fundamental areas. The first area, which forms an inherent part of most substantive regulations, is the area of administrative offenses, responding primarily to violations of obligations imposed upon employers. Especially the third, fhe fifth and the sixth chapter focus on this field. The second area of the Employment Act, which is vital for the topic at hand, regulates and sets obligations for individuals, persons interested in the job and especially job seekers who, through the Labour Office, exercise their basic social rights guaranteed by the Charter of Fundamental Rights and Freedoms, i.e. the right to work. The Social Aspect of the Success of People over 50 on the Labour Market in the district of Písek

The bachelor thesis "Social aspects of employment of people over 50 years in the labour market in the district of Písek" deals with the position of people 50+ in the labour market and especially with their perception of themselves. The purpose of this thesis is to find out if these people feel more disadvantaged than people who have not reached the age of 50. At the same time, the quantitative research strategy identifies the differences between the two age categories. I examined the whole issue mainly on the basis of a questionnaire survey, as a complementary part, there a qualitative research strategy in the form of semi-structured interviews with employees of the Labour Office was chosen. The research showed that the majority of participants 50+ in the questionnaire survey consider the age, health limitations, lack of education and preference of younger jobseekerss as the biggest disadvantage in their age category. At the same time, research has shown that people over 50 are more skeptical and generally have greater distrust of themselves than younger jobseekers. Interviews with Labour Office employees confirmed that they also see more employers' interest in younger jobseekers and, at the same time, the diminishing self-confidence of people over 50 years of age, which declines with each passing day in the job seekers register. I am convinced that the research and whole thesis will more clearly describe the issue of employing people over the age of 50. The researched facts can be pivotal in solving problems related to unemployment at a later age and can also serve as new information for students of social studies. The bachelor thesis can also serve as one of the stimuli leading to reflection on the issue of aging of the Czech population, which is reflected in many social aspects and in the future it will be increasingly reflected not only on the labour market but also in other areas of our society.
Activation of the Unemployed Youth in South Moravian Region

The aim of this thesis is to investigate the activation of unemployed young people up to the age of 24 through the Labour Office of the Czech Republic. The thesis analyzes the functioning, possibilities and specifics of the individual tools used to activate the target group. The case study focuses on the South Moravian Region. Special emphasis is therefore placed on tools and measures of active labour market policy and projects in this region. The aim of the thesis is to evaluate the functioning of activation tools and measures of the Labour Office in the South Moravian Region towards unemployed persons up to the age of 24. The theoretical basi sis the concept of activation, understood in the work as an aktivity leading to employment. Another theoretical foundation is the concept of policy cycle, namely its two phases - implementation and evaluation. The analysis of public policy documents and statistical data will be supplemented by interviews with managers and employees of the Labour Office of the Czech Republic, dealing with individual tools and measures, who provide their insight into the issue. The questionnaire survey will also identify the views of young job seekers.
The Analysis of the Employee Educational System in a Selected Organization

The main objective of this thesis is to analyse the current system of education of employees in a selected organization and give several suggestions on changes that can be made. The chosen organization is Labour Office located in Jindřichův Hradec.The analysis is based on a personal interview with director of this organisation and on employee questionnaire results.
