Stakeholders' attitudes towards policy of cost- sharing in Czech higher education institutions

The topic of my diploma thesis is a policy of cost- sharing in the Czech higer education system. Discussion of the cost- sharing policy implementation in the Czech higer education system has taken place for almost twenty years. Yet no form of tutition fees at higer education institutions was introduced. The cost- sharing seems to be a controversial element in the effort to reform the system of Czech higher education financing. The Czech higher education system needs a reform. There are many problems: worsening financial situation of higher education institution, a low efficiency of the system, inequitable access to higher education etc. Policy making is a complex process, which comprise of many factors. In this process, stakeholders plays a very important role. Stakeholders are those, who are interested in the policy or those who are influenced by it. In my thesis I want to clarify a dispute about the policy of cost- sharing in the Czech higher education. To reach this goal, I try to describe the attitudes of higher education policy stakeholders to the cost- sharing in the period of 1992- 2012.
The Support of youth football at the amateur level in Prague

This bachelor thesis deals with The Support of youth football at the amateur level in Prague. Youth football is run by sports non-profit organizations. The support of youth secures the availability of football for children and youth. The main aims of this thesis is to describe the support of youth football at the amateur level, to discover and understand the real problems that clubs face in running youth teams, and to compare the goals of organizations providing the support of youth football with the goals of clubs themselves. The first part is devoted to the theoretical framework. Theory of Street- level bureaucracy by Michael Lipsky predicts that mainly public service workers, the street-level bureaucrats, have a great influence on the performance of their profession, because they interact directly with citizens in the course of their jobs. Problem indicators and conflicts of goals are often in street-level bureaucrats work. The diploma thesis "Accountability in tertiary education in the Czech Republic" is based on the concept of accountability, which is defined as a social relation between two actors, where one actor is obliged to justify his conduct and behavior to another. This diploma thesis has been mainly written on a theoretical base - the accountability concept, which will be applied in the Czech tertiary education. The main aim of the presented diploma thesis is to find out, whether the concept of accountability in the Czech Republic will contribute to the expansion of a professional knowledge in tertiary education system. The set aim further allows verification, if accountability as a concept might be beneficial for further research in this field. The objective of this diploma thesis will further describe how accountability is applied in the tertiary education and outline such a complex network of relations between actors. Primary school choice - an important mechanism influencing equity in education Jaroslava Simonová Abstract This dissertation describes the process of school choice in primary education and the factors influencing it. Using a qualitative grounded theory design, the work builds on data from 41 interviews with parents from diverse socio-economic backgrounds. Parents' decision-making about school choice is shaped primarily by the organizational needs of parents and their inner need to be a "good parent". When being interviewed, parents report a number of criteria, which, according to them, are important in school choice. However, for many of them they fail to obtain relevant and reliable information. Therefore, they may eventually make a decision based on criteria other than those referred to as important, although they are rarely aware of this shift and the change in criteria. There are three unavoidable criteria in decision-making: availability, reputation and the emotions that parents experienced at school during their visit. The child's needs are the important intervening conditions. They play an important role, especially if the parents feel that their child has some particular needs. Problems of further training in public administration in Czech Republic

Diploma thesis "Problems of further training in public administration in the Czech Republic" deals with the problems of civil servants training, particular attention is paid to the training system in the municipal authorities. The thesis gives a brief overview of the evolution of public administration reform, within the educational policy for public administration emerged. The current system of further training, its components, legislation and interested stakeholders are described in detail. The practical part is devoted to research of civil servants training in municipal authorities, which aims to identify the problem areas. The survey results pointed to 9 problems which are lack of funding, the problem of return on investment in education, low or inappropriately oriented motivation of public servants to further education, the quality of some educational institutions, respectively lectors, difficult evaluation of the results and effects of education, ineffective rule of mandatory 18 training days for 3 years, proficiency test, position of management authorities to education and low effectiveness of e-learning education. At the end of the paper options for solving these problems are outlined.
Stakeholders attitudes toward education policy management

In this diploma thesis I focus on the issue of leading processes in the sphere of secondary education in the Czech Republic. In a narrower sense, I deal with the process of key models of the governance concept in a specific framework of educational policy from the stakeholders' perspective. The main outline of the work was created before the project Strategy 2030+ was launched and works as a certain retrospective of players approaches before that time. The basis of the work lies on my own primary qualitative data analysis arising from interviews with nineteen key actors. The aim of the research is a certain insight into the perspectives of actors with the intention of revealing the state and future possibilities of Czech secondary education in the field of multilevel governance. For this purpose, I have chosen the path of critical perspectives, which follows the exposed places of the mentioned subsystem. Following this objective, I try to define potential relationships among revealed facts. This work also has two remarkable outputs. The first is a theory of weak link that I created to anchor some difficult-to- explain outputs, and the second is documenting the process of creating an analytical filter for Atlas.ti software.
Introduction of Compulsory Pre-school Education in the Czech Republic.

This diploma thesis is focused on the implementation of a specific measure within the educational policy in the Czech Republic. The aim of the work is to describe the introduction of regulation in the form of compulsory pre-school education in terms of setting the agenda and its subsequent enforcement. Furthermore, the aim of the work is to explain the introduction of regulation with respect to the arguments of individual actors. There is a wide range of actors who comment on the issue, these actors form a coalition that shares their beliefs. It is important to mention that the topic of integrating socially disadvantaged children into society is a much- discussed and sensitive topic also at the international level. Another goal of the work is to capture and describe the discussions concerning the functioning of regulation after its introduction, in connection with stakeholders or published research. This description will also include an analysis of public opinion towards the main idea of regulation (public attitude to the policy pursued). The thesis "The Evaluation of University Education Quality: The Comparison of the Czech Republic and Kazakhstan" disputes about quality evaluation system in university education area in the Czech Republic and Kazakhstan. During the elaboration of this thesis several analyses were made: the qualitative analysis of the documents from the area of education quality assurance; analysis of the internal and external evaluation of university education quality and the analysis of actors. In conclusion are presented the recommendations for governmental level of decision making process and the university network.

The study "Preschool education. The unequally chance to the uniform quality and accessibility of preschool education and the consequences which result from" analyze the conditions of preschool education in terms of education policy and legislation in the Czech republic. The study deal with aspects, which contribute to the inequality in this area. Within the analisis, the six main reasons for the preschool education were identified. In the concrete: Problem of regional inaccessibility of preschool institution, the discrepancy between payment in the preschool institutions, the quality of pedagogue and the nubmer of children, who care for, the problem of curriculum and the quality of preschool institutions. The lack of information on the area of preschool education is also problem. Firstly, the area of preschool education should be more identified to its solution.
