The minority Governments in the Czech republic in period 1996-2002

Between 1996 - 2002, the Czech Republic had experienced governance of three minority govemements. From the very beginning, all of them had to deal with a complex set of problems involving not only their forming but also their day-to-day business . Tha unusual feature of their constitution meant also new challenge to the legislation process; minority cabinets have to rely on less than half of the members of the Chamber of Deputies in the Parliament of the Czech Republic to push through their legislative proposals. The thesis begins with a brief theoretical intrdouction where I define and classify the concept of minority governments, impact and significance of political opposition in the democratic systém and also the consitutional order of the Czech Republic including the electoral system. The focus of the second part is on an detailed analysis of all three Czech minority govemements involving complicated process of their forming, aspects of their cooperation with oppostion parties, their relationships with the Parliament and the Head of State. A special attention is devoted to the impact they had on the overall political and economical situation in the Czech Republic. The analysis of elections to the Chamber of deputies of the Czech republic between 1996 and 2002 by aggregate data method

2002 were accompanied by a gradual decrease of voter turnout, decrease in the number of parties that exceed the five-percent threshold and by a decrease in regional variability of party support. In that period we could also distinguish a substantial regional dissimilarity of support between left-wing and right-wing parties. According to the following analysis we could explain those differences by various socioeconomic parameters of electoral districts. The most specific electorate among all parliamentary parties could be indentified with the Christian Democrats, whose support is regionally based and positively correlated with the regional rate of religiosity. The analysis of aggregate data allows us to explain the relation between party support and regional characteristics of electoral districts but does not permit explanation of the motives of individual voting behavior. Those conclusions could be made on the basis of public opinion research. This analysis is in general in accordance with the findings of research agencies, concerning the role of economic parameters as the main explanation factors of party support. Guatemala, the most populous and potencially the richest country in Central America happened from geopolitical reasons to be the center stage for the cold war battles in the region. After a brief ten years of democracy after the World War II, long era of military regimes followed. From the 1960, leftist guerrila movement operated in the country with the purpose of throwing over the incumbent governments. Given the length of the contest, officially called the internal armed confrontation, that had spread accross decades, both military governments and insurgents were forced to adapt to changing international situation. At the beginning of the 1980s, the Army decided the war cannot be won unless the major cause of the gerilla fight is not eliminated. This cause being one of the most extremely unequal societies in the hemisphere, the reformist part of the brass challenged guatemalan traditional landed oligarchy as to make them give up a small fraction of their hefty income to finance development in the rest of the society. The oligarchy refused, causing this part of the Army to act on their own. Headed during the first phase by Gen. Analysis and design of intranet structure

Nowadays, Intranet is an inseparable part of every company, notwithstanding of their size or field of activity. Both, in my work and personal life, I often come across different intranets that usually do not get a positive response. But they usually have the same source of the problem, which is based on their wrong structure. This is why is chose this topic for my thesis. The goal of my thesis is to perform an analysis of an existing intranet of a particular company and subsequently create a design of the intranet new structure using the card-sorting method. This thesis primarily represents a generalized method of how to proceed during such realization and which areas to look into. Theoretical part of this thesis covers the topics of information architecture and also the term intranet itself, where the most frequent issues I came across in the intranets are pointed out. Practical part covers the analysis itself, where I focus on the structure of the existing intranet, categorization of its content, connections with other systems, customization, permission management, surveys of contentment, and intranet usage. The analysis is performed manually by scanning through the existing intranet of the company, since other methods or approaches could not be applied due to technical limitations or insufficient permis-sions. Based on the outputs of the analysis, web categorizations and the card-sorting method, a design of a structure of the new intranet has been proposed. The design itself is a demonstration of the method how to approach the new intranet design.
