Czech research centres' publication performance in the period 2009-2013, by field of research

Evaluating Czech research institutions is largely reduced to automatized scoring of R&D otputs. The sole exception is the practice of the Czech Academy of Sciences. The results of the government’s evaluation of research centres, in the form in which they are processed and officially presented to the public, have little informational value for the management of the R&D system and individual research workplaces. At the same time, the system (of data collection about the R&D results, verification and basic classification) offers several unused possibilities, to convey valuable information about the quantity and the quality of research workplaces' publication performance both to the academic community and to the broader public. Our overview exploits these possibilities for results published in journals listed in the Web of Science (WoS) database. The presented comparison is an update of the IDEA study (2015), the publication performance comparison of Czech research centres, mainly of universities and institutes of the Czech Academy of Sciences, in the period of 2009-2013. The underlying logic of the updated comparison, its advantages, disadvantages, limitations and shortcomings remain more or less the same as before, therefore we refer the reader to the detailed explanations in the aforementioned study. The main change from the previous comparison (besides shifting the five-year window by one year) is the usage of an alternative citation index: while our previous comparison differentiated results from journals by the Impact Factor index, the updated comparison uses the Article Influence Score, which weighs citations according to their importance.

Verification of Authenticity of Stamps in Documents

Klasická inkoustová razítka, která se používají k autorizaci dokumentů, se dnes díky rozšíření moderních technologií dají relativně snadno padělat metodou oskenování a vytištění. V rámci diplomové práce je vyvíjen automatický nástroj pro ověření pravosti razítek, který najde využití zejména v prostředích, kde je nutné zpracovávat velké množství dokumentů. Procesu ověření pravosti razítka musí přirozeně předcházet jeho detekce v dokumentu - úloha zpracování obrazu, která zatím nemá přesvědčivé řešení. V této diplomové práci je navržena zcela nová metoda detekce a ověření pravosti razítka v barevných obrazech dokumentů. Tato metoda zahrnuje plnou segmentaci stránky za účelem určení kandidátních řešení, dále extrakci příznaků a následnou klasifikaci kandidátů za pomoci algoritmu podpůrných vektorů (SVM). Evaluace ukázala, že algoritmus umožňuje rozlišovat razítka od jiných barevných objektů v dokumentu jako jsou například loga a barevné nápisy. Kromě toho algoritmus dokáže rozlišit pravá razítka od kopií.

Electric Circuits Simulations in a Specialized Parallel System

This work provides an overview of methods for the numerical solution of differential equations. Options of their parallelization, a division of computational operations on multiple microprocessors, are provided with emphasis placed on the Taylor series. The next part of the work is devoted to the description of a specialized parallel system, which was design to fast solving of these equations. Differential equations are appropriate to describe electrical circuits. An important characteristic of each circuit is its behavior in the frequency domain. The aim of this thesis was to design and implement a program which investigate frequency characteristics of AC circuits. A method for analyzing a circuit and automatically assembling corresponding equations is presented. These differential equations are then solved in TKSL. At the end of this work a time consumption is evaluated and compared with Matlab.

The Dependency of the Volume Activity of I-131 in a Hospital Sewage Treatment Plant on the Amount of I-131 Used as a Medical Treatment in the Nuclear Medicine Ward

The subject of the work is radiation protection at a nuclear medicine workplace with a bed section in connection with the therapy of thyroid gland diseases using radioisotope 131I. In the theoretical part, the work briefly deals with the anatomy and pathology of the thyroid gland and ways of therapy, and outlines the basic characteristics of radioisotope 131I and history of nuclear medicine and radiation protection. In the practical part, there is a verification of the efficiency of radiation protection when handling liquid waste and a verification of the correlation of the activity of liquid waste with the activity of radiopharmaceutical administered. The malignant tumours of the thyroid gland constitute 0,5?1 % of all tumoral diseases. Some types of this tumour, which are histologically differentiated, retain the capability of extracting iodine from blood and are thus suitable for being treated using iodine radioisitope. That's why these types of tumour are treated most frequently at nuclear medicine departments. The basis of therapy is the surgical removal of tumoral tissue, usually of the whole thyroid gland, and administration of radioisotope 131I. When treating the thyroid gland, the patient is always hospitalized at a nuclear medicine department with a bed section. Radioisotope 131I is mixed ? and ? emitter and after being administred to a patient, it is the source of radiation danger for hospital personnel, possibly for others individuals. At the same time it is excreted from the organism by urine, stool and sweat. On that score due attention must be paid to safety measures. In view of the magnitude of this problem and the emphasis that is currently laid to protection against ionizing radiation, I chose this issue as a subject of my bachelor's work. The goal of the practical part of the work was to verify whether the limits set by Decree No. 307/2002 Coll., as amended by Decree No. 499/2005 Coll. on radiation protection were observed under the current system of handling liquid waste in the bed section of the Nuclear Medicine Department of the České Budějovice Hospital. Two hypotheses were set: Operation regulations and current programme equipment of the technical installations for the automatic draining of waste water from the bed section of the Nuclear Medicine Department are sufficient for the limits set by Decree not being exceeded; the other hypothesis assumes that the values of the volume activity of waste water in the drainage tank of the hospital's sewage plant conform to the activity of a radiopharmaceutical administered to patients treated at the Nuclear Medicine Department of the České Budějovice Hospital. For the purposes of this work, the activity of waste in the drainage tank of the hospital's sewage plant was measured with a well detector once a week for a period of two month to verify that the activity does not exceed a release level of 455 Bql-1 set in an addendum to Decree No. 307/2002 Coll. It was ascertained by measuring that the average activity of waste in the watched period was 279,8 Bql-1, the highest activity measured on March 18, 2013 being 373 Bql-1. In the watched period, the release activity set by the law was not exceeded in any week. At the same time, the correlation of the values of radioactivity administered with the radioactivity of waste water was proved. Consequently, both hypotheses of the work were proved. The work proved that the limits set by Decree No. 307/2002 Coll., as amended by Decree No. 499/2005 Coll. on radiation protection, were observed under the current system of handling liquid waste in the bed section of the Nuclear Medicine Department of the České Budějovice Hospital.

Parallel/Serial ALU Interconecting System

This thesis deals with creation of parallel/serial ALU interconecting system. The content of the work is to introduce the issue of interconecting systems and numerical solutions of di fferential equations using Taylor series method. The practical aim of the thesis is to design and implement interconecting system performing calculations of di fferential equations. The system connects integrators automatically by given problem.

Verification and modification of differential modules algorithms of automatics "Emergency Load Sequencer" and "Back-up Emergency Switching" of the nuclear power plant Temelín

This paper's objective is to describe necessary changes in the database of measured signals at Temelín Nuclear Power Station caused by an investment action. The changes were essential as the action included a replacement of an outdated analog protection system with new microprocessor terminals. The paper also describes changes of reference modules algorithms, which are used for tests and experiments of APS and AZR automatic systems. This paper can be divided into a theoretical part and a practical part. The theoretical part concerns issues connected with output extraction and Temelin's own consumption feed. Next, it concerns an actual explanation and description of APS and AZR automatic systems, LOGA software and MOSAD®-5 monitoring system. The practical part includes a list of actual changes that had to be made in connection with the change of the protection system. The performed changes concerning the reference modules are tested using imitated signals and, subsequently, undergo a full test of automatic systems, which demonstrates correct functionality of reference modules.

Small vehicle motion control

In this thesis, a simple small vehicle powered by differential chassis was projected and constructed. The vehicle is controlled manually with the help of user program on personal computer (PC). The software equipment allows recording trajectory run by the small vehicle and then repeating it automatically. The operation system of the small vehicle is based on microcontroller ATmega16 series. Communication between the microcontroller and PC is carried out through RS232 serial bus. The vehicle has digital compass and five reflex sensors that serve for obstruction detection in the closest vicinity of the vehicle. Power unit of the vehicle consists of seven NiCd cells with the capacity of 500 mAh. Propellant unit is powered directly from NiCd cells. Voltage of 5 V for feeding of the control electronics is gained through the set up clasp source of voltage connected to NiCd cells.

Automatic hp-adaptivity on Meshes with Arbitrary-Level Hanging Nodes in 3D

The thesis is concerned with theoretical and practical aspects of the hp- adaptive finite element method for solving elliptic and electromagnetic prob- lems described by partial differential equations in three spatial dimensions. Besides the standard element refinements, the hp-adaptivity allows indepen- dent adaptation of degrees of the polynomial approximation as well. This leads to exponentially fast convergence even for problems with singularities. The efficiency of the hp-adaptivity is enhanced even more by the ability of the algorithm to work with meshes with arbitrary-level hanging nodes. This generality, however, leads to great complexity of the implementation. There- fore, the thesis concentrates on the mathematical analysis of algorithms that have led to successful implementation of the method. In addition, the the- sis discusses the numerical integration in 3D and the implementation of the method itself. Finally, numerical results obtained by this new implemen- tation are presented. They confirm advantages of hp-adaptivity on meshes with arbitrary-level hanging nodes. 1

Segmentation Methods in Biomedical Image Processing

The PhD thesis deals with modern methods of image processing, especially image segmentation, classification and evaluation of parameters. It is focused primarily on processing medical images of soft tissues obtained by magnetic resonance tomography (MR) and microscopic images of tissues. It is easy to describe edges of the sought objects using of segmented images. The edges found can be useful for further processing of monitored object such as calculating the perimeter, surface and volume evaluation or even three-dimensional shape reconstruction. The proposed solutions can be used for the classification of healthy/unhealthy tissues in MR or other imaging. Application examples of the proposed segmentation methods are shown in this thesis. Research in the area of image segmentation is focused on methods based on solving partial differential equations. This is a modern method for image processing, often called the active contour method. It is of great advantage in the segmentation of real images degraded by noise with fuzzy edges and transitions between objects. The results of the thesis are methods proposed for automatic image segmentation and classification.
