The Dissolution of Czechoslovakia and Yugoslavia - A Comparative Case Study
Kaplan, Petr ; Ditrych, Ondřej (advisor) ; Karlas, Jan (referee)
The thesis compares two different modes of state disintegration of post-communist federations. Yugoslavia is an example of a violent breakup, Czechoslovakia stands for a peaceful way, how to split a state. Using the Level of Analysis concept the study looks for differences at five levels focusing mainly on the change caused by the process of democratic transition in both states that removed the old regime and brought a competitive atmosphere among the old and new elites representing various ethnic groups. The outcome of the analysis is that the role of the army, the length of the liberalization process and the different historical experience are factors that matter most.
The End of the CSFR and the role of political elits in this process
Vimmr, Martin Kryšpín ; Říchová, Blanka (advisor) ; Švec, Kamil (referee)
This paper focuses on the dissolution of Czech and Slovak Federal Republic in the context of Arend Lijphart's theory of consociational democracy. It is a comparative case study in which is compared the case of Czechoslovak federation with consociational democracy as a normative type. The paper consists of theoretical and empirical part. The consociational theory itself and its relation to the federalism are described in the first one. In the empirical part are sought all major consociational principles (grand coalition, mutual veto, proportionality, segmental autonomy and political discretion) in the Czechoslovak political system in the time around elections in 1992. The main reason why should be Czechoslovakia placed in the context of consociationalism is fact that the Arend Lijphart (author of the theory) himself identifies Czechoslovakia as a book example of consociational democracy. The existence of strongly divided segments in Czechoslovakia is proven in this paper by the same method as Lijphart uses in Netherlands. The election results of both ethnics - Czechs and Slovaks - were strictly divided in the years 1990 and 1992. This means that there were no political parties that were successful in both republics at the same time. Most of the consociational principles were found in the Czechoslovak...

Recent reforms of federalism in German speaking countries
Chmel, Marek ; Kysela, Jan (advisor) ; Reschová, Jana (referee) ; Šimíček, Vojtěch (referee)
The purpose of this thesis is to acquaint the reader with the processes and the results of the recent reforms of federalism in Germany, Switzerland and Austria. It is remarkable that in spite of their historical, geographical and cultural proximity show these federal countries substantive differences in the institutional framework as well as in the execution of the reform procedures. This thesis considers also the potential possibility to (partly) apply the knowledge and experience of these reforms within the EU framework. Despite difficult comparison of the EU with the federal countries there are certain identical elements and processes, may it be the execution of the shared competences or reallocation of the public finances. In order to better understand these deliberations and due to the modest Czech literature on federalism and federations the thesis provides also historical perspective as well as broader theoretical background.

Pohořská, Barbora ; Kozák, Kryštof (advisor) ; Calda, Miloš (referee)
Bakalářská práce Spory mezi státy a federací v USA: Případová studie legalizace konopí Barbora Pohořská Abstrakt v anglickém jazyce This bachelor thesis focuses on relationships between the federal government and the state governments in the United States. The paper tries to find out how the conflicts between the two players in the case of marijuana legislation are resolved. Marijuana is considered to be illegal under the U. S. federal law. Some states, however, the use, possession, and cultivation of limited amount of the drug under different conditions allow. Because of that, a conflict of federal and state laws occurs. This paper tries to determine how such conflicts are resolved; whether the federal legislature prevails the state one or vice versa, or whether the parties approach some mutual compromise. The paper characterizes federal and state marijuana legislation, and deals with the attitudes and reactions of the federal authorities and the courts to state laws. It also recognizes recent change in attitude of the federal authorities, which tends to confirm the assumption that the states and the federation coexist together in a certain way.

Regional Political Parties in Spain and the State of Autonomies
Dvořák, Pavel ; Perottino, Michel (advisor) ; Kasáková, Zuzana (referee)
Despite not being a federation Spain is deeply decentralized country. The present-day system of political and territorial organization was outlined during the process of transition to democracy, which took place between 1975 and 1982. The so-called State of Autonomies was based on consensus and will to find a general agreement among the main political actors. Hence, to some extent, it has an ambivalent nature and nowadays is short of full acceptance and finality. This fact alongside the age- old heterogeneity of Spanish population results in a cleavage mirrored in the different views on desirable power and territorial configuration of the country. Today, Spain is divided into seventeen autonomous communities. These units are endowed with both executive and legislative functions and they constitute distinctive political arenas. In some of them the political competition resembles that of the national level. Nevertheless, in the majority of the communities the regional political parties have got an important, sometimes even pivotal role. Right these actors of regional politics are in the focus of this research. In its scope we defined two aims. Firstly, we want to find out what attitudes the regional political parties take towards the autonomous state and its nature, and, respectively, if and to what...
