Implementation of the Civil Service Act with regard to the stability of the service relationship Abstrakt The thesis aims to descript and evaluate the Civil Service Act. Particular attention is paid to its implementation, as well as to compensating the state of government before the law takes effect, and finally to the partial more detailed treatment of Kazuistic examples. At work, I have set out to objectively, with the help of available resources and data, whether in practice the objectives of the Civil Service Act are being met, that is to de-politicise the civil service, increase transparency and stability of government, increase professionalisation, but also enhance the efficiency and performance of service offices. In the first chapter, in the context of those objectives, I set out working hypotheses that will be verified during the process of the thesis and confirmed or rejected at the conclusion of the work. For the purposes of this work, I defined three hypotheses: 1. The implementation of the Civil Service Act will increase the stability of State Government 2. Implementing the Civil Service Act will increase the expenditure on performing this service i.e. the civil service will be far more costly. 3. Civil service regulations according to the Act on Civil Service Abstract This diploma thesis is devoted to the civil service regulations according to the Act on Civil Service, governing logistical aspects of the service. The concept of logistical aspects of the service is not defined in the Act on Civil Service but it can be understood as the area of exercise of the power of appointing authorities, conditions of exercise of rights and obligations related to the civil service employment of civil servants and of other persons for whom the civil service regulations are binding. In addition, logistical aspects of the service also mean the systematization and organisational structure of service authorities. Civil service regulations impact not only the civil servants themselves, but also the public because the public is inevitably affected by the activities of the state administration. This diploma thesis is structured into five parts and its main purpose is to provide a comprehensive view of the issue of civil service regulations. Military Conscription in contemporary Europe - how and why states still use it?

This thesis addresses issues regarding military conscription within the European geographic area. It reflects lengthy and complicated evolution of military conscription, as well as its use case and eventual suspension or abolishment as a military recruitment tool in a post- Cold war Europe up until this day. Thesis also addresses academic and non-academic debate related to conscription and its development, typology, use-cases while it tries to uncover and summarize principal reasons, why was the concept of military conscription abandoned. Furthermore, it tries to evaluate those reasons against the current state of security environment in Europe, compare them and based on that, answer the question whether the relevance of those reasons is still valid or not. Especially in relation to the fact, that some of the countries that abolished conscription in the past, are bringing it back in form of mandatory military or civilian service, contrary to above mentioned reasons. Thesis comes to conclusion, that the relevancy of the issues with conscription from the past are less relevant in current European security environment.
Civil service according to the Civil service Act and its changes due to annual systemization

The new Civil service Act № 234/2014 Coll. came more than three years ago into full effectiveness. The period before the full effectiveness described the author already in his diploma thesis named Civil service Act - Development and result. Therefore this thesis aims to describe and analyse the idea of Civil service as defined in the Civil service Act and focuses to its changes due to implementation of the annual systemization. Importance in the first part of the thesis is given to general introduction to the Civil service idea according to the Civil service Act. The ongoing novelization tendencies affecting various aspects of the Civil services are described, including the problems with application of passive voting right to the head of departments in the regional governments. The second part of the thesis describes the selected aspects of the change of the Civil service due to change of the systemization according to the § 17 of the Civil service Act. The attention is given to the description and analysis of the legal aspects of the systemization and its consequences to the changes of the Civil service of the head of departments. Europeanization of national policy on the case of the Civil Service Act in the Czech Republic

This diploma thesis is a case study dealing with the role of the European Union in the adoption of the Czech Civil Service Act in 2014. The author follows the question why the Act was adopted ten years after the Czech Republic joined the European Union. The first part of the thesis deals with the European administrative area and individual models of public administration in Europe. It also discusses the use of various forms of influencing the policies of the member states with different instruments. Further, the work analyzes the development of the service law in the Czech Republic and examines the strategies and approaches of the main actors in the legislative process. In order to find out how the issue was framed by political actors, the individual verbal speeches at the plenary sittings of the Czech Parliament are examined. In the last part, the findings are generalized to represent individual strategies and the dynamics of their change. In order to respond to the research goal, the data is interpreted on the basis of the Multiple Streams Framework, demonstrating a change in the status quo in the field of public service performance regulation.

Civil service Act - Implementation and effectiveness Abstract The new Civil service Act (CSA) № 234/2014 entered more than year ago into full effectiveness. This thesis will introduce readers to period before the effectiveness, which the author already described in his diploma thesis named Civil service Act - Development and result, but mainly this thesis is focused to description and analysis of period of implementation the CSA into praxis and pointing out the main problematic issues which occurred during the implementation process. Importance is given to governmental activities, which are significant during implementation process, Parliament, which adopted dozens of changes, which technically, but also systematically, changed CSA already during its first months of effectiveness. As well offices under CSA are mentioned as the last part of the chain in the implementation process. Special attention is given to functionality of Section for CSA by Interior ministry, issuing bylaws important for implementation. Civil service Act - Development and result Abstract The new Civil Service Act (CSA) is a significantly amended version of the previous Civil Service Act № 218/2002 that never came fully into force. This thesis briefly describes the main principles and reasoning behind the proposed legislative measures, taking into account specific socio-political context and reflecting previous practice of public employment in the Czech Republic. During 21 years of its existence, the Czech Republic was governed by 13 different governments. In average, the state witnessed change in its leadership every 18 months. This political instability left a significant mark on the Czech public administration that continuously suffered from excessive political interference. In connection with the accession to the EU, the Civil Service Act approved by the Commission was adopted in 2002. Its entry into force, however, was five times postponed by numerous Czech governments, allegedly because of high budgetary demands of the implementation (the reason that has never been proven). The employment of state employees was based on the Labour Code and they did not enjoy any special legal protection. v anglickém jazyce The aim of this thesis named Development aspects of the relationship between judicial system and administrative structure in Czechoslovakia (1918-1938) considering the development of the German administrative justice is to analyse the basic development aspects of the relationship between executive and judicial power in Czechoslovakia. The capstones of the thesis are particularly state administration of the courts, territorial scope and administrative justice. Moreover, a comparative part describing the administrative justice and the gradual elimination of the separation of powers in Germany in the thirties was added. This theses, called "Chances and restrains in social worker's profession in Ústí region" is dealing with social worker's profession in self-government context. It's setting off social workers from non-profit organizations. During beginning it's talking about theoretical basis, inevitably bound with social work's field, with focusing on social worker as part of assisting profession. It is, in particular, about opportunities or on the contrary about restrains/limits/barriers, which affects this field of specific self- governing area - Štětí city. Concretely it is about participants, which have here influence on life of local people/potential clients. All under surveillance of superior agency - higher self-government area - social work's methodologists of Ústí region. Research part of this thesis is based on semi-structured interview of previously mentioned participants, which gives overlook how each and every one of them sees limitations in practical social work's overlooks.
