Politicization - Issue of State Governance

This problem is quite widely used in the media space, especially after every parliamentary election. However, nowhere is there precise data and description of how extensive this phenomenon is within the Czech state administration. This is mainly due to the unavailability of data directly from the Czech state administration. Due to the aforementioned unavailability of data, I decided to conduct qualitative research through interviews in this thesis. The interviewees were both experts in the field of public administration and politicization, and representatives of the largest political entities. By combining the opinions of experts and politicians, whose attitude towards politicization has not been mapped so far, I tried to get a new perspective on the issue of politicization and at the same time information from the practical functioning of public administration, to which politicians are close. The aim of this bachelor's thesis called "Comparison of evaluation and motivation of civil servants versus employees in the business sector" was to find out how employees in both compared sectors are motivated to perform better, what employee benefits belong to them, how their remuneration is set and how overall evaluates their working conditions. The literature search defines the basic con-cepts of motivation, remuneration and employee benefits. The analytical part analyzes the results of the questionnaire survey and then makes recommendations that should lead to the correction of the identified shortcomings.
Influence of Civil Servants at the Local Level on Social Policy Design - The Case Study of Municipalities and Cities of the Karlovy Vary Region

The presented diploma thesis deals with line workers at the local level of social policy and the area of social exclusion. The thesis is primarily focused on the role and possible influence of officials on policy design. Two institutions are monitored - the Social Affairs Departments of the city authorities and the contact offices of the Labour Offices. Attention is focused on the activities of workers and their form, on target populations and their social construction and political power, also on factors that can influence the decision-making and behaviour of officials and, last but not least, on the role of officials in policy design. The thesis uses the theory of social construction of target populations and the theory of bureaucracy. In order to answer the research questions, secondary data related to both theories and public policy documents, analysis of Internet news, and primary data obtained through six conducted interviews have also been used. The results of the thesis have shown that line workers have an indispensable and irreplaceable role, because they solve complex and often ambiguous situations, in which they often apply their own solution strategies and initiatives, so it can then be indirectly reflected in the implementation of the given policy.
State employees and civil servants: where they work and how much they are paid

Almost one fifth of the Czech Republic's workforce (calculated in full time equivalents) is employed in the public sector. In 2020, almost half (464,000) of these almost one million employees were paid out of the state budget and can be considered state employees. More than half (265,000) of the country's state employees are employed in state-funded institutions, in particular schools. The remaining, smaller share of state employees (198,000) work in a wide variety of other public organizations, including the armed forces, the police force, government ministries and job centres. Only a small proportion of state employees can be considered to be civil servants. In 2020 there were about 78,000 of these, which is approximately 8% of all public sector workers and 17% of state employees. This number is rather low in both absolute and relative terms, and stands in contrast to the substantial attention frequently paid in public debate to how many civil servants the country has.
Further education of civil servants

This diploma thesis deals with the area of further education of civil servants at the level of the central government and its aim is to critically evaluate further education at selected departments in connection with the introduction of Act No. 234/2014 Coll., which came into force on the 1st January 2015. The thesis describes how the Civil Service Act influences the further education of central government officials, it outlines the key issues that are related to the education of central government officials and shows what are the problems that central government officials encounter in the field of further education. The research project is the case study, which included public policy documents related to the topic of further education and data collected through in-depth interviews with ten officials of two selected departments and two representatives of the human resources department, was used. Based on the thematic analysis, key issues of further education of central government officials were identified: educational needs, meeting educational needs, sources of information retrieval, and a official exam. Problems encountered by central government officials in the field of further education are part of these issues.
Personnel "Purge" at Central Authorities in Czechoslovak Republic after 1945

This diploma thesis attends to personnel "purge" in the field of public administration in Czechoslovakia after World War II in a broader context. "The purge" of civil servants is presented in the context of the overall development of the Czechoslovak Republic in the period 1945 -1948 and with the general requests of the postwar "purge". The attention is paid to the status of civil servants, particularly in the Protectorate of Bohemia and Moravia and in the postwar period. The next part of this thesis is focused on the activity of the purgatory commissions, which operated on the basis of the Decree of the President. In the selected ministries is performed the analysis and the comparison of the model cases of "purge" of the civil servants.
Ethical Standards of Public Administration

The "Ethical standards of Public Administration" diploma thesis looks at the application of the Code of Ethics in central government administration and the civil service. The objective of the thesis is to evaluate the collected data, to determine the level of use of a single document, which addresses the ethical values within the administrative authorities, to identify problem areas and to propose possible solutions. The problem is defined and graphically displayed using a structured tree chart in the introductory part of the thesis. The next part of the thesis is dedicated to the subsequent identification of the problem and to the theoretical solutions, including the outline of a problem of applying ethical standards within the context of reform in government administration. This is followed by a brief description of the changes in the employment of civil servants in the government (public) administration authorities in neighbouring countries. This diploma thesis focuses on determining the internal and external factors (both economic and social) that affect the motivation of civil servants to conduct and perform their work activities in ministries of the Czech Republic.The research that forms the basis for it is primarily a follow-up to the quantitative research of prof.PhDr.Arnošt Veselý, Ph.D. The diploma thesis is multidisciplinary and not only deals with human resource management in terms of its functionality, efficiency, and effectiveness, but also in terms of its influence on, among other things, public policy, sociology, psychology and public economics. The theoretical part is based on the theory of motivation (Madsen), McGregor's theory of X and Y, Maslow's hierarchy of needs and the theory of bureaucracy (Weber). The work is theoretically and methodologically anchored in the findings of alternative action theory (Weinberger, 1997), the ontology of ethical phenomenon (Hartmann, 2002) and the concept of public accountability (Veselý).
