Articulation of public policy to euthanasia

In my diploma work I focused on the problems of euthanasia and its potential legalization in the Czech Republic from the point of view of public policy. Aim of the diploma work was to uncover key events and key actors commenting on the problems of euthanasia and its potential legalization. In my work I make use of the theories of The Advocacy Coalition Framework and The Agenda-Setting Theory and seek to identify basic value stands and major arguments of individual actors. Based on detailed analysis of key actors and key events I intend to proceed to an evaluation of the situation existing in the field of the legalization of euthanasia in the Czech Republic and to make an attempt to anticipate the future developmentand issues concerning potential passing of the law on euthanasia.
Strategiic communication of public policies: The case of Milostivé léto

Public policy communication is a discipline that has not yet been explored much, and this thesis has chosen to examine it through the example of the government's Milostivé léto debt relief. This was a response to the long-lasting untenable economic crisis of a part of Czech society caused by the amount of accumulated distraints affecting the quality of life of the population. At the same time, the social and economic situation of citizens are the strongest determinants of their relationship to democracy, which makes the strategic communication of a legislative aimed at removing these economic obstacles all the more important. This thesis takes an approach to communication based on government communication, stakeholder theory and theory of public policy according to Potůček, and builds on these theoretical concepts with three research questions focusing on stakeholders, communication strategy and communication recommendations. It answers each of these questions using a separate method - first exploring the online space through stakeholder mapping, then defining strategy through semi-structured interviews with government communication representatives, and finally analysing the data to formulate communication recommendations through SWOT analysis. The Impact of Maternity Protection on Exclusive Breastfeeding: a Case Study of Ghana

This study examines the impact of maternity protection on exclusive breastfeeding (EBF) among corporate mothers in Greater Accra, Ghana. Using the Gendered Organizational Theory as the conceptual framework, the study sought to identify the prevailing rate of EBF among corporate mothers and to assess the impact of the availability of breastfeeding facilities at their workplaces and the work from home practice on mothers' decision to practice six months EBF. An exploratory and descriptive research design was adopted, and data were collected through quantitative approach. A survey questionnaire which included both closed-ended and open-ended questions was administered to 53 working mothers. The data were analyzed using descriptive and inferential statistics and thematic analysis. The study results indicate that the rate of exclusive breastfeeding among employed mothers is not high, as per the definition established by the WHO and UNICEF. The study also found that the availability of breastfeeding facilities at workplaces has a positive impact on mothers' decision to practice six months EBF, as it increases their convenience and reduces their stress levels. The Social Housing Act through the lens of the Multiple Stream Framework

The aim of this thesis is to describe and explain the process of advocacy of the Act on Social Housing in two different governmental periods, to find out the reasons for its failure and what strategies the actors used to promote their interests. The Act has been discussed in political discourse since 2007. During the government period of Bohuslav Sobotka, the agenda was pushed through and the substantive plan for the law was subsequently created. In the second government term of Andrej Babiš, work on the substantive plan was abandoned soon after the government was formed, and towards the end of the term there was an effort to push through the part dealing with the Act on Affordable Housing together with the Act on Public Benefit Housing Companies. In both periods, advocacy efforts were unsuccessful. Considering how complex and ambiguous the issue of the housing crisis and the actors involved in it are, I chose the Multiple Stream Framework for research. To analyse the policies, I used thematic analysis to examine secondary data such as public policy documents, strategic documents, expert studies and media outputs. The Problem of Child Mental Health Services Inaccessibility in the Czech Republic

This diploma thesis deals with the issue of inaccessibility of child mental health services in the Czech Republic. Despite the growth of public interest in child mental health the child mental health services face significant structural problems, such as a lack of medical staff, low quality and inaccessibility. On top of that, these problems are getting constantly worse and potentially endanger the entire system of child mental health services with immense negative impact on society. Despite these trends, there is no coherent and systematic policy precisely dealing with the problems in child mental health care in the Czech Republic. The aim of the thesis is to describe particular problems of child mental health services in depth and then explain what caused fact the agenda has not been set yet. Kingdon's Multiple Streams Framework (MSF), together with the concept of public policy actors were applied. Mental health of the Czech university students

The diploma thesis deals with the mental health of university students in the Czech Republic. This work aims to map the factors that affect university students' mental health. Other goals are to determine the state of mental health of university students and determine to what extent university studies influence their mental health. The last goal of the thesis is to propose public policy measures that can be taken in this area as preventive and which could lead to improving the mental health of university students. The diploma thesis is based on the theory of Six Dimensions of Wellness (for the approach to the concept of mental health) and the theory of the social determents of health which approaches the factors that affect health in general. Hypotheses were developed from these theories and other literature. The research consists of two parts: qualitative and quantitative research. As part of quantitative research, the variables that affect the mental health of university students are examined using the Spearmen correlation coefficient. The aim of this thesis was to answer the Question Could we find something in European policy, what should to be the European identity?, through systematic research. Author decided for the mode of research on the basis of the studied literature and last international studies of this theme - thus to find european identity in european policy, not to describe a history of collocation "European identity". According to characteristic of terms "policy" and "identity, author analyses, whatever and how European identity express in European policy, by historic analysis, by analysis of documents - treaties of the European Union and foregoing organisations -, and by analysis of the overview of statistic data - Eurobarometer research. Historic analysis expressed different concepts of european identity - christianity, contradiction with islam, colonialism, science (like an ideology), rule of the law (particularly citizen's law and international law), man - sophist -, than analysis of documents of the Union -representative democracy, liberty, peace, security, human rights, rule of the law, and values, from which these emerged. The introduction of bilingual local names as a public policy process (case study)

This diploma thesis examines the public political process for the implementation of local bilingual names while focusing on the enforcement of this law for citizens with Polish nationality in the Těšin Region. The main objective is to explain why this policy was or was not changed, what the reasons were for the non-conformity of the policy objectives with the results and to discover the actual failures in the implementation process, where as a consequence, in some villages the right of the minority to use local bilingual names was not fulfilled or was beset with problems in some villages. The subject of the investigation of both the legal and the institutional aspect of the problem focuses on the participating subjects, where one of the main roles of the committee for national minorities on the board of the municipal representatives was the requirement to implement local bilingual names. The guidelines for understanding the tools, procedures and relations used were the initial theoretical points related to the institutions and their changes, the implementation process (top-down and bottom-up approaches), initial theoretical points explaining the responsibilities of the participating subjects and not the intended consequences of their actions and those of others. E-government belongs to one of the fastest evolving part of public administration in the whole world. Political parties should have enough quantity of information and materials to make E-government enough efective and friendly for end users - citizens. These kind of informations parties have from expert committees, which are representing policy-related expertise. This paper is focused on czech political parties and their policy-related expertise in field of eGovernment. The paper is based on case study, which explore five political parties: ČSSD, KDU-ČSL, KSČM, ODS and TOP 09. The paper describes creation of expert committees, who are the members of committees, what kind of information they work with and how are the outputs of their work used.

Migration policy and its role in implementation of population development strategy of the Republic of Kazakhstan Abstract This work addresses the issues of migration policy and its role in population development of Kazakhstan. Migration and demographic development of the Republic of Kazakhstan had become prominent subjects of strategic policy under the new geopolitical reality and socio-economic development since the early 1990s. The intensive outflow of population during this period resulted in change of different quantitative as well as qualitative population characteristics. At the same time, the ethno-demographic disproportions maintained in the previous decades speeded up the "nation-building" process which was represented namely by policy on ethnic return migration. Thus, under these circumstances migration and demographic policies were placed among the priority issues of national security of the RK. In this contexts, the analysis presented in the submitted disseartion displays the effect of migration flows on demographic, socio- economic and ethnic composition of population.
