Together from the middle: a comparison of theories of change of middle tier projects in the Czech Republic

This thesis responds to the debate on the optimal design of the middle tier intervention in the Czech education system. It contributes by comparing the approach of its two main actors: the Ministry of Education, Youth and Sports and the Partnership for Education 2030+. It studies their proposals for the middle tier as public policy interventions. Based on document analysis and thematic analysis of interview transcripts with leaders of both approaches, it unpacks their theory of change - the way in which the middle tier proposals should work. The paper has two main outputs that describe the theory of change. The first output is a causal chain of assumptions about how these interventions are designed to work, which is graphically represented in the form of a cognitive map. The second output is the theory of change narrative, to create which recurring themes were identified in the interview transcripts and the context in which representatives of both approaches to the middle tier use them described. The comparison shows that the two approaches are very similar in terms of framing the problematic behaviours that the interventions are expected to change in the target groups and the ultimate impacts of the interventions. Inductive Synthesis of Finite State Controllers for Decentralized POMDPs

Markov decision processes with partial observation~(POMDP) is an important stochastic model for sequential decision making with uncertainty. Decentralized POMDPs~(Dec-POMDPs) extend this model to handle multiple agents. This work focuses on extending the inductive controller synthesis method for POMDPs to support work with Dec-POMDPs. The main goal of the synthesis is to find controllers for each agent such that their joint behavior best satisfies the desired specifications. In this paper, I focus on strategies that are represented using finite state controllers~(FSC). Experimental results show that using this method for controller design achieves comparable results to state-of-the-art approaches. Moreover, this approach is the first to allow working in infinite horizon without using a discount factor. This makes this method more suitable for solving problems where an important decision is made at a later point in time.
Modernization of biomass heat plant.

The thesis examines the suitability of a CHP project in Bystřice nad Pernštejnem, a small town in Vysočina region, Czech Republic, which is currently supplied by biomass central heating. It reviews situation and availability of renewable energy sources and opportunities for CHP both in the Czech Republic and in Europe, including the context of current global developments. The opening chapters are followed with the renewable energy project for Bystřice nad Pernštejnem itself. The current technology, availability of biomass fuel for a potential future project, and possible development of energy sources in the town are analysed. Three alternative solutions for the CHP plant are suggested, with proposal for the technology and economic analysis, and possible future steps of the town council are discussed.

The Decentralisation of the Urban Planning Process Demonstrated on Example of the Agglomeration of Brno

This thesis focuses on the determination of main changes in the urban planning process to allow for a better and more effective urban design. It applies the work of the Austrian School of Economics on urban planning and regulations. It critically reviews current system of urban planning, it's hierarchy, decision-making process, the role of public, and the role of private ownership and investment. It aims to offer a solution for an improvement in various fields of urban development. Results of this work are applied on an example of the agglomeration of Brno.

Za účelem dosažení maximální flexibility a adaptability, byl celý návrh rozdělen na moduly.Tento způsob rozdělení prostoru nabízí různé úrovně prostupnosti, což podněcuje komunikaci a spolupráci mezi uživateli. Objekty tak vytváří hranici mezi intimními a veřejnými prostory, které spolu komunikují skrze ocelové rámové konstrukce.
Decomposition and time development of expenditure, investment and other public sector indicators in the Czech Republic

This thesis examines the decompositions of public expenditure and investment between individual governmental levels in the Czech Republic for the period between 2017 and 2020, studies inequalities across municipalities in terms of public expenditure and its components and attempts to offer solutions to inefficiencies arising from high territorial fragmentation of the country. The results show that the role of subnational governments in public spending and investment decreased. Within the subnational level, some resources were allocated from municipal to regional governments. Expenditure per capita across municipalities follows a U-shaped curve, indicating that, for the smallest municipalities, costs tend to be relatively high, especially in the case of administrative expenditure. This issue could be mitigated by implementing policies that would incentivise merging small municipalities into larger ones.
The Potential of Cyber Threats in the Critical Energy Infrastructure

Diploma thesis analyses the potential of Cyber Threats towards critical energy infrastructure in terms of network theories originating in graph theories, complex networks and technological possibilities how to compromise security of networks belonging to critical infrastructure. By the analysis of defined dependent and independent variables the author finds out how networks behave under which circumstances, what means exist in the field of network security and if adopted measures to increase security are in accordance with the effort of creation safe and decentralized system of critical energy infrastructure. Main emphasis is put on the concept of smart grids as possible solution of decentralization. In these terms technical means of security are studied especially with emphasis on SCADA (Supervisory Control And Data Acquisition) systems and the Internet as one of the essential component of communication in modern communication technologies.

Autonomy of directors and teachers in the current Chinese educational system Mgr. Radana Wagenknechtová 2015 ABSTRACT This thesis looks at the Chinese educational system and the autonomy that directors and teachers share in the decision making process. It not only examines the educational system as a whole but analyses different levels of the educational system, puts an emphasis on the autonomy of teachers and directors in a school environment, and introduces various school reforms in China since 1976. Consequently, it clarifies the current Chinese educational system with an emphasis on various organizational levels along with the power they have in the decision making process and the options for creating change. Through the study of key documents of the Chinese educational system, political system, and other foreign literature, the legislative processes and documents that are responsible for the Chinese educational policies are made apparent. The thesis compares the official Chinese educational system's documents and processes with the actual situation. Based on this research, the thesis determines the real level of autonomy that directors and teachers possess in the decision making process.
Fiscal Federalism in Spain in History and Nowadays

The purpose of my thesis is to analyse the tools and consequences of the fiscal federalism in Spain. Decentralization process has started along with democratization since passing new Constitution in 1978. It has been mainly reaction to cultural, historical and political reasons of creation of Autonomous Communities. Economic crisis stroke the Spanish economy very strongly and has been a challenge for the whole financing model. Thus, the main aim of my thesis is to deal with the recent development of the financing model. Since Spain is a member of the European Union, I describe also tools of the fiscal federalism put forward by the European Union. Spain is considered to be one of the most decentralized countries in Europe. In my thesis I want to prove that further decentralization has been confirmed by reforms responding to the economic crisis. Then, I want to show that used tools of fiscal federalism are profitable for both state and autonomous communities and positively affect economy of Spain and that they has helped to deal with economic crisis. Finally, I want to show that Spain is getting closer to federal arrangement of government.
