Data security of the fire department of the South Bohemian region

The thesis is focused on work with the data and information for the Fire and Rescue Service of South Bohemia Region, and its goal is to determine whether the data and information faced by members and employees of Fire and Rescue Service in their work are treated in accordance with applicable legislation, and whether they are adequately secured and protected against misuse and loss. Based on the organizational structure of qualitative research are mapped in detail the security and protection of data on individual departments and workplaces. These information compile risk areas for different types of data and due to this is prepared the risk map for these areas. Due to the findings the specific measures are designed to mitigate the risks for certain fields of work with data and information. The first part explains the basic concepts and definitions of words data, information and knowledge. The next section discusses the historical context of the mapped datastorage and handling of data in paper and electronic form, including the development of information systemsand technologies. Further are described the possible threats by varius effects on these data. Another chapter focuseson describing the current state ofwork with data and description oftechnologies used to it at the Fire and Rescue Service. Afterwards is elaborated an organizational structure focused on work with data. In following part the risk map is prepared for each area and proposesseveral solutions and particular measures to reducethe greatest of the resultingrisks. The benefit of this work is the implementation of several specific solutions to eliminate and reduce the threat of risks when working with dataat Fire and Rescue Service of South Bohemia Region, and several otherproposal measures and stepsfor additional security and data protection.

Nations and terrorisms in speeches by V.V. Putin and G.W. Bush

In this cross-national case study the author, as a former appreciator of Vladimir Putin's policy toward Chechnya, has tried to interpret the war on terrorism as a constructed entity by political leaders in crisis situations. Being inspired by the structural analysis of mythology he tries to identify the similarities and differences in the narratives about terrorism constructed by Vladimir Putin and G.W. Bush. The author argues that the both situations - in Russia in September 1999 and in USA after 11.9.2001 - could be regarded as crisis situations, and that is why the similarities could be found in the narratives about terrorism, articulated by both political leaders. In the first part of this paper, the author has shown the historical context of crisis in both countries. The second and the third part of the work is a qualitative content analysis of Bush's and Putin's speeches related to terrorism. The author has analytically divided speeches into two major blocks: "before" (speeches produced by the leaders in the short period after the crisis) and "after" (speeches produced by the leaders during their military campaigns on terror). EU and Terorism - Evolution of Common Policy 1999-2005

This thesis is dedicated to answer a question: How does the legislative and institutional answer of the EU on a challenge of new "superterrorism" look and are they different from traditional answers on "national terrorism"? The major problem of European anti-terrorism policy is the fact, that it is a relatively new issue. Efforts to organise on basis of existing integration a common coordinating policy in the 1970's and 1980's were only minor and unimportant. The impulse created in Maastricht Treaty on European union by establishing a pillar structure of the EU was important due to development of the third Pillar dedicated to Justice and Home affairs (JHA). Intergovernmental nature of this pillar has reduced possibilities of the central institutions to influence creation of the new policies. However, a new agency - EUROPOL. European police agency was to be established thanks to the Treaty. Combat with terrorism was only one of many targets of the newly created JHA policies throughout 1990's. Action Plan on JHA from Tampere (1999) focused primarily on migration issues. The EU is focusing on a multi- forged strategy to deal with terrorism. Cílem této práce je teoretická analýza příčin a souvislostí vzestupu současného islamizmu a náboženského terorismu, případně pokus navrhnout, operacionalizovat a aplikovat alternativní explanační model ke koncepci "krvavých hranic islámu" (S. Huntington). Dílčím cílem je také empirická analýza českého veřejného mínění týkající se názorů na jednotlivé aspekty a souvislosti probíhající "války proti terorismu" (analýza a sekundární analýza socg. šetření). Charakter práce je tedy teoreticko-empirický s důrazem na interdisciplinární pojednání problému. Pro potřeby vypracování práce autor absolvoval tyto kurzy: sociologie mezinárodních vztahů (A., A. Kutějnikov, Petrohradská státní univerzita), sociologie náboženství (T. Halík, FF UK) a úvod do politické geografie (J. Tomeš, PřF UK). Teoretická analýza je založena na pracích předních politologů a expertů z oblasti mezinárodních vztahů (Z. Brzezinski, S. Huntington, F. Fukuyama aj.) a také historiků a orientalistú (zejména B. Lewis, L. Kropáček). Hlavní "těžiště" analýzy však spočívá na rozborech předních sociologů náboženství (G. Kepel, M. The Development and the Present Situation of Austria and its Position in the European Union

The aim of the diploma thesis is to characterize the development of Austria after World War Two, to chart its progressive integration into Europe and to evaluate its present position in the European Union. The first chapters of the thesis describe the economic and political development of Austria from 1945 to 2000; attention is paid to the gradual integration of Austria into the European Communities. Furthermore, the thesis concentrates on the development of Austria after 1995. It analyses the economic impact of its entry into the EU as well as its present position in the Union. It also discusses selected themes such as the first and second Austrian presidency of the EU, sanctions on Austria, the Austrian approach to the eastern enlargement of the EU and the Austrian citizens' view on the EU. It shortly addresses the contemporary relations of Austria and the Czech Republic.

Consequences of the Action "Clean hands" and "Revolution of judges" on the Stuggle against Corruption in Italy

The goal of this work is to give a comprehensive picture of the evolution and nature of corruption in Italy in the post-war period and closer to the action "Clean hands" and "Revolution of judges" as an example of anti-corruption efforts. These actions, aimed against political corruption, caused the principal changes of the political system in Italy in the beginning of 1992 (end of the so-called First Republic). Attention is paid to the problem of corruption in its theoretical plane, as well as the analysis of corruption in Italy, including the identification of factors causing corruption particularly in post-war period. These causes may be find in the nature of politics party system or a large-scale of organized crime etc. The main issue of this work is to find an answer on the question what where the results of the actions "Clean hands" and "Revolution of judges" and its effect on corruption in Italy. Furthermore, whether "revolutionary" events and subsequent changes of the political system caused strengthening of anti-corruption policy in Italy. Further what specific steps have been taken against corruption and what are the successes or failures of these events.

Current political issues of international trade related to the development of sub-Saharan Africa

The thesis deals with processes that are under way on the international political scene focused on bringing about change in international trade rules. The aim is to analyze to what extent are taken into account interests and development needs of sub-Saharan Africa. Examination of links between international trade on one hand, and development and poverty alleviation on the other hand, has emerged as one of the top issues of development studies. They consider a more substantial integration of sub-Saharan Africa countries into flows of international trade as one of the forms of efficient support to the African development efforts. Actually, two key trade negotiations are taking place -- the Doha Development Agenda under the auspices of the World Trade Organisation, and the Economic Partnership Agreements negotiations between the European Union and the ACP countries. The negotiations have proven to be politically sensible and up to now have failed in reaching an agreement. The present thesis seeks, therefore, to explore the reasons for the failure.

Czechoslovak-Korean relations during the Korean War 1950-1953

The relations between Czechoslovakia and North Korea started in October 1948. The Czechoslovak Republic as one of the first countries in the world acknowledged Kim 11-sung's state. In the following two years, no progress was made in Czechoslovak-North Korean relations. The Czechoslovak legation was founded in September 1950, the first North Korean envoy arrived in July 1951. The relationship was very friendly in years 1950-53. In fact, it was rather an alliance. After the beginning of the Korean War, Czechoslovakia protested against measures taken by the Security Council. Czechoslovak communist leaders considered the intervention against North Korean aggression illegal. During summer 1950, many resolutions against "American imperialism" were sent to the United Nations from Czechoslovakia. Economic aid to North Korea also started in the summer of 1950. Until the end of the war in Korea, goods worth 800 million crowns were sent from Czechoslovakia. As another means of help to North Korea, Czechoslovakia took care of nine hundred Korean children and provided education for 170 high school students and 150 university students. The Czechoslovak Republic also sent a military hospital with two hospital teams consisting of 58 people to Korea in 1952. The total value of Czechoslovak aid was about 1 000 millions...

EU fight against terrorism - "cyberterrorism" as a new security threat

This diploma thesis deals with European Union and current security threats, concretely with Cyberterrorism. Cyberspace and internet became essential parts of our living over the last decades due to rapid development of information and communication technology. The increased dependency on cyberspace is visible in all governmental operations, public-private sector, financial and business operations, as well as communications between individuals and groups. As a result our society is facing new threats. On one hand cyberspace is a place for economic growth and innovation, on the other hand criminals, spies and terrorist use cyberspace as a place for their activities. Our society should be aware of these negative impacts as well. Cyberterrorism by its nature is considered to be a very dynamic phenomenon. Regarding this fact this thesis provides a dynamic way how to define Cyberterrorism and reveals main perspectives of Cyberterrorism. Tracking the European Unions Convention on Cybercrime and main means to fight Cyberterrorism, this thesis analysis whether European Union disposes of appropriate means to engulf the dynamic nature of this phenomenon.

Moral Hazard of Humanitarian Intervention: Case Study Kosovo

The main ambition of this doctoral thesis is to contribute to the development of interdisciplinary application of the concept of moral hazard developedin economic and insurance theory to the context of the inter-state conflicts with potential international intervention. The basic theoretical framework used in the thesis is derived from the concept of moral hazard of humanitarian intervention by Alan Kuperman who claims that the newly established norm of humanitarian intervention may well have unintended negative consequences. Kuperman argues that if the mere existence of insurance creates sufficient incentive for the insured to modify their behavior to the extent that they engage in the riskier behavior due to the fact that they are insured against the consequences of their actions, the rebels may well optimize their behavior in the same way. Currently, the transfer of the moral hazard theory to the context of interventions is hindered by a number of existing obstacles stemming from the differences in these areas. This thesis concentrates on reduction of three main identified drawbacks and addresses them by formulating three main research questions and derived hypothesis. The aim of this approach is to examine the limits of application and create the space for development of the concept of moral hazard of humanitarian intervention in the future research. (1) What is the interpretation potential, value added and limits of application of economic theory of moral hazard to the context of humanitarian intervention from the theoretical perspective? Hypothesis 1:The concept of moral hazard represents an efficienttool for evaluation of humanitarian intervention. (2) What is the potential of causal mechanism established by the Kuperman´s hypothesis to explain the reasons why in certain cases the state decides to escalate the inter-state conflict despite the public threats of intervention at a general level of research? Hypothesis 2: The threat of intervention causes the escalation of the inter-state conflict. (3) To what extent does Kuperman´s hypothesis modified to the conflict in Kosovo correspond with the actual state of affairs and their development? Hypothesis 3: The threat of intervention NATO/USA caused the escalation of conflict in Kosovo.
