Management of reception centres with respect to legislation

The thesis examines the aspects that might be obstacles to operation and provision of the service. It is obvious that service funding is the most burning question that troubles the service providers. The organizations are subject to the social service inspection, the main purpose of which is assessment according to given criteria and meeting quality standards, which should be in line with the interests and needs of the service users. However this actually leads to administrative burdens for the providers and they often do not agree with the inspection results. Social services are subject to numerous laws, which should help homeless people return to the society, while the dependence on the government help or social services should be as low as possible. The legislation is subject to numerous changes in short periods, which should reflect the needs of the society and particularly those of the practical provision of social services. The theoretical part of the thesis describes the current legislation, which affects the possibilities of service provision and might influence the situation of the clients of homeless shelters. Three research questions were set in the practical part of the research: RQ1 - Do real obstacles to management of homeless shelters result from the current legislation in the opinion of the respondents? RQ2 - Do real obstacles to provision of the services result from the current legislation in the opinion of the respondents? RQ3 - Will the proposed modifications of the Social Service Act (Act No. 108/2006 Col., on Social Services as amended) improve the management of homeless shelters in practice? Seven respondents responsible for management of homeless shelters participated in the research. The research sample consisted of providers from the South Bohemia Region. The interviews were performed individually and anonymously. A qualitative method of semi-structured interviewing was applied. Each performed interview was recorded on a voice recorder with the respondent's consent and then carefully rewritten. The aim of the thesis was to map the opinions of the service providers, who may give a practical insight into the current situation and the possibilities of the social service development. They give us a realistic idea about the fears they face on everyday basis in operation of homeless shelters. The research has confirmed the prognoses of experts that the current system of subsidies from the public budget is really disputable, particularly in the social prevention services. Delayed advance payments lead to uncertainty among the service providers and make the development and planning of the service impossible. It has also confirmed the impacts arisen to the organizations as a consequence of the long intervals between applications for subsidies and payment of funds (debts on energies, problems with timely payment of salaries to employees etc.). It also leads to uncertainty among employees and this uncertainty is reflected in entering into employment contracts for definite periods or even contracts for work. The research has appreciated the contribution of the Individual Project of the South Bohemia Region. The organization funding is also problematic in the field of direct payments from the clients, particularly in the instance of client's leaving without payment or if a client causes a damage on the shelter equipment. Judicial enforcement of unpaid balances or damages is usually unsuccessful and the providers have often moral problems with such a procedure. Sponsorship and support through foundations are usually lower than those for social care services. The operation of non-profit making organizations was also affected by the new Civil Code, which has cancelled some laws and the organizations were forced to change their legal forms, which brought them administrative burden. The new Civil Code has also changed the sphere of rental housing, which might increase the number of homeless people.

Health and social risks of obesity and unhealthy life style in relation to preadolescents and adolescents self-concept

The intention of this dissertation is a special investigation of a new innovative approach to reduce the weight of pubescent and adolescent people with overweight and fatness by creating positive changes in self-control and self-respect using an interventional active programme. The goal is to determine a method to reduce the overweight and describe the correlations of psychic conditions and social risks of the overweight and fatness of pubescent and adolescent people. The basis of the programme is several techniques of yoga and yoga configuration. The investigation observed 224 participants and the interventional programme was undertaken by 133 participant of the age of pubescence and adolescence. The programme was applied for twelve weeks. After finishing the interventional active programme, the body weight and BMI were reduced and positive significant changes were reached in shortage of hypodermic fat and decrease in depressive states and anxiety of the participants of the programme. Generally, the anthropometric measurements were implemented in case of 1136 participants. The established hypothesises have confirmed the right supposition of the effect of the interventional active programme. The ascertained data were processed statically and evaluated in collaboration with the Gartner{\crq}s Biomedical Laboratory of CTU Prague.

Global Development Education in the Czech Republic from the NGO's point of view

Primary aim of this thesis is to introduce the concept of global development education and map non-governmental organizations (NGOs) that are active in this field in the Czech Republic. Because the concept is still new, my goal was to find out how is it perceived by those who are putting it into practice, representatives of NGOs. Global development education touches topics that are paid attention on international as well as national levels more and more these days. It brings up to discussion global issues that are concern of each of us in some respect (word trade, globalization, climatic change, development countries, poverty etc.). The importance of the mentioned topics is reflected in new law that was introduced by The Czech Ministry of Education in 2004. It brings more freedom to schools in preparation of their educational programs; on the other hand, it catches them unprepared. NGOs which are more experienced and have direct contact with the field work are becoming sought-after partners for schools. Apart from know how and experience from developing countries, they are also bringing new methods and tools. Prediction of Protein Stability upon Mutations Using Machine Learning

This thesis describes a new approach to the detection of protein stability change upon amino acid mutations. The main goal is to create a new meta-tool, which combines the outputs of eight well-established prediction tools and due to suitable method of consensus making, it is able to improve the overall prediction accuracy. The optimal strategy of combination of outputs of these tools is found by using a various number of machine learning methods. From all tested machine learning methods, KStar showed the highest prediction accuracy on the training dataset compiled from experimentally validated mutations originating from ProTherm database. Due to this reason, it is chosen as an optimal prediction technique. The general prediction abilities is validated on the testing dataset composed of multi-point amino acid mutations extracted also from ProTherm database. Since the multi-point mutations were not used for training any of integrated tools, we suppose that such comparison is objective. As a result, the developed meta-tool based on KStar technique improves the correlation coefficient about 0.130 on the training dataset and 0.239 on the testing dataset, respectively (the comparison is being made against the most succesful integrated tool). Based on the obtained results, it is possible to claim that machine learning methods are suitable technique for the problems from area of protein predictions.

Private military and security companies in the fight against pirates from the South China Sea to the Horn of Africa

The international system has been confronting with constant changes since the end of the Cold War. Especially in the last twenty years on the international chessboard has emerged a new player that provides a wide range of military and security services - private military and security companies (PMSCs). While operations PMSCs are mainly associated and confined with conflict and war zones in Africa and the Middle East, this thesis entitled "Private military and security companies in the fight against the pirates from the South China sea to the horn of Africa" is about private military and security companies which provide special security services - naval. The growing demand for these services leads to the increase of private providers not only along the Somali coast, but also in Southeast Asia. The aim of the thesis is to explain why PMSCs engage in the fight against piracy, respectively what are the conditions for the initiation and development of private naval security activities.

Making "exit" decisions: monitoring and adapting intuitive judgement processes involved

The purpose of this thesis is to examine exit decision-making (e.g. decision to cease a venture, project or any other kind of activity, which required previous monetary, time or other investment) as well as to explore possible enhancements of exit decision-making not only in business context but also in personal decisions. Two theoretical approaches were applied: Prospect theory by Kahneman and Tversky and Intuitive judgment approach. Implications stemming from these theoretical models were employed and two phenomena characteristic of exit decision-making specified. Namely, it was (reverse) sunk cost fallacy and resulting (de-)escalation of commitment, which were also explored empirically. Research consisted of two parts. First developed a new research scenario aiming at personal exit decision-making. Second explored the reaction to four levels of sunk costs (monetary or time expenses). As Phase B of Pilot study showed, new scenario proved managed to elicit reverse sunk costs effect. Further changes were made to the scenario for the purposes of Main study, which resulted in equivocal findings. Monetary sunk costs did not elicit any expected effect, time sunk costs induced an incoherent reverse sunk cost effect and respective de-escalation of commitment. Elastic properties of blood veins with a scaffold

Presented master's thesis deals with modeling of a NiTiNOL wire under thermal and uniaxial mechanical loading. NiTiNOL can undergo reversible martensitic phase transformation and thus belongs among shape memory alloys. In the form of a thin wire it is used in many applications (e.g. as a reinforcement for veins). MT is studied with respect to the extended non-equilibrium thermomechanics of mixtures and the Clusius-Clapeyron equation is derived for it. A new phenomenological model iRLOOP, developed at AS CR, simulating thermomechanical behavior of a NiTiNOL wire is mathematically formulated. Restrictions on tting functions in proposed hysteresis mechanism are derived from the second law of thermodynamics. The existence and uniqueness of the solution of an initial problem are proven for the superelasticity model. Experiments are compared with results modeled by numerical implementation of iRLOOP.

Phenomenon "New sensitivity" in the Czech art of the sixties of the twentieth Century

Phenomenon of the new sensibility in the 60s of the twentieth century In the 1960's of the twentieth century the constructive rational forms have come into the czech visual art. It was influenced by avant-garde and modernism of the 20s and 30s and took up the ideas from the french new realism, the german group Zero, new constructivism movement and concrete art. The program of the new sensibility was defined by art historian Jiří Padrta, who gave the priority to the rejection of the organic nature and the objektive tendencies turn. The movement was created by free associated group of modern artists. The common characters of their art activities were the rejection of the symbolism and ilusion and the respekt to the new way of humanism. Some members of that movement brought the new suggestions to the czech art and become famouse in the Czech republic. Some of them, like Zdeněk Sýkora, Jiří Kolář or Karel Malich are also very respected in the world. The Nový Svět glassworks at Harrachov during the first half of the 19th century and their meaning for Czech and European glass of the time

Nový Svět Glass Factory in Harrachov represented the best of what was achieved in the field of refined glass production in the first half of the 19th century, not only in the technological arena, but also in the artistic one. Absolutely key in achieving these extraordinary results lies within the personality of Johann Pohl, who had ran the glass factory between 1808-1850. Pohl was not just an expert in the area of glass technology, but he was also an extraordinary administrator and economist. And he showed the same talent as a glass refiner. His exceptional artistic sensibility helped him precisely to figure out the exact proportion, tectonics and refinement of the manufactured products. Of the technological innovations that the glass factory introduced during this period, the most important was the melting of ceramic incrustations into the glass. The factory was already able to handle this perfectly by the end of the 1820s, making it the equal of the French and English glass producers of the time.At the same time, the production of colored glass prevailed over clear glass, because it better served the aesthetic demands of customers, or rather, of buyers and merchants. Posouzení situace "Vily Anička" z hlediska zákona č. 183/2006 Sb. o územním plánování a stavebním řádu ("Stavební zákon")

I propose to assess in my Bachelor's work the influence of the Construction Law on the building of the family house that is known as "Anička" ("Annie" in English) and which I shall henceforth refer to as "Vila Anička". The house is in the Secessionist style and has Land Register No 492 in Gončárova Street, Plot No 574, in the area covered by the Hradec Králové Land Register. In the first chapters I propose to describe and characterise in general terms the procedure for demolishing a building, the process of land and construction management, and the influence of the relevant bodies and their stance towards the construction and the architectural plans. I then propose to assess the conditions and requirements for undertaking the construction and the use of the building. In the second part of my Bachelor's work, I should like to go into more detail about the Generali Hradec Králové plan, whereby Generali Pojišťovna, a.s. (Generali Insurance Company Inc) intended to build a new administrative building on the site of Vila Anička. The capital investment in the construction of the new building was interrupted when architectural specialists submitted a proposal that Vila Anička should be registered as a listed building. The declaration of Vila Anička as a cultural monument was pivotal in the licensing process pursuant to the Construction Law and had a decisive effect with respect to authorisation of demolition of the building and subsequent building control. The aim of my Bachelor's work is to assess in a wider context the impact of the Generali Hradec Králové plan from the point of view of protection of public interests, town planning and the urban values in a given areas versus the interests propagated by the investor.
