Ontology-Driven Self-Organization of Politically Engaged Social Groups
Belák, Václav ; Svátek, Vojtěch (advisor) ; Nováček, Vít (referee)
This thesis deals with the use of knowledge technologies in support of self-organization of people with joint political goals. It first provides a theoretical background for a development of a social-semantic system intended to support self-organization and then it applies this background in the development of a core ontology and algorithms for support of self-organization of people. It also presents a design and implementation of a proof-of-concept social-semantic web application that has been built to test our research. The application stores all data in an RDF store and represents them using the core ontology. Descriptions of content are disambiguated using the WordNet thesaurus. Emerging politically engaged groups can establish themselves into local political initiatives, NGOs, or even new political parties. Therefore, the system may help people easily participate on solutions of issues which are influencing them.

Svěcený, Jan ; Doucek, Petr (advisor) ; Klas, Jan (referee)
Nowadays the information society is a very often discussed topic, but lots of people don't know precisely what this idea means, or they have different opinions. The main characteristics of information society are labor with data, digital elaboration, ways of storage and data transportation. In these times labor with data is becoming an economical activity, that runs trough all segments. We are living in the age of digitalization and the rate of progression is still rising. This theme is also important in public sector. One of elementary activities in public sector is rising digital awareness of inhabitants. Other goal local governments are aiming for is providing high level and high quality information and communication services. One of the ways to achieve these goals is without doubt building wireless municipal networks. There are several investor models for implementing these municipal networks. There are also several models that address the various ways these networks can contribute to their users. Purpose of this study is to define and explain elementary terms such as "information society" and "municipal network" and other terms that are connected with these. Another object of this study is to show different ways to implement these wireless municipal networks and also to show examples where the act of implementation of municipal network has already been processed and make success assessment of existing implementations from the initiator -- local government's point of view.

Hašek's "Švejk" in German
Hartmann, Zdeněk ; Žárská, Monika (referee) ; Veselá, Gabriela (advisor)
The aim of this thesis is to chart the changes in the interpretation of Jaroslav Hašek's Osudy dobrého vojáka Švejka za světové války (The Good Soldier Švejk and His Fortunes in the World War) within Czech and (linguistically) German cultures, and to evaluate the German translation of this novel within the context of these changes. The theoretical framework for the assessment of the translation is provided by the pragmatist (pragmatic) theory of language as presented in the works of Ludwig Wittgenstein, Donald Davidson and Richard Rorty, and by the pragmatic theory of translation proposed by Hans Vermeer and Katharina Reiss. At the heart of these theories are (1) the premise that language as a whole relates to the whole of the world and (2) the emphasis on social interaction in language. The quality of translation is assessed according to the translation's successful fulfilment of the aim set by the initiator (client). The first part of the thesis summarises the interpretations of the novel throughout Czech culture. The main character of the novel, Good Soldier Švejk, has been held to embody the typical qualities of the Czech people, so the interpretation of the novel has always been tied to the political convictions of the interpreter. Over time, the novel's various interpretations in Czech culture settled...

IT GOVERNANACE AT THE MINISTRY OF FOREIGN AFFAIRES OF THE CZECH REPUBLIC: SYSTEMIC APPROACH AND FIELD IMPLEMENTATION
Protiva, Tomáš ; Pour, Jan (advisor) ; Pilař, Luboš (referee)
The diploma thesis reacts on the interest of the Czech foreign ministry IT department to get an overview of ITIL 2 and COBIT 4.1 world-wide acknowledged IS/IT management best practice libraries. Both libraries are put in the framework of IT Governance theory and practice. COBIT is presented as world ITG standard, meaning the alignment of organization's strategic goals and IT goals. It is focused on organizations, where the shift of IT perception towards a strategic partnership with the business is driven by top-down board initiative. On the other hand, the ITIL core texts Service Support and Service Delivery are treated as a standard of IT service management, suitable as a framework to establish processes within the foreign ministry's IT department. Three alternative implementations of the two libraries are shown, in a situation of non-existent process management and information architecture. Moreover, the IT Governance initiative has a bottom-up character. The first variant connects ITIL and COBIT process models to the goals and projects outlaid in the 2008-2010 IT Strategy draft (IT BSC was used in the strategy to set up goals). The COBIT processes are aligned to the IT BSC domains and projects; further on, more detailed ITIL tools are assigned to the COBIT processes using the toolbox [IT GOVERNANCE INSTITUTE; OFFICE OF GOVERNMENT COMMERCE. Aligning COBIT, ITIL and ISO 17799 for Business Benefit]. As the projects formulated in the IT Strategy don't focus on the fundaments of process management, a stepwise approach to document the current processes using the ITIL: Service Support and Service Delivery framework is suggested. The second variant came into reality in mid 2008: COBIT has been used without success to estimate users' preferences. The reasons of the failure are discussed. Czech translation of COBIT 4.1 maturity models by the author intended to use as one of the tools in the opinion poll is attached as Annex 2. The last variant is not directly aligned to the problems of foreign ministry's IT/IS, but it is the most pragmatic guide to the implementation of the libraries. As an external help desk has been already launched, I suggest the establishment of ITIL Incident Management and Problem Management processes, supported with a CMDB configuration database.
