Retraining as an effective tool of the employment policy (A study of its impact and practical value for the clients within a specific educational project, designed to reduce the unemployment)

The goal of my diploma thesis is to analyze retraining as an effective way of fighting the unemployment. Retraining is one of the most common means of pro-active employment policy. In my research I have focused on the efficiency of retraining and long-term enhancement for the retrained individuals. The research has been conducted on a chosen fragment of those, who participated in educational project, which was carried out in 2006 - 2008. Based on personal questioning and questioners, too, I have come to the conclusion on long-term enhancement of retraining projects and set up recommendation to make the retraining courses more effective. Metody přípravy dostihových koní pro klasické jezdecké disciplíny

Racehorses are focused into different area than horses for different disciplines and this corresponds to different training and their behavior. The aim of this bachelor is to record differences between conventional training young horses and riding the retired racehorse to use in the classical equestrian disciplines (show jumping, dressage, eventing). The second objective was to clarify what criteria should be considered into account when selecting horses eliminated from horseracing for chosen discipline(s) and describe external and internal areas important for correctness of this selection. This work also contains brief points about racehorse training, specifies racehorse temperament and his reaction to the external stimuli. This project also specifies ideal body constitution which horse should have for each horse riding discipline. As well its describes basic points as young horse handling during the training and basic training levels and specifics of preparation for each discipline. Subsequently are processed methods re-dressage retired racehorse. This project also suggests procedure for selecting a horse for a particular discipline. Also its specifies internal attributes which should horse for the relevant discipline have and at the same time shown on concrete examples recording results which are in relation from indexes body constitution, therefore horse exterior. As well as specifics during re-dressage training of retired racehorse including warnings for riders in context of difference preparations retired racehorses from preparing young riding horses. At the end of this project there is conclusion about most practical recommendations and conclusion drawn for horse breeding practice.
Utilization of the ESF for Solving Unemployment Problem in the District of Břeclav

This bachelor´s thesis deals with issue of unemployment in the District of Breclav and its solution through the use of financial resources from the European Social Fund for active employment policy. The theoretical part of the work focus on knowledge of the European Union and on issue of unemployment. The analytical part is devoted to research unemployment in the District of Breclav, retraining and further target groups in active employment policy. Proposal part of work deals with the questionnaire survey, to assess the effectiveness of retraining. The result of bachelor´s thesis are proposals to improve the situation regarding unemployment and retraining.
Suggestions for Reduction of Unemployment in the District of Vyškov

My diploma thesis points to unemployment as a serious economical and social problem. It deals with unemployment in Vyškov region. It analyses unemployment from the point of view of various groups of job applicants and focuses on the risk and endangered people whose using in the employment markets is negligible. Some recommendations and remedies, which could contribute to a reduction of unemployment in Vyškov region, are suggested on the basis of the analysis.
Suggestion for Reduction of Unemployement in the District of Vyškov

The thesis focuses on proposals in the area of decreasing the rate of unemployment in the district of Vyškov. The main target is to decrease the rate of unemployment and to increase employability of clients of the Labour Office on the labour market. The thesis analyzes the current situation not only in the district of Vyškov but also all over the Czech Republic and the European Union. It includes proposals of raising the employment rate in this region.
Results of active employment policy in district Uh. Hradiste during years 2009 - 2014

This bachelor thesis aims to analyze selected tools of active employment policy in the Uherske Hradiste district in the year 2009-2014 and thus analyze the ability of the state to fight with unemployment during times of economic depression. Main attention is paid to community work, socially useful jobs and especially to retraining as the most used tool of this policy. After analyzing retraining gross effects I came to a conclusion that retraining is an effective tool in the fight with unemployment. Community work and socially useful jobs can support job applicants in the short term, however after dole period is over vast majority of these jobs vanish. I concluded this thesis with recommendation to focus the active employment policy on groups in risk of unemployment. Also more thorough statistical analysis should be conducted on the district level by relevant job centers.
Analysis of retraining targeting and gains of the programme for its graduates at the labour-market of České Budějovice

Presented work deals with the issue of retraining targeting as an instrument of increasing placement of high-risk job applicants groups on the labor market. The theoretical part introduces the theory of human capital in the context of unemployment as economical problem. It further defines various categories of risk groups and explains the reasons for their difficult placement on the labor market. Through the analysis of the retraining targeting the practical part evaluates which way is retraining as one of the main tools of the high-risk job applicants placement improving implemented in the praxis in Ceske Budejovice district. The result of the practical part is to determine whether this tool is effectively used, whether it actually contributes to improving the situation on the labor market in Ceske Budejovice.
Analysis of the Demographic Characteristics focused on Gradutes and Requalification Programms

The objective of the thesis is to analyze the labour market status of graduates from 2002 to 2013 (according to available data 2005--2012) and then to evaluate the efficiency of tools to decline the unemployment among graduates. Data for this analysis come from Ministry of Labour and Social Affairs and Ministry of Education, Youth and Sports. Development of number of unemployed graduates is shown on their proportion to total number of unemployed people and their share to all graduates. This research is beside these calculations focused on factors, which affect the rate of unemployment of graduates, like total rate of unemployment, demographic situation, legislation changes etc. Graduates belong to specific workforce, which are more secured. Retraining is just one of tools target on that people. According to calculation, the efficiency of retraining programms for graduates is very high in comparism to other labour market groups.
Active Employment Policy

This bachelor thesis deals with the issue of the active employment policy - mainly the instruments that the state uses to decrease an unemployment rate and to raise a level of qualification of the labour force. The first chapter defines the terms connected with the subject of this thesis, for instance the labour market or unemployment. Then the state employment policy and its dividing into active and passive policies is described. The second part is focused on the instruments of the active employment policy, their application and comparison. The third and last chapter deals with the analysis of the application and effects of the instruments in Pilsen region and includes also graphs.
Use of Retraining for Jobseekers to Increase Applicability in the Labour Market

The topic of my thesis is the retraining as one of the forms of the lifelong learning and its place in the employment policy context and the labour market in the Czech Republic. A new implement of an active employment policy has been used in the Job centres in the Czech Republic since January 2012 - so called ´chosen qualification´. Job applicants themselves chose a retraining programme which will be needed for their later employment in the labour market. It is also in their competence to choose an institution responsible for the retraining. This includes atypical courses which are not offered by the Job centres of the Czech Republic. These courses usually lead to start new business. In my research I have focused on the number of applicants who underwent this new retraining in the Jindřichův Hradec district and also on the question whether the applicants are motivated by this unusual retraining more than by the classical one offered by the Job centres. The goal of the theoretical part of my work deals with topics of the passive and active employment policy, retraining and corresponding terminology. The Job centres of the Czech Republic and their contact workplace in Jindřichův Hradec, the employment situation in this district and work with job applicants have also been described. The combination of data analysis taken from the Job centres of the Czech Republic and qualitative research were chosen to achieve the goal and verification of the hypothesis. In particular, the data based on the materials gained from the Job centres of the Czech Republic from years 2008-2012 and semi-controlled interviews to support the data analysis were used. This interviews with three respondents registered in the contact workplace of the Job centre in Jindřichův Hradec were run in March 2013. Each of the respondents chose a different type of the retraining. The main goal was to compare if the chosen retraining was more effective and motivating than the classical one arranged by the Job centre. I have also concentrated on the comparison of state funding and European social fund. Two hypotheses and one research question were stated for the research. Hypothesis number 1: The chosen retraining helps to increase employment of the job applicants. Hypothesis number 2: Resources from European funds provably help to increase the number of applicants - those who are being retrained. Research question: Does the opportunity of a retraining motivate the job applicants to change current qualification? The research outcomes confirm both hypotheses. This project could help to increase the awareness of one of the tools of the active employment policy - retraining - and also serve as study materials for other students. It can provide a feedback on the opinions of job applicants for the District subdivision of the Job centre in České Budějovice.
