WORKING POOR IN THE CZECH REPUBLIC Abstract Even though poverty is not the death or life question in developed countries it is necessary to pay attention to it. The topic of poverty, social cohesion and social exclusion plays now an increasing role in the EU agenda; working poor started to be explored in 1990s there. Working poor are people poor despite working. Work should serve as a protection of poverty, it should guarantee better living standard to employed people in comparison to those dependent on social protection. Therefore, it is necessary to pay attention to the issue of working poor, to identify them, to find out the reasons why they are poor and to develop measures to help them not to be poor. This thesis brings a comprehensive view on the working poor in the Czech Republic. The focus is on the poverty rate as well as characteristics of working poor. Methods for measuring this phenomenon have not been fully developed yet, there is still not a consensus on the most suitable methods. Different methods are introduced, compared and critically evaluated in the first - theoretically oriented - part of the thesis. This thesis The system of material need benefits as an instrument of protection against poverty in the Czech Republic deals with the relationship between poverty and social benefits. The subject of research is to analyze the impact of system material need benefits to deals problem of poverty. The theoretical basis for thesis is the concept of social exclusion and redistributive discourse. The theoretical part of the thesis analyzed the different concepts and identified tools of social policy in the fight against poverty. Closer is characterized by social protection and help system in the Czech Republic. The practical part of the thesis, realized through research studies and interviews with experts, analyzing the strengths and weaknesses of material need benefits and suggestions for improvement. The aim of this thesis is to analyze the problem of poverty, describing the concept, explain the reasons and causes of poverty and to propose solutions for its prevention. Furthermore, the analysis of poverty in the Czech Republic and comparison with selected EU countries. The last part of my work will develop a proposal for measures in the fight against poverty. The thesis was divided into two parts. The first part featured a brief theoretical view of poverty as a social event. There were defining poverty, its types, forms, indicators of poverty by international organizations. This section was included in the issue of the causes of poverty, the effects of poverty, both primary and secondary, social exclusion (exclusion). This part is followed by chapter tools to eliminate poverty in the Czech social policy. These tools include: subsistence, assistance in material need, living allowance, housing subsidy, extraordinary immediate assistance and minimum wage. These tools form a complex, which currently works fairly well. Most of the tools work to eliminate poverty target, this means that these tools are used quite effectively. In recent years became unemployment one of the most important economical issues. Increasing rate of unemployment is one of the most serious problems of most states. The goal of all of them is to ensure the maximal balance between supply and demand on the labour market. The purpose of the master thesis is to describe the basic aspects of labour market and unemployment, but primarily to describe the special instruments of the Austrian labour market and find some recommendations, which could be helpful and could be implemented to the system in the Czech Republic. First three chapters deals with the theoretical basis of the topic and terminology. First chapter describe the functioning of the labour market and specific attributes of the supply and demand on the labour market. Chapter two, which deal with the unemployment, define the origin of unemployment, kinds of unemployment and consequences of unemployment to the society. The third chapter concern to the topic of minimal wages and compare the advantages and disadvantages of the statutory minimal wages. Charles University in Prague Faculty of Social Sciences Institute of Economic Studies Three Essays on Labor Market Institutional Environment Dissertation Thesis Kamila Fialová Prague 2012 Abstract This thesis consists of three papers about labor market institutional environment. The first paper "Labor Market Institutions and Their Effect on Labor Market Performance in the New EU Member Countries" estimates the effects of labor market institutions on various performance indicators (unemployment, long-term unemployment, employment, activity rate) in European countries. The results confirm that high taxes increase unemployment, whereas active labor market policies tend to reduce it. The paper also shows that stricter employment protection, higher taxes, and a larger economic burden represented by the minimum wage decrease employment and activity rates. The second paper "Labor Market Institutions and Their Impact on Shadow Economies in Europe" analyzes the role of labor market institutions in explaining developments of shadow economies in European countries using several alternative measures of the shadow sector. The effect of minimum wage and social unemployment benefits on motivation to occupation

Presented dissertation analysis to what extent is motivation to occupation affected by minimum wage and by State system of social help. It focuses on very controversial topic of today's society and that is if current rate of minimum wage is sufficient for people to pay off or if it is discouraging them to search for a new job so people then prefer to draw the social benefits rather than working. The dissertation illustrates definition of minimum wage and its development in the Czech Republic, furthermore it deals with the function of minimum wage and especially with its influence on motivation to work and its consequences on an employment. It also contains how and in what amount the minimum wage set down in European Union is. In the contrast the dissertation handles the theory of welfare state and social system in the Czech Republic, it contains scope of social benefits which are in the Czech Republic provided during unemployment or to people with low income. Trends in the minimum wage and its impact on the amount of social security contributions for the period 2004-2014 in selected EU countries

This thesis analyzes the impacts of raising the minimum wage to transfer payments for social insurance in the period 2004 - 2014. It compares development and changes in the rate of minimum wage in selected EU countries and examines the context of the events that preceded these changes. The conclusions of many theses show that minimum wage increases the employer's costs for employees, who subsequently seek different ways how to avoid these additional costs. This thesis did not confirm the hypothesis that an increase in the minimum wage significantly affects the rate of income from social insurance.
Does minimum wage increasing unemployment? Determinants of unemploymet in the Czech Republic

The thesis analyzes an effect of raising the minimum wage and other variables on unemployment rate in the Czech Republic in 2006-2015. The empirical part is based on available time series, which were used to estimate models of unemployment for both women and men, including differently specified models and a model of overall unemployment. The time series used in regression models were adjusted for seasonality. Main hypothesis of this thesis was, that there is a positive correlation between raising the minimum wage and unemployment rate. Exogenous variables used in the models were chosen based on economic theory and existing literature. Results show, that there was no statistically significant relationship between the minimum wage and unemployment rate in the studied period. It was confirmed that there is a negative effect of GDP growth rate and inflation rate on unemployment rate, while unemployment benefits seem to have a positive effect
Comparison of the institute of subsistence minimum in Czech and Slovak Republic from 1993 to 2015

After the split of the Czechoslovak Federal Republic (CSFR) to the Czech and Slovak Republics in 1993, both countries retain most ČSFR laws, including law no. 463/1991 Sb., o životním minimu. So the starting position was the same for both countries. A number of modifications of the legislative environment, which happened over the years in both countries, provides a suitable space for the realization of comparative analysis. The aim of this thesis is to compare the institute of subsistence minimum (SM) in the Czech and Slovak Republic between 1993-2015, and prove the assumptions that the institute of SM always held in both countries the same function, was highly motivational to reintegrate the unemployed into the workforce, and the greater amount of SM has always meant a higher income for people in material need in particular country. But the conducted comparative analysis does not confirm the assumptions.
