Contribution of E. Ostrom focusing on management of public goods
Belinová, Gabriela ; Sirůček, Pavel (advisor) ; Džbánková, Zuzana (referee)
The thesis deals with the contribution of Elinor Ostrom, the Nobel laureate in economics in 2009. Ostrom confirmed that a group of individuals who jointly use a common-pool resource is able to agree on the rules securing the long term sustainability of the resource. This theory was based on her studies of local common property regimes. Common property regime is an alternative to conventional approaches that promote public resource management or transfer to private ownership. It is still not clear whether the possible conclusions which Ostrom reached in the study of systems of common property regimes can be applied to the problems of global scale. Ostrom's contribution lies in her analysis of systems of common property regimes. Partial findings related to human behaviour can be applied to the management of private organizations.
Proprietary Communities and Private Provision of Public Goods
Tětek, Josef ; Šíma, Josef (advisor) ; Ždímal, Martin (referee)
The fact that public goods exist is often taken as a rationale for government provision of such goods, mostly because of the free rider phenomenon. In the given paper the author challenges this view through theoretical discussion of alternative views on public goods and empirical evidence of private provision of public goods, such as zoning, rule creation and infrastructure development. Private property rights and contracting with communities based on these institutional tools are the main focal point in the research of private provision. Author examines proprietary communities in USA and Czech Republic and shows that private provision of public goods is subject to market demand and this demand is met with supply, given the appropriate institutional context.

The main of objective of this diploma thesis is to define health care as economic goods based on the theoretical definitions. The fact whether health care should be considered as private goods or public goods plays a vital role in this debate. The author defines the necessary terminology and theoretical concepts. According to several expert concepts the author concludes that based on the basic economic definitions health care could be understood as private goods, admitting that in the real world objective limitations exist, which prevent keeping health care exclusively in the economic sphere. The thesis also evaluates the role of individual health care sectors, including their drawbacks. The author demonstrates all concepts on the Czech health care system. In the analytic part of the thesis the author demonstrates discrepancies between theoretical concepts and practice on specific models, including the risks of exclusively private financing of health care. The thesis also deals with methods of economical analysis and its limitations in health care system analysis.
