1 Regional rulemaking Abstract The diploma thesis deals with regional rulemaking with a focus on legal regulations of regions. The aim of the thesis is to explain the constitutional and theoretical anchoring of the creation of regional legal regulations, to describe the process of their creation, issuance, state supervision and repeal, and to examine the actual extent of law-making of regions. The first part defines the basic concepts, constitutional and legal bases and conditions for making and issuing legal relations of regions, which are of two kinds. Generally binding ordinances are issued according to Article 104 Paragraph 3 of the Constitution as legal regulations in the independent competence of regions. The thesis discusses their legal nature and the need for further legal authorization for their issuance, taking into account current case law. According to Article 79 Paragraph 3 of the Constitution, regions then issue regulations for which they always need legal authorization. The following part of the thesis is devoted to the process of creating and issuing regional legal regulations. Ex-prisoners and the Labour Market in the Czech Republic

Unemployment rate is a key macroeconomic indicator of a state's prosperity. This study aims to investigate the effect of ex-prisoners on unemployment rate at times of low rate of unemployment. The subjects of interest are those released from prison upon serving their sentence and their integration into the labour market. Currently, formerly incarcerated individuals are often socially rejected and discriminated by the public, which usually results in their return to prison. Thus, as a means to prevent recidivism, it is important to reintegrate them back into the society. In this vein, this study also examines the effect of unemployment rates and ex-prisoners on the recidivism rate in the Czech Republic in 1992 to 2018. For the 2014 to 2018 period, it further investigates this effect (i.e. of unemployment rates and ex-prisoners on recidivism rates) by month across 13 regions (there is no prison in the Zlín region). It uses the data provided by the Prison Services Yearbooks, as well as data from the Czech Statistical Office and the Integrated Portal of the Ministry of Labour and Social Affairs for information specifically regarding the main macroeconomic indicators of the Czech Republic. The Election Campaigning and 2016 Regional Election in the Czech Republic

This thesis analyzes the election campaigns of six parties and movements (ANO 2011, ČSSD, TOP 09, ODS, KSČM, KDU-CSL) and one coalition (SPD-SPO). The aim of the diploma thesis is to analyze the election campaigns before the regional councils, which took place on 7.10. - 8.10.2016. In terms of methodology, qualitative research was applied in the diploma thesis. The first part of the thesis focuses on political marketing, which was used in the regional elections in 2016. The second part of the thesis deals with the campaigns of five parties of one movement and one coalition. Political parties have used various forms of political marketing in their campaigns. Elections to regional assemblies did not have one crucial topic to unify the entire political spectrum. Not even within the opposition was a single unifying theme linking the opposition against the government. Each political party chose its sub-theme. All parties had a centralized campaign. CSSD, KDU-ČSL and TOP 09 had a centralized campaign in part. Political party budgets ranged from 16 to 111 million. The least invested in the SPD-SPO coalition and most of the hnutí ANO 2011.
Regional Differences in Healthy Life Expectancy in Czechia

Regional Differences in Healthy Life Expectancy in Czechia Abstract Over the past decade, the health status of the population has also been measured by Healthy Life Expectancy indicator. This indicator covers not only the quantitative aspect, but it takes into the account also the qualitative aspect of prolonging human life. The main objective of this thesis is to evaluate the differences in healthy life expectancy among the regions of Czechia, both in terms of space and time (2009-2014). The introductory part of the thesis outlines the connections of the origin of the healthy life expectancy indicator and analyses the methods of its construction. The theoretical part of the thesis also includes description of sample surveys. To calculate healthy life years, the Sullivan method is used. Data on health status were obtained from the SILC survey. According to the results of the analysis, there is considerable variability between regions in terms of healthy life expectancy. The difference is significantly higher in terms of healthy life expectancy than in the case of life expectancy. Diplomová práce se zabývá problémy současného územního členění České republiky. Základním východiskem práce je charakteristika historického, právního a společenského kontextu územního členění státu. Na tomto podkladě je následně proveden rozbor hlavních oblémů územního členění České republiky a navrženy eventuální možnosti řešení. První teoretická část je věnována fenoménu územního členění z pohledu obecné státovědy a sociální Uherské monarchie až po reformu veřejné správy provedenou po vzniku samostatné České republiky. Pozornost je zaměřena především na popis a hodnocení dobových koncepcí územního uspořádání a na proměny jednotlivých typů územních celků v čase. Třet zaměřena na úpravu územního členění v rovině ústavního pořádku České republiky. Jde zejména o rozbor relevantních obecných článků Ústavy včetně preambule. Samostatný pododdíl je potom věnován české koncepci územní samosprávy v podobě obcí a vyšších územně samosprávných celků. Drobná úvaha je rovněž věnována nejednoznačnému postavení statutárních měst. Čtvrtý oddíl se zaměřuje na právní úpravu administrativního členění České republiky. The elections 2012: analysis of the media aspectof the election campaign of KDU-ČSL

The atmosphere of the election campaign before the elections in October 2012 was not such fierce as during the last campaign. It was mainly due to absence of a major topic that would polarise the society, like the health fees in 2008. The ČSSD tried to find a similar controversial topic that might have been the church restitutions for a moment. The purpose of the negative campaign was to discourage people from voting the governmental parties ODS and TOP 09, but it also could weaken the KDU-ČSL that was and still is closely connected with churches, especially the catholic church. The representatives of the KDU-ČSL themselves didn't publish any opinions concerning this matter, with only few exceptions. The purpose of this thesis is to analyse and evaluate the media output of the KDU-ČSL during the election campaign that was run before the elections to the regional governments and the Senate. In the first part, the main leaders of the KDU-ČSL are introduced, following by a detailed description of the campaigns in the respective regions and the senate circuits. Alternatives for the regional reform of the Czech Senate

The presented diploma thesis "Alternatives for the regional reform of the Czech Senate" frames on the basis of a comparative analysis of regional second chambers in the West European countries the possible alternatives for the regional reform of the Czech Senate. The comparative analysis of second chambers of parliaments in Italy, Spain, the Netherlands and France identifies the similarities and differences between the examined second chambers, in particular with respect to their historical origin, way of election, size, constitutional powers, relation to the first chamber and relation to the executive branch of the government. The examined second chambers are classified according to A. Lijphart's typological concept on the scale of strong - medium strength - weak bicameralism. The comparative analysis is then the source for the framing of specific alternatives for the regional reform of the Czech Senate. The main conclusions of the thesis are: (1) examined West European regional second chambers fall within the types of medium strength and weak bicameralism, (2) the hypothesis about the weaker position of second chambers in unitary states is partially confirmed, and (3) the framing of representative and functional alternatives for the regional reform of the Czech Senate.

The thesis work deals with the system of linking-up education of librarians, which is implemented through the region's education centres which work in the county libraries.In this centre there is National Library of The Czech Republic, which in the partnership of the professional institutions digestedly operates and coordinates the function of the provided services which are operate by regional centres.The target is to provide relevant information, which might be use while framing the education activities of librarian regional centres.The part of my work is the research aimed to analyze of the partial implications, which might effect the quality and the enforcement of its function.
