Information System Design

The diploma thesis deals with the description of design of an information system for a state institution, which will provide a secure repository for the exchange of documents between the institution and external users of online public administration services. The main purpose of this system is to be used especially for remote access to administrative proceedings files, thus extending the possibilities beyond the viewing defined by the current legislation. The thesis is divided into three main parts: the definition of the theoretical foundations, the analysis of the current situation and description of the system design.
Komparace úrovně vybraných oblastí eGovernmentu v České republice a Rakousku

The thesis deals with the topic of electronicisation of public administration. The author describes the system of electronic public administration in Austria and the Czech Republic and then compares the degree of electronization in both countries. For the comparison, data from the annual survey of the European Commission was used and then the author herself created a list of functions for the citizen portal to compare. The first data was compared using the benchmark method and for the second comparison the author created a scoring matrix. The comparison focuses mainly on the area of data usage across the different public administration portals and the quality of service of the citizen portal. The thesis also includes a proposal for measures to improve the efficiency of the electronicisation of public administration. The proposals focused on the implementation of artificial intelligence, process automation and popularisation of the citizen portal.
The comparison of the digital transformation process between the Federal Republic of Germany and the Czech Republic in the case of eGovernment

The diploma thesis focuses on the comparison of the process of digitalization in the Czech Republic and the Federal Republic of Germany. In the case of the complexity of the concept of the digitalization the diploma thesis will focus on the fields of Industry 4.0 and eGovernment. These aspects will be introduced: both the concepts and their meanings, the whole context etc., and examples of approaches of the states like France, South Korea, Japan or the whole European Union, or examples of companies and the impacts of the fourth industrial revolution on these economic subjects. After that the diploma thesis will focus directly on eGovernment in the Czech Republic and the Federal Republic of Germany from the point of view of the structures, development, ratings or examples of projects, services. The final part will focus on the reflective evaluation of the development of the Industry 4.0 and eGovernment in both mentioned countries.
Legal Regulation of eGovernment in the Czech Republic

1 Abstract Legal Regulation of eGovernment in the Czech Republic The diploma thesis deals with the legal regulation of the Czech eGovernment, i.e. with the regulation of the selected public administration services provided while using information and communication technologies and with the regulation of digitalization of public administration. In addition to the Czech legal regulation, the focus is also on the legal regulation in selected European countries and the "supranational" approach of the European Union towards digitalization. The thesis aims to introduce the phenomenon of eGovernment briefly and to analyse the legal regulations that form the legal framework of eGovernment in the Czech Republic and abroad. On this basis, I examine the hypothesis confirming the existence of eGovernment law as a specific branch of law. Using the method of doctrinal and qualitative analysis, I examine individual eGovernment- related legislation in the Czech Republic in Chapter two and in the selected European countries and the European Union in Chapter three. In the same chapter, I then compare the individual legal regulations based on predefined criteria. Public Administration and eGovernment Abstract This diploma thesis Public Administration and EGovernment brings a unique perspective on the existing and new legal regulation of eGovernment. The essence of the thesis is a legal analysis of the newly adopted Digital Service Rights Act. The concept of the Act, which has been determined by specific circumstances of its creation, as well as the content of the Act, and the newly regulated digital rights, are critically analyzed. Some of these digital rights are only generalizations of existing rules regulated by various eGovernment acts, while other digital rights are wholly new and address previously unaddressed digitalization issues. The focus of this paper is on key digital rights such as the right to use digital services, the right to perform digital acts, and the right to share stored data. A crucial part of the new Act is dependent on legal institutes regulated by existing eGovernment laws. Concerning these legal institutes, the thesis offers a reflection of existing legal regulation and answers to some persistent legal questions concerning, for example, logging into public administration portals, the automatic setting up of data boxes for certain ordinary citizens, or qualified and non- qualified forms of electronic submission. eGovernment from the perspective of interest groups.

This diploma thesis called eGovernment from the perspective of interest groups engages with the current topic of the usage of eGovernment in the Czech Republic. The main goal of the thesis is to identify the main benefits and drawbacks of used eGovernment services from the perspective of selected interest groups. Supportive goals of the thesis are to identify interest groups that can view this issue differentially and characterize the actual status of eGovernment in the Czech Republic. A part of this thesis also focuses on the comparison of eGovernment status among the Visegrad Group countries. Benefits and drawbacks of eGovernment are identified by multiple methods, mainly by quantitative pre-research and qualitative research performed by the author of this thesis in the form of questionnaires and interviews with the representatives of selected interest groups. Prior to both types of research, the author conducted SWOT analyses of eGovernment services is conducted from the perspective of all selected interested groups. Czech political parties and their policy-related expertise in field of eGovernment

E-government belongs to one of the fastest evolving part of public administration in the whole world. Political parties should have enough quantity of information and materials to make E-government enough efective and friendly for end users - citizens. These kind of informations parties have from expert committees, which are representing policy-related expertise. This paper is focused on czech political parties and their policy-related expertise in field of eGovernment. The paper is based on case study, which explore five political parties: ČSSD, KDU-ČSL, KSČM, ODS and TOP 09. The paper describes creation of expert committees, who are the members of committees, what kind of information they work with and how are the outputs of their work used.
Analysis of the project "Information system of basic registers" and its implementation

This diploma thesis deals with Information system of basic registries and its implementation. The information system consists of four main registries (Registry of Inhabitants, Registry of Persons, Registry of Territorial Identification, Addresses and Real Estates and Registry of Rights and Obligations) and system of ORG. The thesis defines crucial documents which deal with this project and the basic terms of Basic Registries Act No. 111/2009 Coll. and other related acts are explained. This thesis also compares the public administration before and after the activation of basic registries and the most important part is public survey which discovers knowledge about basic registries and responds to determined hypotheses.

Territorial proceedings (de lege lata, de lege ferenda) Abstract The topic of this thesis is an analysis of problematic areas of procedural regulation in territorial proceedings according to the Building Act No. 183/2006 Coll., and the submission of proposals for their streamlining. The introduction refers to the regulation of spatial planning in the area where Czech Republic is currently located, including the introduction of spatial planning in foregoing Legislation of spatial planning. Subsequently, spatial planning tools and spatial planning bodies are introduced. The third chapter discusses in detail the process of territorial management. The issue of participation of participants in territorial proceedings is discussed in detail. Furthermore, the issue regarding the methods of service of documents via data-boxes and the so-called hybrid mail post, and the possibilities of reviewing the issued binding opinions is analyzed. In the end of the third chapter, the simplified forms of territorial proceedings, which are contained in the Building Act, are thoroughly introduced. In the final chapter, due to the author's opinion, the problematic areas of territorial proceedings were analyzed in detail, including proposals for their correction.
