Priorities of EU sport policy and funding for sports

Title: Priorities of EU sport policy and funding for sports Objectives: The main objective is to describe the existing methods and the resulting possibilities for the sport funding EU-level scheme. This will result in presenting a comprehensive and clear picture of all EU funding mechanisms that could be beneficial for sports. The thesis also aims to describe the issue in the context of the EU sport policy priorities development and give an overview of the Council and Commission sport-related policy activities. Methods: In this thesis, a method of analysis of legislative and non- legislative texts was used. Other documents examined were further relevant studies, publications and strategic texts. A method of synthesis was also used when the partial information gathered during the relevant meetings of Council formations, conferences and seminars was formed into a comprehensive text. Results: The result is a text that captures the development of EU sport policy priorities and offers specific recommendations for area of sports that derive from the acquired information and from analysis of EU funding schemes. Legislative Process in the European Union: European Citizens' Initiative

This thesis is embedded in the theoretical approach of multilevel governance and presumption of the rational behaviour of actors. Using the method of process tracing it aims to uncover the legislative process in the European Union. It is a single case study and as a case was chosen the negotiation of the regulation of the citizens' initiative. Various actors were involved in the negotiations, this thesis focuses on the main one - European Commission, European Parliament, the Council, interest organisations and national parliaments. The thesis presumed, that all actors will try to push through their interests based on their rational choice. This presumption was verified, although the success rate of the players varied a lot. As the most successful should be considered the European Parliament, who defended the interests of the individuals and the Council, which apparently represented the interests of the governments of the member states (especially in the issues of lowering the bureaucratic burden). The interest organisations showed their positions clearly, however the Commission did not take their positions much into account while preparing the draft regulation. The main goal of this thesis named Municipal self-government in the Czech Republic (illustrated on the example of Kralupy nad Vltavou City) is to process and summarize the framework of municipal function in both theoretical and practical way. Also, it is shown how to use the knowledge for didactic purposes. Therefore the thesis is divided into the theoretical, practical and didactic part. The theory answers the questions such as What is self-government? By whom is it executed and where? How is it controlled? The practical part continuously uses collected information and shows how each of self-government aspects works in concrete example of Kralupy nad Vltavou City. The third part is focused on how to apply this issue in teacher training.
Application of the Theory of Coalitions in the Formation of Regional Councils in the Czech Republic after Elections in 2008 and 2012

This diploma thesis "Application of the theory of the process of forming coalitions of regional councils in the Czech Republic after the elections in 2008 and 2012" discusses the process of establishing regional coalitions in the region of the South Moravian and the Central Bohemia. The aim is to answer the question of what form of the regional coalitions formed during the regional elections. Furthermore, I was describe how did the process of establishing regional coalitions and what were the key factors, that decide the outcome of negotiations. For these reasons, this thesis analyzed the official declaration of election programs, performances by regional politicians in political or public debate. The intention of this thesis is through the use of a theoretical framework and analysis of documents, describe in detail the development process, which was formed coalition and identify possible strategies of individual actors. V roce 2016 proběhly již 5. volby do zastupitelstev krajů. Vzniklou časovou řadu volebních výsledků lze hodnotit z různých pohledů. Několik z nich předkládá tato publikace, vytvořená na základě spolupráce mezi Českým statistickým úřadem, Krajskou správou v Pardubicích a Katedrou geografie Univerzity Palackého v Olomouci. Statistici, kteří zajišťují zpracování výsledků voleb, dodali pro publikaci zejména datové podklady, geografové připravili mapové podklady a velkou část komentářů.

Council of the EU after Lisbon treaty: changes in gualified majority decision-making and their influence on the positions of member states

The main aim of this thesis is to analyze the impact of a new system of qualified majority voting under the Lisbon Treaty on the position of member states in the Council. The paper mainly deals with potential transformation of member states weight in the Council. With the help of so-called power indexes, the absolute and relative voting power of member states in the Council will be determined. In the first part of the thesis, qualified majority is introduced also in the historical development, i.e., how its form ranged from the emergence of the European Communities to the present. Emphasis is of course placed on detailed description of the key articles of the Lisbon Treaty, relating to qualified majority voting in the Council. The answer to the question whether the new criteria of qualified majority will mean a different result of the vote in the Council, can be found in the fourth chapter of this thesis. An important element of analysis of qualified majority under the Lisbon Treaty is its comparison with the Nice system in terms of fairness and efficiency. Who Governs? The Participation of Ministers in Council Meetings

The thesis deals with the participation of ministers in the Council of the European Union. The first goal is to explore the participation as such, i.e. how often the ministers attend the Council meetings and what differences there are among the member states and the Council configurations. Secondly, the thesis seeks to reveal factors at the institutional (European), national and governmental level which have an impact on the participation. From the theoretical point of view, the thesis is framed by the rational choice approach. In terms of methodology, a quantitative analysis based on extensive dataset for the period 2009 - 2015 and logistic regression have been employed. The thesis concludes that the ministers attend the Council meetings quite often - the average for the period was 64%. Regarding the individual factors, it is argued that the ministers representing the presidency country attend the sessions more often. Similarly, the participation is higher if there are many points on the agenda or if the minister represents a pro-European government. On the contrary, the probability of the participation is lower if the ministers face upcoming legislative elections at home. Hlavním cílem studie je představit způsob zapojení čtyř národních parlamentů do projednávání agendy Evropské unie a jejich participace na přípravách a realizaci předsednictví dotyčných zemí v Radě EU. Práce si také klade za cíl poukázat na možnosti zapojení národních parlamentů do rozhodovacích postupů Evropské unie a také na rostoucí možnosti parlamentní diplomacie a zapojování parlamentů do mezinárodněpolitických otázek. Pro naši studii jsme vybrali čtyři země, resp. národní parlamenty (Finsko, Itálie, Nizozemsko, Rakousko), které vykonávaly předsednictví v posledních letech (popř. se na předsednictví aktivně připravují - Finsko). S výjimkou Itálie se jedná o členské státy se srovnatelnou velikostí s ČR a zkušenosti jejich národních parlamentů poskytují vhodnou inspiraci pro zapojení českého parlamentu do předsednictví v Radě EU. Poslední část studie se věnuje současnému zapojení Parlamentu České republiky, s důrazem na Poslaneckou sněmovnu, do projednávání agendy Evropské unie a možnostem zapojení českého parlamentu do předsednictví ČR v EU.

The contribution theology Cardinal Schwarzenberg Vatican Council?

Initial idea of this work: " The contribution theology Cardinal Schwarzenberg Vatican Council? , The de facto theological story that " started " at the September provincial council in Prague ( 1860) , and over the First Vatican Council ( 1869-1870 ) , the place - the fundamental ideas of Cardinal Schwarzenberg - up to II . Vatican Council (1962-1965). We must ask ourselves what was the theology of Cardinal Schwarzenberg exceptional and why has the range and in the decades after the First Vatican Council. These questions and many others began to form this work. Response them in three circuits . The first issue is the milieu of contemporary Czech society, which entails " Czech question" because it has the attributes of the ideas of Jan Hus, who was one of the requirements to be " God's word could freely proclaim," which Cardinal Schwarzenberg sees as one of the keys to their pastoral care to address the overall " religiously sentient inhabitants " to what is now called ecumenism, and the Cardinal called her a contemporary "family faith." So the family home environment to be introduced to the "family environment" of the Church, which "does not divide, but integrates" . The second area is the communion of the Catholic congregation, which already carries specific nature of faith , which gives information on the human , not as individuals , but persons as believers lives and moves "in communion" communion sanctorum "that accompanies the believer personally and for boundaries of the church (the Church). Therefore, even in sacred spaces Divine Liturgy promotes "Discourse in the middle of the Mass," because it helps ensure that a person liturgically activated in "upgrade of Church's thinking" (that later " aggiornamento ") in the world. The third issue is the consistency believer in education as Cardinal Schwarzenberg has a graduate character: discipline, teaching and cultivating. In this characteristic "inculcation" of a person into a "divine milieu" of humanity is in the attributes of participation in "completing the world that God created Undone", as taught by A. Günther , and one has a personal interest in "his physiognomy ." All three themes should help understanding " personal infallibility of the Pope," which is not deistic static, is based on the individual, but carries the story of spiritual formation tradition of the whole Church, in whose center is the Christological fraternity, to which the " indoctrinated " hierarchy of jurisdiction, which cannot be separated from each other, but in accepting the structure of the human being shed on the integral concept of the Catholic Church as organic. Which took place in the contemporary modification to the II. Vatican Council.
The roles of the Council and the European Parliament in the decision-making process of the European Union

This bachelor thesis deals with the roles of the Council and the European Parliament in the decision-making process of the European Union. It includes the description of this relationship right from the beginning of the modern European integration until the last revision of the founding treaties. At first there was nearly no connection of these two institutions and the power of Parliament in the decision-making process was insignificant. Through the long process of development starting in the 60', the Parliament gained more and more competence and it led to the balance between the two institutions. The first two chapters are concerned with the historical development of the relationship between the Council and the Parliament and the last chapter provides the current point of view as it deals with the changes implemented after the Treaty of Lisbon.
