IMPACTS OF THE SOCIAL REFORM OF 2011 ON THE FOLLOW-UP DEVELOPMENT OF THE SOCIAL PROTECTION SYSTEM IN THE CZECH REPUBLIC

The thesis deals with the 2011 social reform implemented by the Ministry of Labor and Social Affairs of the Czech Republic. Initially, the various reform steps are analyzed. Developments in the evolution of change are monitored since their introduction to 2015 and then the financial and social impacts of individual changes are examined. The primary goal of the social reform was to increase the efficiency of the public funds spent on the social benefits system and their overall reduction. The main output of the work is the realization that this goal was not fulfilled, on the contrary there was the depletion of funds in the net amount of CZK 10.77 billion. Research has also shown that individual changes have had a negative impact on the lives of the people concerned. In conclusion, the reform is monitored in the context of the necessity of its implementation and related to the previous large reforms that took place in the Czech Republic.
Concept suggestion of sport funding in the czech republic

Objectives: The main aim of this work is to evaluate the current system of sports financing from public sources in the Czech Republic. Based on this analysis, analysis of sports funding system from public budgets in selected EU countries try to create a new system of financing sport that is stable, systematic, transparent, efficient, and sustainable development. Methods: The work used the method of analysis and comparative. Analysis method was applied when examining the current financing system in the Czech Republic and in selected foreign countries. The method of comparison was then used to compare the information gathered from various funding schemes. Results: The results suggest that the sports sector in the Czech Republic is deeply underfunded, despite what economic and social benefits of each sport brings. In order to improve the current system are proposed partial measures, aimed at long-term support for the concept of the sport in the country. Partial proposals based on an analysis of the financing of sport in the Czech Republic and the subsequent comparison with selected systems in selected EU countries. The Efficiency of Public Expenditure, Evidence from the Czech Republic

1 Abstract Efficiency is an important concept for performance evaluation of decision- making units. This thesis studies efficiency of public spending and methods of its estimation. Firstly, a wide range of efficiency estimators are defined and compared. For the public spending efficiency analysis the most convenient es- timator is found to be the cost frontier approach of the Stochastic Frontier Analysis (SFA). The second part of the thesis contains efficiency analysis of public spending in the 14 regions of the Czech Republic in the years 2003-2014. For the analysis current expenditure of regional offices is used as the input. Based on the investigation of regional services output index is formed and employed in the analysis. The estimation is performed using the cost frontier approach of the SFA as the main method. Various other efficiency estimators are then applied to the data in order to study robustness of the results. The thesis further discusses relative ranking of the regions and time evolution of efficiency scores using different assumptions and variety of methods. Lastly, several potential effects on the estimated efficiency are considered and analysed. Economic Impacts of Migration on Host Countries

The bachelor thesis deals with economic impacts of migration on host countries. The topic is examined from both macroeconomic and microeconomic points of view. At the beginning of the paper migration is described as a constantly growing problem that has serious socio-economic and political aspects. It also characterizes migrants, their individual types as well as the reasons and motivation for leaving their home countries. This problem is closely related to the causes of migration. Subsequently, the thesis is concerned with the analysis of the public expenditure that must be provided by the host countries. It includes not only security expenses but also social expenses. Furthermore it is focused on the human capital theory - on the question whether the migrants bring positive values to the host countries. These are factors of opportunities on the job market and unemployment rates. Other important factors are also the education and professional qualifications of the migrants. Finally, the thesis describes the influence of possible grey economy linked to migration. The main focus of this part lies on the way migration could serve as a profit for illegal economic subjects.
Sustainability of public debt, deficits of public budgets and economic growth

Cílem práce je otestovat udržitelnost veřejného dluhu a vliv fiskální politiky na ekonomický růst ve vybraných zemích OECD (Belgie, Francie, Itálie, Ra- kousko a Velká Británie). První část práce je věnována historickému vývoji eko- nomických přístupů k tomuto tématu a teoretickým předpokladům modelů. V druhé části práce přistupujeme k ekonometrické analýze. Na základě výsledků se podařilo prokázat udržitelnost veřejného dluhu v Belgii a Rakousku. U Itálie a Velké Británie výsledky ukazují, že jejich primární přebytky reagují pozitivně na zvyšující se poměr dluhu vůči HDP. Nepodařilo se však ukázat, že vývoj je- jich veřejného dluhu je stacionární proces. U Francie převažoval negativní vztah primárních přebytků a poměru dluhu vůči HDP. Vliv fiskální politiky na ekonomický růst zkoumáme z pohledu rozdělení výdajů na produktivní a neproduktivní a přijmů vlády na distorční a nedistorční. Z důvodu omezené dostupnosti dat se podařilo prokázat pouze v případě Itálie, že zvýšení fiskálního deficitu o 1% snižuje o 1% ekonomický růst, zvýšení distorčních daní o 1% snižuje ekonomický růst o 1,2% a zvýšení produktivních výdajů zvyšuje ekonomický růst o 0,5%. Development of public expenditures in light of the progress of political cycles in Czech Republic between years 2000 and 2015

The thesis is concerned with the analysis of the development of public expenditures in Czech Republic between the years 2000 and 2015 with regard to the progress of political cycles. The analysis of overall development of each budget chapter (especially the year on year comparison) is based on real outcomes of state finances collected from final state accounts. The purpose of the thesis is to discover potential influence of political cycles on the level and structure of public expenses. The author created his own theoretical assumptions and set an original methodological approach. Final findings mostly comply with the created hypothesis.
Model výdajové strany rozpočtu Evropské unie implikovaný z principů teorie fiskálního federalismu

The aim of this dissertation is to propose alterations in the volume and structure of the EU budget in order that the resultant European budget is based on the fundamental principles of the theory of fiscal federalism and the theory of optimal monetary areas so as to cope with asymmetrical economic shocks. The author has stipulated four economic allocation criteria based on the fundamental principles of the theory of fiscal federalism for the purpose of decision-making relating to the inclusion or rejection of individual expenditure categories. In the area of realisation of the redistribution and stabilisation function of public finances, this decision also gave consideration to the theory of optimal monetary areas for coping with asymmetrical economic shocks. The author recommends amending the EU budget by applying economic criteria based on the fundamental principles of the theory of fiscal federalism and on the basis of analysis of the expenditure structure of the current EU budget. Specifically, this should entail the inclusion of expenditure on national defence in the joint budget to an extent of 0.50 % of the GDP of the EU-27 and increasing the volume of "European" expenditure on science, research and development to 0.40 % of the GDP of the EU-27. This proposal further envisages maintaining expenditure on transport infrastructure projects of European importance (0.17 % of GDP), expenditure items in the area of foreign relations (0.067 % of GDP), and on assuring internal security and the judiciary (0.084 % of GDP). This model calculates administrative costs as 6 % of other budget items. In relation to the redistribution function, the author proposes discarding the European dimension of common agricultural policy and concentrating expenditure on policy in the area of economic and social coherence (0.50 % of the GDP of the EU-27) exclusively on support for economically less favoured regions. This model EU budget attaches great importance to the fulfilment of the stabilisation function of public finances by means of a stabilisation mechanism taking the form of a centralised system of unemployment benefits at 1.25 % of the GDP of the EU-27. This specific area of the common budget could also serve as a tool functioning on an asymmetrical basis, creating reserves at times of economic growth that can then be used at times of economic decline. The total expenditure concentrated within the proposed model EU budget has been calculated as 3.15 % of the GDP of the EU-27.

Bachelor thesis deals with the draft budget of the municipalities, the small town Velké Němčice, for the next period, i.e. for the year 2013. In the theoretical part are summarized fundamental knowledge about the community, their revenue and expenditure and about the budgets of municipalities. The practical part analyzes the budgets in 2011 and 2012, and the draft municipal budget for the following year.
