Instruments for international organizations to compel their member states. An example of the conflict in Nagorno Karabakh.

in English The object of this diploma thesis is to answer the question, how can international organizations (UN, Council of Europe and OSCE) effectively regulate conflicts among their member states, or which instruments are they for this purpose equipped with. The thesis is divided into three main parts - theoretical study, part dedicated to the individual international organizations and the case study. The first part offers a definition of basic legal concepts, as they will be used in the following parts of the study with an emphasis on the definition of the concept "coercion". The following part deals with the instruments of coercion the international organizations are equipped with. In the third part are the findings from the previous parts confronted with a real case of the effort to regulate the conflict between Azerbaijan and Armenia in Nagorno Karabakh. This structure of the thesis can be also described as a progress from a theoretic basis, through an applied theory contained in particular agreements, to their practical realization in the concrete case. Based on the completed study the author concludes that unilateral instruments of coercion, that the particular organizations have at their disposal, are often not appropriate (exclusion from organization), ineffective (political declaration)...

Tereza Vondráková Bachelor thesis: Media Policy of Council of Europe Focusing on the New Media - Abstract Bachelor thesis "Media Policy of Council of Europe Focusing on the New Media" summarizes all crucial documents concerning new media that have been adopted by Council of Europe. Council of Europe's main concern is protection and promotion of human rights and freedoms. One of its tasks is a surveillance of media and its evolution. Permanent technological development has major influence on media landscape and leads to new communication platforms. Council of Europe decided to examine those platforms to decide whether they can be included among other media. And therefore if they could have the same responsibilities and rights as the traditional media. Bachelor thesis focuses on description of Council of Europe and its status as an international organization. First part of the thesis addresses the explanation of terms new media and social networks. Second part of the thesis describes media policy of Council of Europe from its very beginning and emphasizes interesting historical events concerning new media. The "Non-citizen" Issue in Latvia during the EU Accession Process

The aim of this thesis is to examine the attitude of the European Union to the non- citizen issue in Latvia during the accession talks and its impact on legislative changes in Latvia in this area. The thesis asks such questions as whether Latvia has fulfilled all formal and informal criteria of the accession to the European Union concerning non-citizens and whether the recommendations that were part of the European Commission's regular reports were effective. Further I would like to answer the question how important the other two international bodies were, the Organisation for Security and Co-operation in Europe and the Council of Europe, and to what extent the European Union was dependent on their recommendations. Using primary and secondary sources, I will try to show that the main aim of the reports was to improve the situation of non-citizens in Latvia, bringing in the standards of the European Union. Becoming a member of the European Union, Latvia has theoretically fulfilled the required conditions; the question is what the situation has been like in practice.
Code of ethics of employees in public administration - international recommendations and the Czech republic

This thesis deals with the ethics code of civil servants, particularly in the Czech republic Government Resolution of 21 March 2001 No. 270 + P Code of Ethics for employees in public administration and the Code of Ethics of officials and public employee May 2012. Comparison made seeks to answer the question to what extent the international recommendations of the Organization for Economic Cooperation and Development and the Council of Europe were introduced into the Czech Code of Ethics. The first chapter focuses on the theoretical concept itself of corruption. In the second chapter is further described anti-corruption Ethics Code as an instrument of personal character, and recommendations for its content from the OECD and the Council of Europe. The third chapter is a comparison of the fulfillment of international recommendations in the Code of ethics of civil servants. Stand of the Council of Europe on the capital punishment in states with the observer status

Death penalty issues are a much discussed topic. Even though many states have abolished the capital punishment, there still constantly reappear tendencies to its restoration. On the other hand the states, which have not revoked executions, are not about to change their stance. The strongest international opponent of death penalty is clearly the Council of Europe. This Bachelor thesis follows the development of the move to abolish the capital punishment and the current situation in Japan, which has been granted the observer status with the Council. The paper also researches when and how the Council of Europe joined this process and the enforceability of its regulations in relation to Japan. The modified spiral model of human rights change is used to analyse the situation.
A Comparison of the European Court of Justice and the European Court for Human Rights

The theme of my Bachelor work is A comparison of the Court of Justice of the European Communities and the European Court of Human Rights. The aim of this thesis is to compare two Courts which have fully different legal basis. This thesis consist of three main chapters. The first two parts describe each one of the Courts separately. In these chapters I focused on historical development of the Courts, sources of law, organization of the Courts and procedure before the Courts. The last part shows the comparison of those two Courts.
