1 Fundamental human rights and freedoms in a state of emergency Abstract The subject of this thesis is a description of the institute of the state of emergency and its impact on specific fundamental human rights and freedoms defined in Section 5 of Act No. 240/2000 Coll. on Crisis Management (Crisis Act). The first chapter compares the state of emergency with the state of war, state of national emergency, state of danger and state of pandemic emergency. It also includes a discussion of the circumstances surrounding the adoption of the Pandemic Act and concludes with a historical perspective on states of emergency. The second chapter discusses each case of state of emergency - the 2002 floods, the 2006 floods, Hurricane Kyrill 2007, the 2013 floods, the covid pandemic and the war in Ukraine. For specific states of emergency, the reason for their declaration and a list of the fundamental rights that have been restricted are described. The third chapter describes the instruments that interfere with fundamental rights and freedoms, of which the most space is devoted to government crisis measures, including a discussion of their substantive nature and the related judicial review. Crisis scenario model of a large power outage

The bachelor´s thesis describes legislation addressing the issue of power outages. The issue of blackout is explained here, along with the general effects on society. The work goes on to describe the most historically important blackouts in the world and the states of emergency that occurred in the Czech Republic. In the next part, a fictionalcity is created to demonstrate the consequences of blackout. Furthermore, the work describes how the city would deal with such a resulting blackout. In the end, a recommendation is proposed for a fictional city that would make the city more resistant to further blackout.
Impacts of the state of emergency on the activity of a construction company

The bachelor's thesis analyzes the impacts of emergencies and anti-epidemic measures on the activities of a construction company. The theoretical part defines the terms construction company, emergency, pandemic law and crisis management of the company and describes the impacts of emergencies and anti-epidemic measures on the Czech economy and the impact of emergencies and anti-epidemic measures on construction companies. The practical part is processed on the basis of qualitative and quantitative analysis. To answer specific hypotheses, a questionnaire was compiled, which was subsequently refined by interviews with representatives of construction companies. The practical part deals with the impact on construction companies caused by the situation resulting from emergencies and analyzes their extent.

The diploma thesis evaluates the impact of the crisis caused by covid-19 on construction companies, especially through a questionnaire survey and interviews with representatives of construction companies. The theoretical part of the work, which precedes the questionnaire survey and interviews, describes the construction company and also explains topics such as anti-epidemic restrictions, compensation programs or the state of emergency caused by the covid crisis.

Teoretická část/ Úvod V nedávné době se lidstvo potýkalo s příchodem virového onemocnění covid-19, a to v rozsahu pandemie. Nemoc a riziko nákazy se nedotýkalo pouze zdravotního stavu nás všech, ale zasahovalo významně do sociální oblasti, včetně psychologického na jednotlivce. Například, kvůli vládním zákazům, které z velké míry pozastavily chod naší země, byl narušen životní rytmus lidí, a to jak v životě osobním taktéž profesionálním. Řada rodin přišla o své výdělky, děti se nemohly setkávat se svými vrstevníky, což je pro vývoj dětí jednoznačně škodlivé, příbuzní se nemohli navštěvovat, staří lidé nemohli vídat své vnuky. Dá se tedy říci, že pandemie měla výrazně negativní psychologický dopad na jedince a celou společnost. Není předmětem této práce hodnotit, zda tato rozhodnutí, a v takovém rozsahu, měla spíše pozitivní efekt, protože měla na zřeteli zdravotní stav obyvatelstva nebo spíše dosáhla opaku. Takové hodnocení probíhá a analyzovat dopady této pandemie na společnost bude i věcí budoucnosti. Tato nemoc měla u mnoha pacientů lehký proběh, u některých tomu tak bohužel nebylo. Byly vymezeny tzv. rizikové skupiny co se zvýšeného rizika nákazy týče i průběhu onemocnění a jeho dopadu na lidský organismus. Crime in time of emergency Abstract The subject of this thesis is crime in times of states of emergency declared during the 21st century. The aim of the thesis was to identify the relationship between crime and states of emergency, to present the states of emergency declared in the 21st century and to show their role in the criminal code along with their use in judicial practice. The states of emergency that have been declared can be divided into two categories, namely states of emergency due to natural disasters and states of emergency during the pandemic of the COVID-19 disease. The thesis describes the states of emergency in 2002, 2006 and 2013 that had floods as a cause, the state of emergency during Hurricane Kyrill in 2007 and the states of emergency that were declared in 2020 and 2021 during the pandemic of the COVID-19 disease. The paper also focuses on crime outside of emergencies and there is a comparison with crime during emergencies. Based on police statistics, the evolution of registered crime between 2011 and 2021 is analysed. Changes in leisure activities of older school-age children and adolescents in the context of the restrictions announced by the Government of the Czech Republic during the COVID-19 pandemic ABSTRACT The thesis focuses on the changes in the leisure time of children and adolescents due to the restriction of personal freedom of individuals related to the state of emergency declared by the government of the Czech Republic. This state of emergency was declared by the government of the Czech Republic in order to protect public health in the context of the SARS CoV-2 (COVID - 19) pandemic. The thesis is divided into a theoretical and a research part, where the theoretical part explains the concepts related to the topic and the research part explains the interrelationships between the selected variables based on a questionnaire survey and follow-up interviews. The research found that the impact of the SARS CoV-2 pandemic is not the only factor influencing the changes in the respondents' leisure time, especially since the period under study covers almost three years of the respondent's life, and therefore there are normal developmental changes. The Issue of Childcare in a Home Environment in a State of Emergency

The bachelor thesis deals with the issue of care for children in the home environment in an emergency state. The aim of the bachelor thesis is to find out how the closure of schools due to the state of emergency affected parents in the work sphere and in society. In the theoretical part, there are four chapters that define the period of younger school age, Covid-19, state of emergency and distance learning. The practical part is developed using a quantitative research strategy using the questionnaire survey method. The respondents were parents of children who were aged 6 to 12 in the 2020/2021 school year and participated in distance learning during the closure of schools due to the spread of Covid-19. A total of 77 respondents participated in the survey. The data obtained by means of the questionnaire survey were then processed in Microsoft Excel. The results of the research showed that parents who did not have the opportunity and their jobs did not allow working from home during the pandemic could hardly cope with the combination of childcare and work responsibilities and had to use the help of other family members and friends. On the other hand, for parents who had this opportunity, the combination of work and child care was a little easier. The bachelor thesis can serve as a feedback for social workers with families with children, but also for teachers on how home schooling and child care affected parents during the state of emergency.

The crime of theft according to section 205 of Czech criminal code Topic of this diploma thesis is the legislation of the crime of theft according to section 205 of the Czech Criminal Code. The aim of this diploma thesis is to conduct an analysis of the currently effective Czech legislation of the crime of theft in the Czech Criminal Code and at the same time subject legislation in fitting cases to critical evaluation or else propose it's modification. Simultaneously the aim of this thesis is to conduct analysis of the judicial practice in time of the state of emergency during COVID-19 pandemic using selected relevant judgements and alternatively subject it to criticism. The diploma thesis deals with the topic of homes for the elderly during the covid-19 pandemic. Specifically, it deals with the period of time from year 2020 until the first quarter of the year 2022, where in said period the homes for the elderly were forced to adapt to the new situation of the covid-19 pandemic. The thesis aims to confront adapted government regulations with practice inside specific home for the elderly and map their influence on said institution. To achieve this, the author collected information regarding homes for the elderly during pandemic, information regarding measures existing inside the homes and their influence on homes for the elderly. Author uses the collection of information to study the influence of said regulations and practice inside specific home. Using the collected information, author then shows all relevant measures and their effect on particular home for the elderly, the practice of the home when implementing these measures and the evaluation of the regulations by the staff.
